Hagerstown, Maryland
The first regular meeting of the Board of County Commissioners
of Washington County, Maryland, for the 2006-2010 administration
convened at 12:30 p.m. following a swearing-in ceremony where
they received their commission from the Clerk of the Circuit
Court, with the following members present: Kristin B. Aleshire,
Terry L. Baker, John F. Barr, James F. Kercheval, and William J.
Wivell.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Barr, followed by
the Pledge of Allegiance to the Flag by the full assemblage.
ELECTION OF BOARD PRESIDENT
Motion made by Commissioner Kercheval, seconded by Wivell, to
elect John F. Barr as President of the Board of County
Commissioners for the 2006-2010 term of office. Unanimously
approved.
ELECTION OF VICE-PRESIDENT
Motion made by Commissioner Kercheval, seconded by Wivell, to
elect Terry L. Baker as Vice-President of the Board of County
Commissioners for the 2006-2010 term of office. Unanimously
approved.
APPOINTMENT OF EX-OFFICIO MEMBER TO THE PLANNING COMMISSION
Motion made by Commissioner Aleshire, seconded by Wivell, to
appoint Commissioner James F. Kercheval to serve as the
Commissioners’ ex-officio member to the Planning Commission.
Unanimously approved.
REAPPOINTMENT – COUNTY CLERK
Motion made by Commissioner Kercheval, seconded by Wivell, to
reappoint Joni L. Bittner as County Clerk for the 2006-2010 term
of office. Unanimously approved.
REAPPOINTMENT – DIRECTOR OF FINANCE
Motion made by Commissioner Kercheval, seconded by Aleshire, to
reappoint Debra S. Murray as Director of Finance for the 2006-
2010 term of office. Unanimously approved.
REAPPOINTMENT – COUNTY ADMINISTRATOR
Motion made by Commissioner Kercheval, seconded by Aleshire, to
reappoint Rodney M. Shoop as County Administrator for the 2006-
2010 term of office. Motion carried with Commissioners
Kercheval, Baker, Aleshire, and Barr voting “AYE” and
Commissioner Wivell “ABSTAINING.”
APPOINTMENTS OF COMMISSIONER REPRESENTATIVES TO BOARDS AND
COMMISSIONS
Motion made by Commissioner Kercheval, seconded by Wivell, to
appoint the following Commissioners to County Boards and
Commissions for the 2006-2010 term: Airport Advisory Commission
– Commissioner Barr; Agricultural Education Center –
Commissioner Barr; Agricultural Land Preservation Advisory Board
– Commissioner Barr; Community Action Council – Commissioner
Baker; Commission on Aging Board – Commissioner Aleshire;
Disabilities Advisory Committee – Norman Bassett, Disabilities
Coordinator appointed to act as Commissioners’ representative;
Economic Development Commission – Commissioners Barr and
Aleshire; Emergency Services Council – Commissioner Kercheval;
Fire & Rescue Communications Advisory Board – Commissioner
Baker; Public Golf Corporation – Commissioner Kercheval;
Historical Advisory Committee – Gary Rohrer, Director of Public
Works, appointed to act as Commissioners’ representative;
Historic District Commission – Commissioner Aleshire; Advisory
Commission to the Board of Health – Commissioner Aleshire; Local
Management Board – Commissioner Kercheval; Maryland Association
of Counties Legislative Committee – Commissioner Wivell –

At this time, Dennis Weaver, Clerk of the Circuit Court for
Washington County, swore the County Clerk into office.

Motion made by Commissioner Kercheval, seconded by Wivell, to
adjourn at 12:45 p.m. Unanimously approved.
