Jackson Ex-Officio Member: J Cline Proceedings: Board President Jennifer Lowery called meeting to order at 12:00 PM. Approval of Minutes:  The members present reviewed the June meeting minutes. A motion was made by E. Brandthaver to approve the minutes and C. Munson seconded it. All members present approved the motion. Finance Committee Report by R. Bratcher:  The board received the financial report ending 6/30/2019. Our rollover for FY 19 is $141,195 for POS grant, $779 for Admin, $5,906 for PATH and $6,435 PASRR. Committee Reports  The Personal Committee will be needed in the coming year to help with the transition of retiring employees over the next year or so.  R. Bratcher, C. Munson, J. Lowery, K. Mollo volunteered, and C Pauley is currently part of the personal committee. Rick will send out a survey to see when all the committee members would be available to meet. Executive Director Report by R. Rock:  WCMHA staff has been working with the new director of OCA, Margaret Paul. It is quite a learning curve for her, and we will continue to offer any support she needs. OCA did have a break-in recently but not much was taken. There is a police investigation in progress.  The Wash Co Health Department has put out another request for proposal for the Crisis Walk-in Center but there were no bids received. The Turke House from Baltimore City came to the last meeting regarding the bid and Potomac Case Management Services maybe interested in a partnership for this project.  I am working on changes to our Project/Level E grant. The vendor for this grant is the Commission on Aging (COA). Part of this grant provides case management for individuals in the community as well has clients in Foster Homes. COA has requested a rate adjustment for the case management of individuals in the Level E foster case homes. This proposal will affect the total amounts in each grant and will need to be approved by BHA.  There is a new provider of health care services at the jail which includes providing mental health services to inmates. This is the Maryland Community Justice Treatment Program (MCCJTP), the WCMHA Jail Mental Health grant. The new vendor is telling us that they cannot share personal information about the individuals whom they are serving under that grant due to HIPPA regulations. As a condition of the grant, it is required that the provider report this information. I am working with the vendor and BHA to resolve this issue.  Brooke & I attended a Violence Prevention Partnership meeting last Friday. This meeting was to address the gang activity that is in the community. This is impacting organizations who work with youth and schools where gang members might be hanging around to recruit gang members. Shelly McIntire, Hagerstown City Council, spearheaded this committee. There was good representation from community providers of youth services. Chief Kifer is involved as well. We talked about various resources that were available and how to get this information out into the community.  Most of our contracts have been signed and returned for FY 2020. There are a couple that are pending due to some specifics conditions yet to be determined. Director of Children & Adolescents – Brooke Kerbs  We have received notice that our proposal for the Mobile Crisis Stabilization Service grant money was approved. The funding was enough to continue the emergency response services as in previous years and some additional funding that will be used for a clinician who will work with families in that program for a 6-week stabilization period.  Washington County is number one in the state for suicide deaths. We are at 15.1 per 100,000 people. BHA approached us about possibly starting a suicide fatality review team. This had been discussed locally about forming a team that would look at the circumstances, gather information to see if there was anything that might be put in place to hopefully prevent suicides in the future. BHA has asked if we would be one of the three jurisdictions in the state for a pilot program. We are working with them and this will help us share information and know how to target our prevention and awareness activities.
