HomeMy WebLinkAbout190901 - Minutes, Electrical Bd WASHINGTON COUNTY ELECTRICAL BOARD OF EXAMINERS & SUPERVISORS MEETING MINUTES September 10, 2019 A&B CALL TO ORDER AND ROLL CALL Charlie Shindle called the regular monthly meeting of the Washington County Electrical Board to order at 7:30 a.m. on September 10, 2019 in Conference Room “1A” of the Washington County Administrative Annex Building in Hagerstown, Maryland. Members present were Daniel Sterling, Terry Molnar, and Steve Ryan. Becky Gander, Tasha Shifflett, and Katie Rathvon from the Division of Plan Review and Permitting were also present. MINUTES The minutes for the August 13, 2019 Electrical Board meeting were accepted as written. OPEN SESSION OLD BUSINESS 1. REPORT OF WASHINGTON COUNTY LICENSE HOLDERS WITH STATE LICENSE • Becky Gander advised it appears most license holders have obtained a State electrical license. • Becky Gander advised once completed the report will be presented to the Board. NEW BUSINESS 1. RESTRICTED HVAC ELECTRICAL LICENSE • Katie Rathvon provided a letter to the Board received from William Nalley. • Mr. Nalley was installing HVAC equipment in the Washington County Fine Arts Museum and was advised that an electrical permit was required for the electrical work his company performed. • Mr. Nalley requested clarification on when and why a restricted HVAC electrical license would be required for the installation of HVAC equipment. • Katie Rathvon advised that Mr. Nalley could apply to take the HVAC electrical exam and Mr. Nalley advised he is willing to take the exam. • The Board will draft a response letter to Mr. Nalley. WASHINGTON COUNTY ELECTRICAL BOARD OF EXAMINERS & SUPERVISORS 2. PERMITTING COMMENTS • Becky Gander introduced Tasha Shifflett to the Board. Tasha Shifflett was promoted to a permit technician. Tasha will be attending the board meetings and will transition to become the Clerk to the Electrical Board. • Becky Gander advised the front desk position that is currently vacant will be taken before the County Commissioners for approval of the selected applicant. • Becky Gander advised the Division of Plan Review and Permitting hosted an Outreach meeting at the Washington County Library. These meetings are open to the public. The meetings are held on the first Friday of each quarter. The next meeting will be held December 6th, at 10:30 am in the Washington County Library. • Becky Gander advised the County is currently on track to adopt the 2018 Codes in January of 2020 with a proposed implementation date of March 2020. • Charlie Shindle stated he received a publication from the Washington County Government through the Firemen’s Association that provided a list of the information the Firemen’s Association operates under. The electrical section states Washington County is still using the 2014 National Electrical Code. Becky Gander confirmed this is correct as the National Electrical Code is adopted along with the building codes as part of the code adoption process. • Becky Gander advised the County has one year to adopt the new codes once the State has adopted them. 3.
