Hill, Sr. Members Absent Wayne Keefer Tasha Walls (Excused) Staff Present Corinne Guglielmini Keith McMunn Marlene Benson 1. The Regular meeting via ZOOM was called to order by Chair Nicholas V. Hill, Sr. at 12:20 pm after some technical difficulties. 2. There were no public comments noted. 3. There were no changes to the February 18, 2021 agenda. 4. A motion to approve the January 2021 minutes was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 5. Bank account agreements, including Jodi D'Ambrosio, Director of Housing. Board approved the following at the last Board Meeting and will have the paperwork updated at United Bank for account signatures. Office Current Incumbent 2021 Officer elected Chair Nicholas V. Benson Marlene N. Benson 6. Washington County Housing Solutions has received another anonymous quarterly donation. R:Administrative/Board Meeting Minutes/2021 7. Financial Report β€” For the month and year ended January 31, 2021 revenue was over budget for the month primarily due to HUD excess funding of HAP payments. YTD revenue through seven months favorable to budget. Receipt of $6K insurance claim at Schoolhouse Manor for water damage from a leak was recorded in January. This along with reduced turnover at the properties created a favorable variance to Maintenance Expenditures for the month. Net income for the month was over budget. A summary of cash balances has been added to the Board Dashboard and Overview reports. Francis Murphy's fiscal year begins with revenue favorable to budget. Total expenditures for the month also were favorable. As with HAWC, maintenance costs were the most significant favorable variance due to lower unit turnover repairs. January's net loss was favorable to the budgeted bottom line. All requested internal work papers have been completed and submitted to the Francis Murphy audit team. Preliminary drafts of the audited financials and tax returns are expected this month. A motion was made by Mr. Beard to approve the financial report with a second by Mr. Brezler. Motion passed. 8. Executive Director's Report β€” the Covid-19 vaccine was offered to tenants at Blue Mountain Estates and Francis Murphy through CVS. Offered to all but many had received their shot through the VA so 60 or so out of 120 got the vaccine through CVS. The Washington County Department of Health will be responsible for Schoolhouse Manor, Park View Knolls and Springfield Manor and these seniors must register online. HAWC received a $131,393 grant for BME and we are now in the process of pricing the material. The Tanglewood grant is for $80,000 but we have only spent $40,000. HAWC signed up for a solar program funded by Potomac Edison for street lights and we expect a 30% savings and can exit the program at any time. HAWC has spent our allotment of the snow budget. Currently HAWC has 16 households with zero income. HUD requires us to counsel no income families every 90 days, but excludes the seniors and disabled individuals. Western Maryland Consortium is a great program to assist in finding employment. A motion was made by Mr. Brezler to adjourn the Board meeting with a second by Mr. Pool. Motion passed. 9. The regular meeting adjourned at approximately 1:22 pm. 10. Next meeting on Thursday, March 18, 2021 at 12:00 pm via ZOOM.
