We are proposing anaddition of approximately 500 SF, which is comprised of both a one-story addition at therear of the house and a two-story addition to the side yard of the house. this addition,which is minimal in scale to the existing residence, lies within the shadow line of theexisting residence. An existing rear one-story addition and rear screened porch would beremoved where the new addition is proposed. The addition would be clad with paintedboard and batten siding over a painted block foundation to match the existingfoundation. New windows and doors would be fiberglass clad wood and match theproportions and lite divisions of the existing windows and doors. The roof of the additionwould match the existing asphalt shingles and match the existing roof slopes. All newtrim would match existing profiles using painted synthetic trim boards.In addition, we propose to remove the existing asbestos siding currently wrapping theexterior house walls and replace with new painted synthetic siding to match the existingexposure. All other existing house elements would be protected and preserved. Should you require any additional clarification on the proposed design and scope of work,please do not hesitate to contact us. Introduction and Project Description This letter serves to inform the Maryland Historical Trust (MHT) of the finding by the Maryland Department of Transportation State Highway Administration (MDOT SHA) that there will be no historic properties affected by the proposed Project No. WA897A21, MD 56 over Toms Run, Replacement of Structure No. 21004X0. The project involves replacement of the existing small structure over Toms Run with a single span prestressed concrete slab bridge with a length of 23 feet, six inches and a clear roadway width of 32 feet, 8 inches. The proposed work also includes resurfacing of the approach roadway immediately to the east and west of Structure 21004X0, installation of traffic barrier, and construction of a grass swale. A temporary farm access road and bridge across the creek on the south side of MD 56 will be installed during construction to enable the property owner to reach crops on both sides of the creek. A detour will be required during construction. Additional right-of-way will be needed. A location map is included as Attachment 1. Funding State funds only will be used for this project. Area of Potential Effects In determining the Area of Potential Effects (APE) for this project, MDOT SHA considered possible visual, audible, atmospheric and/or physical impacts to historic properties, both archaeological sites and standing structures, which would diminish the integrity of any characteristics that would qualify a property for the National Register of Historic Places (NRHP). The APE has been defined as the properties adjacent to the bridge project where right-of-way and/or temporary easements will be required, as indicated on the attached USGS quadrangle map for Clear Spring (Attachment 2). The archaeological project area is defined as the worst-case Limits of Disturbance (LOD). Ms. Elizabeth Hughes Page Two Identification Methods and Results Potentially significant architectural and archaeological resources were both researched as part of the historic properties investigation instigated by the proposed small structure replacement project. Architecture: MDOT SHA Architectural Historian Anne E. Bruder consulted the GIS Cultural Resources Database, county histories, census and Washington County land records and conducted field visits on April 5 and August 28, 2019. Four standing historic structures are included in the APE: Small Structure No. 21004X0, the Sided Log House (site) [WA-V-031] the Martha Shank Weller Farm [WA-V-446)] and the William E. Smith Farm. MDOT SHA has previously consulted with MHT regarding the eligibility of Small Structure No. 21004X0 on February 16, 2016 and determined it not eligible for the NRHP. MHT concurred with the determination on May 2, 2016. MDOT SHA evaluated Sided Log House (site), Martha Shank Weller Farm and William E. Smith Farm using Determination of Eligibility (DOE) and DOE Short Forms. Through research, MDOT SHA determined that the former buildings at the Sided Log House originally belonged to Jonathan Weller who owned the property in the 1870s. The buildings were demolished in 2010 in order to develop the property as part of Ashton Knolls, an early twenty-first century residential community. As a result, the Sided Log House is not eligible for the NRHP. The Martha Shank Weller Farm and the William E. Smith Farm were also evaluated with DOE forms and each was determined not eligible for the NRHP due to a lack of integrity. The DOE forms along with photos and maps are included in Attachment 3. MDOT SHA has determined that the replacement of Small Structure No. 21004X0 will have no effect on historic properties. The eligibility and effect determinations are summarized in Attachment 4. Archaeology: MDOT SHA Archaeologist Carol A. Ebright assessed the archaeological potential of the project area through consultation of SHA-GIS Cultural Resources Database, environmental and historic mapping, aerial photographs, MIHP forms, and field visits made in November 2017 and February 2019. The project is located in the Great Valley and is characterized by karst topography, with well-drained Hagerstown or Murrill loams on either side of Toms Run. There are no recorded archaeological sites or prior surveys, although MIHP resource WA-V-031 (Sided Log House) is mapped on the east bank of Toms Run, north of MD 56, and is in an archaeological state. A prior bank barn with a stone foundation and one or more outbuildings were present on the south side of MD 56 but were removed by 2010. A driveway entrance with no associated building is present on the west bank of Toms Run, north of MD 56. MD 56 is one of the oldest roads in Washington County, providing overland access to Fort Frederick, built for the French and Indian War in the mid-18th century, and early historic sites are likely to occur along it. The MIHP form for the Sided Log House indicates that the 1978 Ms. Elizabeth Hughes Page Three owner believed the building to have been a tavern until the late 1800's, though this function is not depicted on historic maps. Field visits in 2017 and 2019 showed that apparently intact soils with potential for both Native American and Historic period sites were present within the project limits. Phase I archaeological survey was conducted for this project. Enclosed for your review and comment are two hard copies and one digital copy of the report Phase I Archaeological Survey for the Replacement of Structure 21004X0 over Toms Run Project, Washington County, Maryland by Mikolic et al. (2019) of A.D. Marble (Attachment 5). MDOT SHA has no further comments and, pending your review, considers the report to be final. Remote sensing and shovel testing located anomalies and a wall associated with the former Sided Log house, but no outbuildings, wells, or privies were identified. Although artifacts were recovered and archaeological site 18WA625 was recorded, disturbance from demolition was deep and widespread, and the site lacks the potential to yield important information. The site does not meet any of the NRHP criteria for significance. A DOE form for 18WA625 was previously transmitted electronically to your office. Demolition debris from the former bank barn and outbuilding on the opposite side of MD 56 was entirely removed the property and no archaeological site was recorded at this location. The replacement of the MD 56 structure over Toms Run is unlikely to impact any intact, significant, archaeological resources. No further archaeological work is recommended. Review Request Please examine the attached maps, DOE forms, archaeological report, and Eligibility and Effects Table. We request your concurrence by January 19, 2020 that there would be no historic properties affected by the replacement of Small Structure No. 21004X0, MD 56 over Tom’s Run. By providing a copy of this letter, we invite the Washington County Historic District Commission, Washington County Historical Advisory Committee, Washington County Historical Trust, and Heart of the Civil War Heritage Area to provide comments and participate in the Section 106 process. Pursuant to the Maryland Historical Trust Act of 1985, as amended, State Finance and Procurement Article §§ 5A-325 and 5A-326 of the Annotated Code of Maryland, MDOT SHA seeks their assistance in identifying historic preservation issues as they relate to this specific project.
