Bill Beard Ronnie Brezler Tasha Walls 1. The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:03 pm. 2. There were no public comments noted. 3. No changes to the May 28, 2020 agenda. 4. A motion to approve the May 2020 minutes was made by Mr. Beard and it was seconded by Mr. Pool. Motion passed. 5. Executive Director Report – Garden Club at Francis Murphy (FM) was discussed. Francis Murphy continues to be on the market. Currently working on beautifying the property and discussing tax credit options with lawyers. HAWC is in a good position to continue to manage FM. We are preparing for the potential for a second wave of the Covid-19. In mid-March HAWC gave staff two weeks off then they worked for six weeks on a rotation basis. Everyone came back to work full time on May 4. The volume of work is unprecedented but no overtime was required. Each Board member received a copy of the HAWC By-laws for informational purposes only. HAWC was awarded 5 more Mainstream Vouchers. These tenants are referred to us by the 8 MOU’s (memo of understanding) that we acquired. Waitlist purge is done in July. HAWC receive from our HUD held reserves $76,000+ for expenses for Covid-19 to be used for an upgrade to our server, laptops and firewall. The HAWC retreat for 2020 is cancelled. Resolution 2020-5 – Admin Plan Update - Changes made with Mainstream Vouchers. The Administrative Plan Updates were approved with a motion by Mr. Beard and seconded by Mr. Pool. Motion passed. Voluntary Compliance Agreement with HUD – HAWC volunteered to adhere to a compliance agreement for three years for additional training in fair housing. In May 2020 that agreement has now been satisfied. HAWC received a confirmation letter for the $80,000 in energy grant upgrades for the Tanglewood property. It will be used to replace shower heads, faucets, light bulbs, toilets and refrigerators. HAWC will earn $8,000 for administering the grant in house. Family Self Sufficiency Program – HAWC is pleased to present the latest successful FSS graduate. 6. Washington County Housing Solutions had no new business. The Form 990 for WCHS is due on July 15, 2020. 7. Financial Report – For the month and fiscal year ended April 30, 2020, total revenue is slightly under budget. A prior calendar year adjustment to HUD administrative fees helped offset the shortfall in the budgeted energy revenue. Payroll and depreciation expenses were the most significant variances to budget, both favorable. Total expenditures in April were under budget. Net income is the second strong month in a row for HAWC. This puts us on track to achieve the projected annual budget. Francis Murphy is at budgeted levels through four months of operations this year. Maintenance expenditures were under budget. The pandemic continues to affect costs at Francis Murphy. YTD net loss is also favorable to the budget. Tanglewood is now profitable. To pay off the Tanglewood property we would save approximately $3,100 a month due to interest rates being low. There is no prepayment penalty. The Board advised to sit on the cash. The financial report was approved with a motion by Mr. Pool and seconded by Mr. Beard. Motion passed. 8. The regular meeting adjourned at approximately 1:10 pm and went into Executive Session. 9. Next meeting on Thursday, June 18, 2020 at 12:00 pm. 10. Executive session
