Hill, Sr. Members Absent Ronnie Brezler Amanda Gregg Staff Present Corinne Guglielmini Keith McMunn Marlene N. Benson 1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:01 pm. 2. There were no public comments noted. 3. There were no changes to the September 16, 2021 agenda. 4. A motion to approve the August 19, 2021 minutes with no changes was made by Mr. Badaki and it was seconded by Ms. Walls. Motion passed. 5. Washington County Housing Solutions (WCHS)—The grant at Blue Mountain Estates (BME) for new refrigerators, lighting, and new p-tac units have all been installed. New hot water heaters will be installed in the next few weeks. 6. Open Meeting Act — Ms. Guglielmini and Mr. Badaki are now certified. 7. There is no update regarding Francis Murphy. 8. Financial Report — • For the month of August 31, 2021, net revenue was at budgeted levels. Surplus HAP payments in our HCV program was offset by the budgeted August energy grant funding at our BME (Blue Mountain Estates) property not being processed for payment until September. YTD revenue remains favorable to budget. Monthly expenditures remains marginally favorable to budget. Maintenance variances in material and subcontract costs were reduced by needed maintenance vehicle repairs. YTD costs entity wide are favorable to budget. August net income was favorable to budget driven by favorable cost variances this month. Through two months of operation, YTD bottom line is favorable to budget. We anticipate this favorable variance will be negated by the HUD reconciliation of HAP R:Administrative/Board Meeting Minutes/2021 payments to expenses yielding a reduction in future months funding. The unaudited FDS submission for FY2021 was submitted and accepted by HUD. • Francis Murphy's revenue for the month is right on budget. Expenditures were favorable. YTD costs are under budget with favorable variances in maintenance costs. Both YTD revenue and expenditures are very consistent with the previous year's results. • A motion was made by Mr. Beard to accept the financial report with a second by Mr. Pool. Motion passed. 9. Executive Director's Report — • Anticipated 4 vacancies but had 3 in August. Hoarding and bed bugs are a real issue. • The auditors are looking at our HCV program and there are things we can learn from any audit comments. • HAWC has two new employees, a maintenance technician and a maintenance manager. • We are currently looking for property in Clear Spring. The Oak Ridge property has sold. • HAWC is researching closing the waitlist. Ideally the waitlist should be no more than 36 months. Currently our waitlist for a voucher is 28 years. • Fraud in the HCV program is higher than average. The cause is failure to report unemployment and child support payments. • Judges are excusing smokers and we are not granted evictions based on smoking in the units. This is costly to the agency in legal fees and smoking remediation costs. Due to a high number of elderly with COPD, the unit must be painted, carpets deeply cleaned and an ionizer must be used. • A motion was made by Mr. Pool to adjourn the Board meeting with a second by Mr. Beard. Motion passed. 10. The regular meeting adjourned at approximately 12:55 pm. 11. Next meeting on Thursday, October 21, 2021 at 12:00 pm.
