HomeMy WebLinkAbout22.02.10 - Minutes, Hag Regional AirportHAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting February 10, 2022 The Hagerstown Regional Airport Advisory Commission held a public meeting on Thursday February 10, 2022, at 3:00 p.m. virtually via go -to meeting due to COVID-19 restrictions. Commission members at the meeting were: Rob Ferree Chair, Gary Bockrath Vice Chair, George Stone, Curtis Berry, Jonathan Horowitz Business Leader and Ex -Officio County Commissioner Randall Wagner. Airport staff members present were Rick Johnson Airport Director, Gene Bolanowski Operations Manager, Peggy Siler Airline Station Leader, Richard Lesh Administrative Assistant, and Amy Blair Office Associate. CALL TO ORDER Chairman Rob Ferree called the meeting to order on Thursday, February 10, 2022 at 3:04 p.m. Closed Session No topics to discuss in Closed Session. APPROVAL OF MINUTES Motion made by Mr. Barr, seconded by Mr. Bockrath to approve the minutes of the January 13, 2022 meeting. The motion passed unanimously. UNFINISHED BUSINESS Mr. Johnson reported the following: Land Acquisition Update- * The Airport Design and Consulting film (ADCI) compiled appraisals and sent to Kyle Allison (FAA) for review and concurrences. Will be able to make an offer next week. • 14318 Pennsylvania Avenue Property- The current owner chose to list the property for sale privately. Awaiting the outcome. H21 Stairs Project (Royal) Update- The weather has been cooperative for the project to move forward. The concrete slab is to be placed and the concrete test yielded acceptable results. The steel fabrication work is in progress, and the walls/roof framing construction is to be scheduled soon. Snow Blower- Legal communicated with representative of snow blower company. The company agreed to pick up the equipment and take back to Fond Du Lac, Wisconsin to make the necessary repairs. Estimated time of 8 weeks for repairs to be fixed and returned to Hagerstown Regional Airport (HGR). Terminal Roof Leaks- There is potential for the project to be covered by the new Infiastructure Grant. Engineer gave estimate of $200,000 that has contingencies. Still waiting on the FAA for guidance to see what projects are eligible. Maryland Department of the Environment (MDE) has still not mandated a permit update. The Airport is still working with ADCI Consultants to update expired permit. Waiting on a revised proposal to complete work-. Operating Budget- Submitted a revised version of the Airport's FY23 operating budget to our budget analyst. The budget is in the first stages before it is presented to the BOCC. Last year the numbers were a little over 7% increase in revenue and under 7% increase in expenditures. Airport Advisory Commission Members Update- Mr. Wagner reported that the Board of County Commissioners (BOCC) will vote on Tuesday February 15, 2022, for the final Airport Advisory Commission Member spot to be filled. GRANTS • FAA - Hagerstown Regional Airport, Reconstruct Taxiway F Pavement and Lighting — HGR and ACDI consultants had 30% design stage meeting with the FAA. Plans are coming together and will receive 90% drawings for review next month. Construction planned for 2024. • Grant 60 and 61 Closeouts- Grant 61 - Still waiting for the FAA approved numbers for the closeout. Will work on closing out Grant 60 when Grant 61 is completed. • FAA- Coronavirus Response and Relief Supplemental Appropriation (CRRSA) Act $1,009,930. Still continuing to work on drawdowns. • FAA -American Rescue Plan Act of 2021 (ARPA)- $1,168,383. Grant drawdowns will commence following the closeout of the CRRSA Grant. • MAA -Terminal Access Control Grant- $60,000 (75% MAA, 25% Local Match) Installation of access control to offices and enhance existing security. Mr. Bolanowski reported that the contractor has most supplies in house and waiting on the card readers to come in. The supply chain has been backed up. • Infrastructure Grant - The overall grant is $5,000,000 over 5 years. Planning with ADCI for projects in million -dollar increments. Possible asphalt upgrades around the Airport and Terminal roof project may be eligible. NEW BUSINESS Royal Aircraft- Royal is interested in building a larger Hangar for a paint booth on site "L." Rick Johnson gave developmental guidelines and provided alternative sites. The Airport would have to remove dirt pile on site L from previous projects. This would require coordination with the FAA and an environmental assessment. Royal is conducting more research and will get back to HGR. Discussed infrastructure funding and future -plans for the Airport. AIRPORT DIRECTOR'S UPDATE Pittsburg Institute of Aeronautics (PIA)- PIA is interested in expanding and building an additional hangar. They are working with the Business Development Department and this project is contingent upon receiving grant money. Bushey Feight Morin Architects (BFM) has done some design work and are hopeful to move forward. AIRLINE REPORT Ms. Siler reported an update on our inbound and outbound numbers: • Sanford/Orlando to date has an inbound passenger load of 1,517 and outbound passenger load of 1,511. Total passengers of 3,028. St. Pete/Clearwater has an inbound passenger load of 818 and outbound passenger load of 1,002. Total passengers of 1,820. The grand total of passengers for both destinations is 4,848. The total number of bags inbound and outbound is 2,110. • The Allegiant schedule is now out through November 14, 2022. Ste. Pete/Clearwater has not been extended and will stay seasonal through Sunday August 14, 2022. Total passengers since November 18, 2021 is 2,434. There have been 3 cancelled flights during that time. • Myrtle Beach Starts Monday May 27, 2022, through Monday September 5, 2022. • There are 5 new part-time Airline employees. Hoping to have new staff trained in time for Myrtle Beach flights. Looking to hire someone to reopen the snack bar. • Maurice Gallagher, the CEO for Allegiant is stepping down and will remain the Executive Chairman. John Redmond will be taking over the CEO position as of June 1st, 2022. OPERATIONS REPORT Mr. Bolanowski reported: • The Airport will be on stand-by and watch upcoming rain/snow event for the weekend. There has been a total of 7 snow events so far this season. • Badge retraining for the year is in progress. COUNTY COMMISIONERS UPDATE Mr. Wagner reported: • There are two critical county Director positions open: Chief Financial Officer (CFO) and Human Resources (HR) Director that need to be filled. • The Director of Emergency Services will be reviewing 30 -day policy for COVID-19 to see if in-person meetings can resume. Hagerstown Regional Airport Advisory Commission Meeting Minutes of February 10, 2022 Page 4 of 4 BUSINESS DEVELOPMENT REPORT Mr. Horowitz reported: • Business Development was awarded $5,000,000 through the FAA -American Rescue Plan Act of 2021 (ABPA) Grant and will use towards business stabilization and encouraging the start-up of businesses. • New Heights Industrial Park will potentially have a new tenant; a manufacturer called First Breach. There are also other potential tenants in the works. MEMBERS COMMENTS New AAC member Mr. Berry stopped by the Airport to get acquainted with the new Airport Director.
