HomeMy WebLinkAbout22.06.09 - Minutes, Hag Regional AirportHAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting June 09, 2022 The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday June 09, 2022, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members at the meeting were: Rob Ferree Chair, Gaiy Bockrath Vice Chair, John Barr, Curtis Berry, Laurence Gross, Samuel Cool, and Ex-Officio County Commissioner Randall Wagner. Airport staff members present were Andrew Eshleman Director of Public Works, Gene Bolanowski Operations Manager, Peggy Siler Airline Station Leader, and Amy Blair Office Associate. CALL TO ORDER Chairman Rob Ferree called the meeting to order on Thursday, June 09, 2022 at 3:01p.m. CLOSED SESSION: Mr. Ferree, seconded by Mr. Ban, moved to convene in closed session a 3:02 p.m. to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom is has jurisdiction; or any other personnel matter that affects one or more specific individuals. The members present during closed session were Andrew Eshleman Director of Public Works, Rob Ferree Chair, Gary Bockrath Vice Chair, John Ban, Curtis Berry, Laurence Gross, Samuel Cool, and Ex-Officio County Commissioner Randall Wagner. RECONVENE IN OPEN SESSION: Mr. Ferree seconded by Mr. Bockrath, moved to reconvene in open session at 3:31 p.m. The motion passed unanimously. APPROVAL OF MINUTES Motion made by Mr. Ferree seconded by Mr. Bockrath to approve the minutes of the May 12, 2022 meeting. The motion passed unanimously. UNFINISHED BUSINESS Mr. Eshleman reported the following: Land Acquisition Update- • New Heights Industrial Park -The Attorneys' are finalizing the agreement of sale, but the window will be missed to receive discretionary federal grant funds for this fiscal year. 4 21 Stairs Project (Royal) Update- Currently waiting for windows. Due to arrive this week to complete installation and exterior work. Hagerstown Regional Airport Advisory Commission Meeting Minutes of June 09, 2022 Page 2 of 3 Terminal Roof Leaks- Initial FAA feedback is that it is a low priority project and most likely will not qualify for grant funding. Currently waiting for a final decision from the FAA before using Airport Funds. Industrial Permit- The Airport is still working with Airport Design Consultants Inc (ADCI) Consultants and Washington County Environmental Department to prepare for the permit renewal. Operating Budget- The Operating/Capital Budgets and T-Hangar rate increases were approved by the Board of County Commissioners (BOCC). Site H&I -Still waiting for the Environmental Assessments to be approved by the FAA before the project can move forward. • FAA -Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and Lighting- HGR is to receive 100% plans this month from ADCI. Since the project is ahead of schedule, a request will be made to the FAA to move up construction to 2023. • Grant 60 Closeout- Still waiting for the FAA approved numbers for the closeout of Grant 60. • FAA -American Rescue Plan Act of 2021 (ARPA)- $1,168,383. Approximately 50% of Grant has been submitted for reimbursement and funds received. The final reimbursement and closeout should be completed by the end of July. • MAA-Terminal Access Control Grant- $60,000 (75%MAA, 25%Local Match) Mr. Bolanowski reported that the Access Control System is up and running. Currently waiting on the final invoice from Skyline and then the grant closeout can be completed. • Infrastructure Grant- The overall grant is $5,AM) ,000 over 5 years. Still planning with ADCI for Airport projects in million -dollar increments. NEW BUSINESS There was no new business to report. AIRPORT DIRECTOR'S UPDATE The job posting for the Airport Director position has closed. Awaiting a decision from the Board of County Commissioners. AIRLINE REPORT Ms. Siler reported an update on our inbound and outbound numbers: Sanford/Orlando to date has an inbound passenger load of 6,811 and outbound passenger load of 6,919. Total passengers of 13,727. Running on an 90-95% capacity. St. Pete/Clearwater Hagerstown Regional Airport Advisory Commission Meeting Minutes of June 09, 2022 Page 3 of 3 has an inbound passenger load of 2,920 and outbound passenger load of 6,283. Total passengers of 9,203. Running on an 85-90% capacity. Myrtle Beach flights started on May 27, 2022. Inbound passenger load of 476 and outbound passenger load of 617. Total passengers of 1,093. Running on an 88-90% capacity. We have pushed a total of 12,139 bags. The Snack Bar and complimentary coffee is being well received by the passengers. OPERATIONS REPORT Mr. Bolanowski reported: On Friday June 3, 2022 around 7:30pm, HGR received a report of a single engine airplane crash. There were no reported injuries or fatalities. The airplane was declared a total loss. Flight Standards District Office did an investigation, and a report is pending. Annual Federal Aviation Administration (FAA) inspections are scheduled for July 13th and 14th, 2022. Maryland Aviation Administration (MAA) inspections will be in August, but no official date has been set. These inspections are required to make sure HGR is meeting the requirements under Airport certification regulations. The National Weather Service (NWS) and FAA is looking into a possible Automated Surface Observing Systems (ASOS) replacement program. This would provide pilots and air traffic controllers with up to the minute weather information, and relays conditions to the NWS Field office in Baltimore, MD. The Air Power History Tour is underway at the Hagerstown Aviation Museum and open to the public. COUNTY COMMISIONERS UPDATE Wagner reported that there was an ongoi Mr. ng active shooter in Smithsburg. With the recent active shooter incidents in Washington County, it sparked a discussion about Security at the Airport. Mr. Bolanowski reported that security measures at the Airport are up to date. BUSINESS DEVELOPMENT REPORT Mr. Ferree extended an invitation to the Airport Advisory Commission (AAC) members to attend the Chamber of Commerce Bash on Thursday June 16, 2022. MEMBERS COMMENTS No comments to report. ADJOURNMENT Mr. Barr made a motion, seconded by Mr. Cool to adjourn the meeting at 4:00 p.m. The motion passed unanimously.
