HomeMy WebLinkAbout21.03.10 - Minutes, Hag Regional AirportHAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting March 10, 2021 The Hagerstown Regional Airport Advisory Commission held a meeting on Wednesday, March 10, 2020 at 10:00 a.m, at the Hagerstown Regional Airport, Terminal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members present were: Norm Morin, Jr., Chair, Jack Miller, Sam Cool, Rob Ferree, George Stone and Ex -Officio County Commissioner Randall Wagner. Airport staff members present were, Garrison Plessinger, Airport Director, Gene Bolanowski, Operations Manager, Peggy Siler, Airline Station Leader, and Richard Lesh, Administrative Assistant. CALL TO ORDER Chairman Norm Morin called the meeting to order at 10:00 a.m. CLOSED SESSION No topics to discuss in Closed Session. APPROVAL OF MINUTES Motion made by Mr. Cool, seconded by Mr. Ferree to approve the minutes of the February 11, 2021 meeting. The motion passed unanimously. Special Note: Due to County policies the meeting was not open to the public. UNFINISHED BUSINESS Mr. Plessinger reported: • Other than a few minor touch-ups the Terminal expansion project is complete. The administrative office staff is moved into the newly renovated offices in the terminal. • The Ribbon cutting event is pushed back so that all the people involved in the project and VIPs could attend. It was suggested to give the media a private tour of the Terminal Expansion. • There is no update for the Runway 9/27 mill and overlay Project. Still waiting to finish grooving and painting the last 400 feet. • Still waiting for final appraisals for the Land Acquisition of comer of the New Heights Industrial Park (the old Fairchild facility) in order to fix the runway visibility zone issue on runway 2/20. Hagerstown Regional Airport Advisory Commission Meeting Minutes of March 10, 2020 Page 2 of 4 • The H21 Stairs Project (Royal Aircraft Facility) will be starting soon. • The Board of County Commissioners approved the final quote from Skyline so they can begin work on the Visual Perimeter Monitoring System. • The new Radios for Maintenance, ARFF, Operations, and Airline Services were received. • The Baggage Belt Loader should be delivered very soon. • The Foam tester should also be delivered soon. • The Airport is expecting delivery soon for the two compact tractors for dual purpose of baggage tugs and grounds maintenance (mowing/snow removal). • The Airport has received the livescan fingerprint machine. It is fully operational. • Mr. Plessinger has contacted the County Legal Department and is awaiting their assessment about the Snowblower constantly breaking down. NEW BUSINESS Mr. Plessinger reported the following: On February 12, 2021 we received notification about a new grant: Under the Coronavirus Response and Relief Supplemental Appropriation Act(CRRSAA) is the Airport Coronavirus Response Grant Program(ACRGP). This new grant is similar to the CARES Act in that the Airport will receive reimbursement for Airport wages. Potomac Edison proposed installing 2 Electric Vehicle(EV) charging stations in the Airport parking lot. The EV charging stations will be installed by Potomac Edison at their expense. The members agreed it sounds like a good idea. AIRPORT DIRECTOR'S UPDATE After questions from members on whether he decided on a final day Mr. Plessinger reiterated he was willing to stay until the next Airport Director was hued. AIRLINE REPORT Ms. Siler reported: A total of 3557 passengers and 1254 bags on Allegiant so far this year. The Allegiant schedule is out to mid-November. Looking forward the passenger loads are increasing. Plane care has a new General Manager. Ms. Siler contacted her to make sure all Allegiant procedures are still in place. Training for the POS system will be forthcoming. Ms. Siler contacted the Health department who referred her to the Evniromental Department that did required the Airport to purchase a license. Also Ms. Siler filled out a questionnaire with the Food and Drug Administration department. Ms. Siler passed out a HANDOUT: Allegiant has new website showing the results from customer surveys. Allegiant sets goals for each station and the results show Hagerstown Regional Airport is at or exceeding all the goals Allegiant has set except for TSA. Ms. Siler stated in comparison with the other stations, Hagerstown is doing better than most. Allegiant is happy with the Hagerstown Station. OPERATIONS REPORT Mr. Bolanowski reported: • Livescan machine is working well. • New Airport Radios were delivered. There is still some minor programming and training needed. • FAA inspection is scheduled for April 12 -13th timeframe. It will be a hybrid inspection computer records check and an in-person field check. • AAAE Northeast Conference is having a weekly virtual conference that keeps the Airport Management up to date on best practices from other Airports. • Yearly Airport/Security Training is moving forward with virtual and smaller in-person classes due to covid restrictions • The Airport Wildlife review plan meeting will be held on March 1711 it will be offered both virtual and in-person. • There are 3 empty T -Hangars and communication is ongoing to people on the waiting list. COUNTY COMMISSIONERS UPDATE Mr. Wagner reported: Washington County is in a hiring mode to replace the positions that have been vacant for Lip to a year. • The County is still dealing with the challenges with COVID-19, but are working on a plan to get people back to work.
