BOARD OF DIRECTORS MONTHLY MEETING
March 17, 2021- MEETING MINUTES
The Board of Directors held their monthly meeting Wednesday, March 17, 2021. Treasurer Jeff Semler
called the meeting to order at 4:05p.m.
ATTENDANCE:
Joe Layos, Jay Miller, Dave Moore, Darren Olden, Jeff Semler, Ryan Shank- virtual
Excused: Katie Carr, Dennis Reeder
Staff in attendance: Jeff Cline- County Commissioner, Jamie Dick- Parks and Recreation Director, , Erin
Overdorff- Facility Administrator, Andrew Eshleman- Director of Public Works
APPROVAL OF MINUTES
Minutes were approved with a motion.
COMMISSIONERS COMMENTS
None
FACILITY ADMINISTRATOR REPORT
Rental and Facility Updates:
COVID Updates- building and track capacity limits per Executive Order are at 50%. Maximum
capacity for facility: Multi-purpose Building- 400, Kennel Building- 150, Track-4000. We are still
requiring COVID Management Plans from renters that follows all guidelines.
Contract addendum- We are working on an addendum to the contract that will be helpful to
facility and renters to have a clear definition of rules or regulations of the facility.
Concept plan updates- The concept plan will be updated and we plan to separate the rental area
from the RHM and Administration/UME
Rental inquiries- There are new events in 2021 and inquiries continue to come in.
Project Updates:
Multi-Purpose Kitchen- POS Project- Work is well underway. The kitchen has been gutted, all new
equipment is ordered or on site.
Track Upgrade- POS Project- Work is near completion with new additions forthcoming- Fence and
barrier work is complete. Blacktop is to be laid in front of stands and a handicap walkway will be done. A
meeting will be set up on site for further discussion on the concrete pad for scales. Remaining money
can go towards a standalone security camera system to be tied in with larger system later.

Fulton Bank
Account 7237- Checking- 12/31/20- Ending Balance- $5,235.04
Account 7124- Money Market- 12/31/20- Ending Balance- $15,096.31
Total Funds: $20,331.35
Jeff Semler is working with Fulton Bank on electronic banking and delivery of statements.
UNFINISHED BUSINESS
Welcome Ryan Shank to the Board of Directors as the new board member. Denny Reeder, Jeff Semler,
Mike Starliper, Dave Moore and Darren Olden were reappointed to the Board. Please see the Clerk of the
Court for swearing in.
NEW BUSINESS
An outline was given to board members present with requested guidance for the bylaw update as well as a
10 year Facility Plan. Copies will be emailed to those that were not present so it can be further discussed in
April. The plan will guide the facility with improvements and upgrades.
The Ethics Agreement was distributed to members present for signatures. It will be distributed again in
April for members that were not present. The are due April 30.
Appointment of Officer’s will take place during the April meeting.
