The Regular meeting was called to order by Chair Nicholas V. Hill, Sr. at 12:04 pm. 2. There were no public comments noted. 3. A motion to approve the February 20, 2020 agenda was made by Mr. Beard with a second by Mr. Pool. An Executive Session was added to the end of the Agenda. Motion passed. 4. A motion to approve the January 2020 minutes was made by Mr. Pool and it was seconded by Mr. Beard. Motion passed. 5. Due to the MAHRA Conference, the Board meeting scheduled for May 21 has been rescheduled to May 28, 2020. The March Board meeting was also rescheduled to March 26, 2020. 6. We had two participants graduate from the FSS program with checks in the amounts of $10,930 and $12,132.83 plus interest. 7. Each Board member was given a copy of the Financial Disclosure Statement to fill out which is required by the Board of County Commissioners. These statements are to be returned on or before April 20, 2020. 8. Washington County Housing Solutions has received a Clean Energy Communities LMI Grant in the amount of $80,000 through Potomac Edison. These funds will be used for refrigerators, exhaust fans, low flow toilets and showerheads, light bulbs and water heaters. We hope to receive the funds in June and expect the work to be completed in 8 weeks. 9. Financial Report — Net revenue for the month was under budget due to the budgeted grant revenue at each of our BME and SHM locations. We discovered that we're not eligible for the grants this fiscal year. YTD net revenue is favorable to budget. That position is expected to deteriorate by year end due to the grant revenue shortage. Total monthly expenditures were favorable to budget offsetting the unfavorable revenue variance. YTD costs are favorable to R:Administrative/Board Meeting Minutes/2020 budget, the most significant savings occurring in the snow removal and depreciation. YTD bottom line is near breakeven which puts us in a good position to attain budget despite the absence of grant funding. Francis Murphy begins a new fiscal year yielding an unfavorable variance in revenue. Total costs were very close to the budgeted total. The Francis Murphy audit is in the review phase and a draft statement expected at the end of February. 10. Executive Director Report — Our most recent PIC score was 100.5%. We have been having conversations with Mr. Thomas J. Reardon (TJ), who is our Maryland State Social Security Administrator. Back in December 2017, we had an IRS audit. During the audit process a question was raised regarding Social Security withholding and our 457(b) plan contributions. It was determined that we were not in compliance with the IRS and TJ recommended options for us. We are researching the possibility of a Section 128 Agreement modification where the current employees would need to vote. This would allow the continuation of Social Security withholdings and the ability to contribute to our 457(b) Plan. This modification would put us in compliance with the IRS. 11. The regular meeting adjourned at approximately 1:10 pm. A motion to adjourn the meeting was made by Mr. Beard and it was seconded by Mr. Brezler. Motion passed. 12.
