Baltimore Street, Hagerstown, MD Board Members: Present: E. Branthaver, R. Clutz, Jr., C. Pauley, J. Lowery, K. Mollo, J. Matheny, T. Ryan Planned Absence: R. Bratcher Absent: C. Munson, Guests: Quorum present: Yes WCMHA Staff Present: R. Rock, S. Norberg, B. Kerbs, M. Jackson Ex-Officio Member: Proceedings: Board President Jennifer Lowery called meeting to order at 12:02 PM. Approval of Minutes:  The members present reviewed the January meeting minutes. A motion was made by E. Brandthaver to approve the minutes and C. Pauley seconded it. All members present approved the motion. Finance Committee Report:  There was no update from January’s meeting Executive Director Report by R. Rock:  We currently have state auditors onsite conducting the audit for FY 16-FY 18. Things seem to be going well with no findings yet.  The Health Officer approached me about the issue of integration of mental health and substance abuse local authority in Washington County. I had understood previously that the Health Department and the CSA would continue to operate individually while collaborating on local needs. The Health Officer told me that he was concerned about transparency and presented to me the opinion of forming a local Behavioral Health Committee in the county to address this. I suggested that this should be at the County Commissioners’ direction. Both Earl Stoner and myself have agreed to meet with our respective County Commissioner liaisons to discuss this.  Our FY 2021 Behavioral Health Plan has been submitted and our review is scheduled for March 18, 2020.  Commission on Aging has given us a 30-day notice of their intent to terminate their Level E/Case Management grant agreement. There have been some challenges keeping staff. I have contacted the Department of Social Services to see if we can contract with them directly. It may be the beginning of next fiscal year before we can get it started. Currently existing DSS staff is providing case management for the Level E clients.  There have been many challenges with the switch to Optum, the new administrative service organization, that is processing Medicaid approvals and payments. So far, our community providers are continuing to provide services.  The Office of Consumer Advocates is looking for board members. If you know anyone who might be interested please let me know and I will pass that information on to Margaret Paul, their director. Director of Children & Adolescents – Brooke Kerbs  There is a small workgroup, The Suicide Prevention Workgroup, that has developed a survey that will be going out to the community and will be used on the Healthy Washington County website. The target date for launching the survey is next week. I will be sending it out to the board members and asking that you complete it and forward it as applicable. It should only take between 5 – 10 minutes to complete. The survey will be available for 4 – 6 weeks. PASSR Update – Linda Cole:  I have been planning a workshop for the AERS (Adult Evaluation & Review) staff. It’s scheduled for April 14, 2020 at the health department. Karen from Carroll County will be the presenter. There are two counties who have new staff that will benefit from this training.  There is a conference at the state level in Baltimore on May 19, 2020. Stephanie O’Dea has asked two of us in rural counties to present. The plan is to put together a presentation on what services are lacking in these counties. Old Business –  We need to identify a new board member to complete Kyle Powderly’s term. This maybe be a member of clergy. It is also suggested that we might want to add someone from the legal and/or banking community.  Reagon has asked to be excused from the finance committee. It is up to the board if they want to add another member or continue with the current members, C. Pauley, R. Bratcher & E. Branthaver.  The annual Conflict of Interest from the Washington County was distributed and completed by the members present. Meeting adjourned at 12:40 pm.
