Minutes of the September 1, 2021 meeting * NEW BUSINESS (For Comment) 1. 2021-03775 - Residential New Construction Permit - 1406 Weverton Road, 864 sqft. Metal Pole Building on Concrete Slab 2. 2021-03793 – Residential New Construction Permit – 1137 Weverton Road, 506 sqft. Finished, 506 sqft. unfinished detached garage with 120 sqft attached deck (both permits are in the Weverton/Garrett’s Mill WA-III-031 Vicinity Survey) OTHER BUSINESS 1. Staff Report a. MINUTES OF THE HISTORIC DISTRICT COMMISSION FOR WASHINGTON COUNTY September 1, 2021 Due to severe weather-related conditions, the Washington County Historic District Commission held its regular monthly meeting on Wednesday, September 1, 2021 at 7:00 p.m. virtually using Zoom software. No physical meeting took place. CALL TO ORDER AND ROLL CALL The Chairman called the meeting to order at 7:00 p.m. Commission members present were: Tom Clemens, Ann Aldrich, Vernell Doyle (joined the meeting at 8:00 p.m.), Edie Wallace, Michael Lushbaugh, Greg Smith, Lloyd Yavener, Kourtney Lowery and Ex-officio County Commissioner Jeff Cline. Staff members present were: Washington County Department of Planning & Zoning: Meghan Jenkins, GIS Coordinator and Debra Eckard, Administrative Assistant. MINUTES Motion and Vote: The minutes of the July 7, 2021 meeting were approved by acclimation. OTHER BUSINESS Mr. Clemens announced that Linda Irvin-Craig, Ralph Young and he attended a meeting of the Board of County Commissioners on August 17th to discuss the Demolition Policy changes. He noted that currently there is a $50.00 charge for a demolition permit and if a structure is demolished without a permit, the County can seek a $100 penalty in court. It was decided that the HDC, the Historical Advisory Committee and the County Commissioners would hold a workshop at a future date to further discuss proposed changes. Discussion and Comments: Todd Hershey of the County Treasurer’s Office reached out to staff with regard to mailing information, such as the tax credits, to citizens Mr. Yavener suggested that the proposal for the fine should include language for an inflation adjustment. This would create flexibility in the future. There was a brief discussion regarding demolition by neglect. The County currently does not have such a policy and this is something that should be considered in the future. Demolition by neglect is being addressed in the Comprehensive Plan update and staff will be gathering input from members when we get to the recommendation stage of the process. Mr. Clemens noted that Commissioner Terry Baker has been hospitalized and expressed concern for his health. Staff Report Ms. Jenkins gave a brief update on the following: • A staff report was distributed prior to the meeting. Ms. Aldrich asked if a column could be added for the HDC’s recommendation/action. Design Guidelines Ms. Jenkins stated that a draft was sent to members prior to the meeting. These guidelines will be made available to the public after adoption. Ms. Jenkins gave a brief outline of the process to adopt these guidelines. There would be a public hearing with the HDC which would need to be advertised two times. Staff is anticipating a public hearing by the end of this year or the beginning of next year. We began a brief review of the document. • We need a photograph of an Italianate structure (members did not have any specific structures in mind, but suggested South Prospect Street) • Ranch style homes – Robinwood area or Fountain Head area • Art deco structures – center of Hagerstown, just off the square • Gas stations – need style and characteristics of gas stations (in rural areas, gas stations were called cube and canopy) – it was suggested to look in Weverton and on Lappans Road close to the railroad tracks • Accessory structures – want to find a new photo for a detached summer kitchen – suggested North Main Street in Keedysville • Spring House – suggested Townsend Road (Mullendore Farm) • Churches – southern end of Brownsville • Add a section on Schoolhouses (restored Beaver Creek school, Ft. Frederick) There was a brief discussion regarding the documentation as an alternative for a demolition permit. This needs to have further clarification. Members believe there needs to be a standard for final documentation. Ms. Jenkins clarified that the alternative documentation would be at the level of an architectural historian; this should be to MIHP standards. It would not simply be the documents submitted with the demolition permit. Ms. Lowery asked that in the section entitled “A Short History”, first paragraph, last sentence, replace the word “Ukranian” with Bohemian. Ms. Aldrich asked if information about the African Americans should be included. It was suggested we include information such as slave quarters. ELECTION OF OFFICERS Ms. Aldrich made a motion to nominate Mr. Smith as the Chairman and Mr. Yavener as the Vice-Chairman. The motion was seconded by Ms. Wallace and unanimously approved. UPCOMING MEETING Our next meeting is scheduled for October 6, 2021 at 7:00 p.m. ADJOURNMENT Mr. Smith as the new Chairman adjourned the meeting at 8:50 p.m. Respectfully submitted, _______________________________________ Jill L.
