HomeMy WebLinkAbout22.09.08 - Minutes, Hag Regional AirportHAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting September 8, 2022 The Hagerstown Regional Airport Advismy Commission held a public meeting on Thursday September 8, 2022, at 3 :00 p.m. at the Hagerstown Regional Airport Te1minal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members at the meeting were: Rob Fen-ee Chair, Gary Bockrath Vice Chair, Curtis Beny, Laurence Gross, Samuel Cool, George Stone, John Ban, Jonathan Horowitz Business Leader and Ex-Officio County Commissioner Randall Wagner. Airport staff members present were Andrew Eshleman Director of Public Works, Gene Bolanowski Operations Manager, Peggy Siler Airline Station Leader and Amy Blair Office Associate. CALL TO ORDER John Ban called the meeting to order on September 8, 2022 at 3 :06 p.m. APPROVAL OF MINUTES Motion made by Mr. Cool seconded by Mr. Beny to approve the minutes of the August 11, 2022 meeting. The motion passed unanimously. Chairman Rob Ferree anived at 3:12 p.m. Vice Chair Gaiy Bockrath anived at 3: 15 p.m. UNFINISHED BUSINESS Mr. Eshleman reported the following: Land Acquisition Update-The property will be acquired through condemnation. Mr. Eshleman presented to the Board of County Commissioners (BOCC). More information is being requested regarding appraisals and shared ownership interests. H21 Stairs Project (Royal) Update-The contractor passed their mechanical and electrical inspection. Terminal Roof Leaks-This project does not qualify for Federal or State grants, therefore the Airport will be using cash reserves. Industrial Permit-The Airport is still working with Airport Design Consultants Inc (ADCI) Consultants and the Washington County Environmental Department to prepare for the pe1mit renewal. The sampling map has been updated. Operating Budget-Hagerstown Regional Airpo1i and ADCI met with the Federal Aviation Administration (FAA) and Maryland Aviation Administration (MAA), regarding the Airport Capital Improvement Plan (ACIP). A discussion took place regarding which projects would be eligible for grant funding. GRANTS • FAA -Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and Lighting-Engineering documents were submitted to the FAA and waiting for approval. Grant determinations are July-August 2023. Construction is still scheduled for Washington County Fiscal Year 2024. • Grant 60 Closeout-The FAA has confirmed receipt of the closeout documents and are cmTently on the list for review. • FAA-American Rescue Plan Act of2021 (ARPA)-Total amount of the grant was $1,143,449. The final reimbursement request and closeout documents were submitted on September 1, 2022. • MAA-Terminal Access Control Grant-$60,000 (75% MAA, 25% Local Match) Mr. Bolanowski reported that the Access Control System project is complete. Cunently waiting on the final closeout documents from MAA. • Infrastructure Grant-The overall grant is $5,000,000 over 5 years. HGR and ADCI are nan-owing the list of projects that could be approved for the Infrastructure Grant funding. NEW BUSINESS There was no new business to report. AIRPORT DIRECTOR'S UPDATE Mr. Eshleman reported the following: The Airport Director position closed on August 22nd and interviews were conducted. Pittsburgh Institute of Aeronautics (PIA) had an article published in the paper. PIA is having a meeting next week with Hagerstown Community College and Washington County Public Schools regarding future partnering opportunities. Hagerstown Regional Airport (HGR) is closer to a new website launch. Public Relations is finalizing the details. AIRLINE REPORT Ms. Siler reported an update on our inbound and outbound numbers: As of September 7, 2022, Sanford/Orlando has an inbound passenger load of 10,843 and outbound passenger load of 11,004. Total passengers of21,847. St. Pete/Clearwater has an inbound passenger load of 9,076 and outbound passenger load of 9,600. Total passengers of 18,676. St. Pete/Clearwater flights ended Sunday August 15th and will resume November 19th. Hagerstown Regional Airport Advisory Commission Meeting Minutes of September 8, 2022 Page 3 of4 Myrtle Beach has an inbound passenger load of 3,576 and outbound passenger load of 4,325. Total passengers of 7,901. My1ile Beach flights ended for the season on Monday September 5th. Passenger grand total of 48,427. Baggage grand total of21,357. The Allegiant schedule is now out through May 14, 2023. There will be an Airline staff appreciation BBQ on Friday September 16th after the flight operations. Ms. Siler hosted two tours for 11 students and 3 teachers from the F. Scott Fitzgerald School for mentally challenged students. The Wings and Wheels event is this Saturday September 10th. OPERATIONS REPORT Mr. Bolanowski reported: Notice to Air Missions (NOTAMs) are in place to establish aircraft parking, as well as flight line operations during the Wings and Wheels event. Hangar Fest 2022 is scheduled for Saturday September 24th at Rider Jet Center. Todd Johnson has been named the new Aircraft Control Tower manager, succeeding David Pence. COUNTY COMMISIONERS UPDATE Mr. Wagner reported that election season is still underway, and the Board of County Commissioners (BOCC) are dealing with new business as it comes. Budget season will be approaching again soon. BUSINESS DEVELOPMENT REPORT Mr. Horowitz rep01ied that Mr. Fe1Tee and Mr. Eshleman found an old marketing publication from 2012. It is a postcard that markets the Airport and has since been successfully rehabbed. The Business Development Depaiiment will print copies and will distribute to the members. MEMBERS COMMENTS No comments to report. CLOSED SESSION: Mr. Bockrath, seconded by Mr. Berry, moved to convene in closed session at 3:55 p.m. to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom is has jurisdiction; or any other personnel matter that affects one or more specific individuals. The members present during closed session were Andrew Eshleman Director of Public Works, Rob Ferree Chair, Gary Bockrath Vice Chair, Curtis Berry, Laurence Gross, Samuel Cool, George Stone, John Barr and Ex-Officio County Commissioner Randall Wagner.
