HomeMy WebLinkAbout200219 - Minutes, Ag Ed Center BoardWASHINGTON COUNTY AGRICULTURAL EDUCATION CENTER BOARD OF DIRECTORS MONTHLY MEETING February 19, 2020- MEETING MINUTES The Board of Directors held their monthly meeting at the Agricultural Education Center on Wednesday, February 29, 2020. Vice President Dennis Reeder called the meeting to order at 4:00p.m. ATTENDANCE: Katie Carr, Jay Miller, Dave Moore, Dennis Reeder, Jeff Semler Excused: Sue Harr, Joe Layos Staff in attendance: Jamie Dick- Parks and Recreation Director, Danny Hixon- Facilities Supervisor, Dave Brooks- Parks Supervisor, Erin Overdorff- Facility Administrator, Andrew Eshleman- Director of Public Works; Jeff Cline- County Commissioner APPROVAL OF MINUTES Minutes were approved with a motion. CITIZENS COMMENTS None COMMISSIONERS COMMENTS None FACILITIES ADMINISTRATOR REPORT February 1 the Parks Department restructured into Parks and Recreation with staff changes and adjustments. The Ag Ed Center now has an office as a center for facility operations. The goal is to transition into a one-stop rental shop for day-to-day operations. The Office is located in the front hallway of the Ag Ed Center admin building Garage door installation has begun in the multi-purpose building. A POS project has been applied for to update the multi-purpose kitchen. All equipment will be replaced. There were some Wifi issues during the EDC Groundhog day event. We had new Wifi equipment installed the morning of the event to improve the quality. Staff will inquire with Antietam about potential booster. There have been multiple facility inquires recently on available dates. Past Events/Bookings January 18- Bassmasters Flea Market Sale- MP Bldg January 31- EDC Groundhog Day Event- MP Bldg February 1- Western MD Pullers Steak Feed Dinner- MP Bldg February 8- Western MD Rail Road Sale- MP Bldg February 19- UME Grazing seminar- MP Bldg The calendar continues to be updated. Washington County Tractor Pullers has requested a 220 outlet on the hillside of the track for a vendor. The County will install the outlet. Ag Expo would like to install railing on both sides of the scale house for loading and unloading of animals rather than place temporary gates. They are also interested in adding an additional layer of lower railing to the wash rack to help with washing animals during the fair. These items should be done as measures of safety. The flooring in the Kennel Building is being replaced at their expense. The flooring will not need to be covered during events and rentals. Painting has been done in the building as well. These are great improvements. TREASURERS REPORT Fulton Bank Account 7237- Checking- 1/7/20-1/31/20- Starting Balance- $5,235.04 - Ending Balance- $5,235.04 Account 7124- Money Market- 1/7/20-1/31/20- Starting Balance- $15,000.00 - Ending Balance- $15,013.32 Total Funds: $20,248.36 UNFINISHED BUSINESS A letter was given to the Friends of the Rural Heritage Museum from Andrew Eshleman along with the newly prepared lease agreement explaining the new relationship between the County and the Rural Heritage Museum. The County will work with the Friends on their questions and on executing the Agreement. The letter explained to the Friends that the Museum would no longer be under the authority of the Ag Board and that the RHM Committee is dissolved. The Ag Board will no longer have oversight of the Museum. The Ag Ed Center Office will not support the Museum. A resignation letter was summarized from Martha Bowen, Curator of the RHM to the Ag Board and her appreciation of the Ag Board’s support of her. The Ag Board would like to show their appreciation to her. Stormwater pond update- work is near completion for the project. Once there are dryer conditions, work will progress towards completion of the project. Bylaw review- suggestion to add a standing committee for fundraisers and add a non-member board person. There is currently not a committee section in the bylaws and consideration should be made to add this section to the bylaws. It was also suggested to add an ex-officio member to the Ag Board. Fundraising and Development- Jay brought along an example of a give away item. The Board is looking at scheduling the shoot around the same date as last year. Potential projects discussed for the future were concrete in the pole barn and upgrading bleachers. Money has been requested for in a 5 year plan for these items, but the Board is welcome to raise funding for the projects to be completed sooner.
