Jackson Ex-Officio Member: Proceedings: Board President Jennifer Lowery called meeting to order at 12:00 PM. Approval of Minutes:  The members present reviewed the April meeting minutes. A motion was made by E. Brandthaver to approve the minutes and R. Bratcher seconded it. All members present approved the motion. Finance Committee Report by S. Norberg:  The board received the financial report which included expenditures through May 31, 2019. Budgets are being closely monitored so as not to be overspent. Some rollover is expected and will be available for special requests next fiscal year.  We are reviewing our grants to identify grants that need to be revised so that they are used efficiently. Executive Director Report by R. Rock:  There is a new Acting Directing Director at Behavioral Health Administration, Dr. Lisa Burgess. Her previous position was as Medical Director for Medicaid.  The Office of Consumer Advocates hired their new executive director. Her name is Margaret Paul and her last position was at San Mar. She will be meeting with us on Friday.  Prime Care is the new medical provider at the Wash Co Detention Center. The current provider, Well Path, was not fulfilling the requirements of the contract, so their contract was not renewed. Prime Care will be providing the services that are required for the MCCJTP program that is through our office. We will be moving forward with this grant asap.  The Mobile Crisis Stabilization Service grant is also being modified for FY 20. This is still in process and as soon as we have final approval from BHA the contract will be issued to the vendor.  Update on the Crisis Walk-in Center. The grant will be through the Wash Co Health Department. The WCHD put out a request for proposals, vendors attended the pre-bid conference, but WCHD didn’t receive any bids. WCHD is having a meeting on Friday with the vendors who expressed interest but didn’t bid, to see if they can determine why they did not follow through with bids. It seems like most of it is because the staffing requirements exceeded the funding that was available.  City Police Chief Kifer is interested in the Law Enforcement Assisted Diversion program. The premise of it is that if a law enforcement officer sees someone breaking the law but thinks that treatment may be a better option than arrest, the officer could divert the individual for treatment. Their hope was that they would use the Crisis Walk-in Center as a place to take them.  We just completed our 4th quarter monitoring call with BHA. It went smoothly with nothing significant to report.  Villa Maria has announced that they will be closing their doors on July 31, 2019. We will be working with them to identify other providers for their clients and staff. Many of their clients were Substance Use, so Vicki Sterling at the health department will assist those clients in transition to other providers. Director of Children & Adolescents – Brooke Kerbs  A new event for youth, involved in the HTI and TAY programs, was held this year with funding provided by rollover. The youth chose to name this event, Adulting the Healthy Way. There were workshops on life skills such as cooking, problem solving, teamwork, and other interactive sessions. There were approximately 40 youth attending and everyone seemed to enjoy the experience and have a good time.  On July 1, 2019 the HTI program moved to the fee-for-service model instead of grant funded. There will still be some grant funds available to help the individuals who come into HTI services but may not be immediately eligible for Medical Assistance.  The Diversion Program which served youth, who are first time offenders of non-violent crimes, to divert to services and avoid the court system will be discontinued as of July 1, 2019. The program has served 75-80 youth. We will be working closely with DJS to help serve these youth. Meeting adjourned at 12:45 pm The next meeting is scheduled for August 28, 2019.
