Opening - Welcome • Susan called the meeting to order at 3:26 p.m. She welcomed the current committee and new committee member Lee Downey. II. Approval of Minutes • With only 3 committee members present, the minutes from January 4, 2019 and October 23, 2019 will be voted on at the next meeting. III. Citizen Participation • No citizens present or participating IV. Receipt of Communications • Susan shared thank you letters from organizations that received funding in FY2019. V. Old Business • Susan reported that the Commission on Aging and The Washington County Museum of Fine Arts are now their own line items and part of the county's budgetary process. VII. New Business • Election of Vice -Chairperson of the COF Committee - A motion was made by Mary Towe; to nominate Alan Mullendore for Vice -Chairperson; motion was approved. No other nominations were made, Alan Mullendore accepted the nomination, Alan abstained from voting. Jadah Swartz sent her vote via e-mail in favor of Alan's nomination. By unanimous vote, Alan Mullendore was voted as Vice -Chairperson. • Bylaw Revisions - Susan provided a copy of the bylaws in each packet, she reviewed the changes. • Review of 1-108 List — Susan reviewed the 1-108 listing provided in each packet. There are 7 new organizations added to the list: Beacon House, Inc. Maryland Crime Victims' Resource Center Brooke's House Rise Up Hagerstown Conococheague Little League American Red Cross —Western Maryland Chapter Leitersburg Ruritan Club, Inc. • Review BCC's Service Priority Areas and Funding Parameters for FY2021— Susan provided in each packet application guidelines and requirements for FY2021 funding. The BCC has allocated $774,000 in available funding along with 20% flexibility with organization allocations. Susan reviewed the service priority areas and funding amounts for each as determined by the County Commissioner's. • Fiscal Year 2021 application review and process — Susan gave an overview of the FY2021 application with noted changes from previous year. First page of application — Print name above signature line Budget spreadsheet includes funding request and narrative lines Past Performance - question #4 was added Organization Capacity—include board list of officers Removed request for SDAT & IRS determination letter — staff verifies Adding Electronic Submission — application and spreadsheet only Applications will be available - November 1St, and due back by 3 p.m. December 5, 2019. Confirm COF Committee Meeting Dates - the following dates were confirmed by the committee: ➢ Thursday, December 12. 2019@ 3:30 p.m. — Pick up applications/binders ➢ Wednesday, January 22, 2020 — Scoresheets due by 4:00 p.m. ➢ Wednesday, February 5, 2020 — Workshop 8:00- 2:00 VIII. Committee Member Comments Committee members voiced concerns that several organizations are requesting funding for identical services. The committee also thanked the staff for their work and effort in putting the work shop together. IX.
