The regular meeting of the Board of County Commissioners of
Washington County, Maryland, was called to order at 10:25 a.m.
by Vice President William J. Wivell with the following members
present: Commissioners James F. Kercheval, John C. Munson, and
Doris J. Nipps.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by County Administrator Rodney
Shoop, followed by the Pledge of Allegiance to the Flag by the
full assemblage.
APPROVAL OF MINUTES – MAY 23, 2006
Motion made by Commissioner Nipps, seconded by Munson, to
approve the minutes of May 23, 2006. Unanimously approved.
CITIZENS’ PARTICIPATION
There was no one present who wished to participate.
COMMISSIONERS’ REPORTS AND COMMENTS
Commissioner Munson stated that he has received several
telephone calls in opposition to making Bittersweet Drive a
through road. Commissioner Kercheval explained that the City of
Hagerstown would make the final decision; however, the Chief
Engineer has not seen the formal subdivision plans at this time.
Commissioner Munson indicated that he participated in the
Sharpsburg Memorial Day Parade last week.
Commissioner Nipps stated that she attended the Sharpsburg
Memorial Day Parade, the United Way annual dinner, the Board of
Education Teacher Retirement Dinner, and the swearing-in
ceremony for new District Court Judge Mark Thomas. She informed
the Commissioners that she presented a proclamation to the

Friends of Fort Frederick at the 250 Anniversary Celebration of
Fort Frederick.
Commissioner Kercheval reported on the Hagerstown-Eastern
Panhandle Metropolitan Planning Organization (MPO) meeting and
the Planning Commission meeting. He stated that he participated
in the Reality Check Plus event and attended the Chamber of

Commerce Board meeting and the 250 Anniversary Celebration of
Fort Frederick.
Commissioner Wivell stated that he participated in the
Sharpsburg Memorial Day parade and attended the 250th
Anniversary Celebration of Fort Frederick.
REPORTS FROM COUNTY STAFF
Paul Armstrong, Systems Analyst for the Information Technology
Department, provided a report on the implementation of the
PeopleTools upgrade and thanked the Commissioners for their
support. He noted that the partner assigned by the technology
consultant had been extremely helpful during the upgrade
process.
Carolyn Motz, Airport Manager, informed the Commissioners that
the Federal Aviation Administration (FAA) inspectors completed
the Part 139 certification at the Hagerstown Regional Airport
and found no discrepancies. She stated that this is a
comprehensive inspection and congratulated her staff on this
achievement. Commissioner Wivell asked Ms. Motz to extend the
Commissioners’ gratitude and thanks to the Airport staff.
COUNTY ADMINISTRATOR’S COMMENTS
Rodney Shoop, County Administrator, provided a summary of the
June 3 electronics recycling day at the Forty West Landfill. He
stated that 14.16 tons of electronics were collected, which
saved 20 cubic yards of landfill space, and he congratulated the
staff on a successful event.
Motion made by Commissioner Munson, seconded by Nipps, to
approve the request to fill the following vacancies: Part-time
Bus Attendant (Transportation Department), Operations Supervisor
(Solid Waste Department), and Engineering Technician (Water
Quality Department). Unanimously approved.

APPOINTMENT - DISABILITIES ADVISORY COMMITTEE
Motion made by Commissioner Munson, seconded by Nipps, to
appoint Phyllis Landry to the Disabilities Advisory Committee
for a three-year term. Unanimously approved.
RECESS – LUNCHEON AND TOUR OF DISCOVERY STATION
The Commissioners recessed at 11:08 a.m. to attend a luncheon at
Discovery Station and the unveiling of their new Women’s Health
Exhibit.
AFTERNOON SESSION
The afternoon session was called to order at 1:06 p.m. by Vice
President William J. Wivell with the following members present:
Commissioners James F. Kercheval, John C. Munson, and Doris J.
Nipps.
PAVEMENT MANAGEMENT PROGRAM
Terry McKee, Chief Engineer, and Randy Edwards, Civil Engineer,
met with the Commissioners to present information on the
County’s pavement management program. Mr. McGee stated that the
County has over 830 miles of roadway in the system. He stated
that the County began a progressive management program several
years ago to address the maintenance needs of the road network
in a more cost-effective and objective manner. Mr. McGee
explained that the software package “EnterRoad Info” prioritized
all County roads based on type, extent, and severity of pavement
damage and cost-effectiveness of the appropriate treatment for
the damage. In 2005, all of the roads were travelled by a
specialized vehicle that documented road conditions. The FY
2007 Pavement Maintenance contract is based on the results
generated with data and analysis from this software. Mr. McGee
emphasized that preventive maintenance is the most cost-
effective way to address these issues.
Mr. Edwards reviewed the various types of asphalt pavement
distress and the maintenance treatments used to address them.
He stated that the new software allows them to use an objective
process to prioritize the roads to be included in the Pavement
Management Program each fiscal year. Mr. Edwards stated that
they hope to re-travel one-third of the roads each year
beginning in FY 2008 to keep the system’s data current. The
meeting was then opened for questions and discussion.
“GOING FOR THE GOLD” CERTIFICATE PRESENTATIONS
Commissioner Wivell presented Certificates of Merit from the
County and Hagerstown Community College’s Continuing Education
Program to those employees who completed the “Going for the
Gold” training series. David Hankinson, Director of Human
Resources, stated that this training series is designed to help
employees enhance their leadership skills. He recognized Jeff
Weller (Buildings, Grounds & Parks), Brian Brandt (Water
Quality), Ralph Weaver (Highways), Terry Shoemaker-Kreit (Budget
and Finance), Kathy Kroboth (Permits and Inspections), Karen
Dickie (IT), Ellis Snyder (Highways), and Kim Bowers (Water
Quality) for completing the certification in Government
Supervisory Management and Tanya Weller (NTF) for successfully
completing the Office Support Management Training.
PROPERTY ACQUISITION – HAGERSTOWN REGIONAL AIRPORT
Motion made by Commissioner Nipps, seconded by Munson, to
approve the recommendation to purchase a 1.61 acre property
located on Maugansville Road from LeeRoy and Mary Boyer for the
total settlement cost of $409,900. The property is located
within the Runway 9 Protection Zone and would be 95% Federal
Aviation Administration funded with a 2.5% match from both the
State and County. Unanimously approved.
BID AWARD – GROUNDS MAINTENANCE CHEMICALS FOR VARIOUS
CITY/COUNTY DEPARTMENTS
Motion made by Commissioner Munson, seconded by Nipps, to award
the bid for grounds maintenance chemicals for various
County/City Departments to the following companies which
submitted the low responsible, responsive bids meeting
specifications for each chemical as follows: Item #1 –

RECESS
The Commissioners recessed at 2:25 p.m. in order to attend a
presentation at the Board of Education office regarding
enrollment projections.
CONSULTANT PRESENTATION ON ENROLLMENT PROJECTIONS
The Commissioners met at the Board of Education (BOE) office to
attend the presentation of Deanna Newman, representing Public
Pathways, regarding its findings on future enrollment
projections. Ms. Newman provided a history of enrollment growth
in 2004-2005 as well as birth trends for the period 1993-2004.
She provided information on how the trends would affect
elementary, middle, and high schools and stated that the
projections indicate that growth in student population will
continue through 2015. Ms. Newman stated that schools that
would be affected the most by overcrowding would be Boonsboro
High School, South Hagerstown High School and Boonsboro
Elementary School. She also cautioned that overcrowding could
occur at Paramount, Potomac Heights, Eastern and Greenbrier
Elementary Schools after 2011, even with the anticipated opening
of Maugansville Elementary School. The meeting was then opened
for questions and comments. Commissioner Kercheval recommended
the Board begin planning student redistricting, particularly in
the areas affecting the elementary schools of Maugansville,
Paramount, and Conococheague. He cautioned that if they are
planning to redistrict some of the children in these overcrowded
schools to the new enlarged Maugansville School, then the BOE
must take official action at least one year prior to the opening
of that new school. Otherwise, the current Adequate Public
Facilities Ordinance for schools would allow new developments in
the Maugansville school district to proceed a year prior to the
opening of the new enlarged school and possibly use up all of
the available space currently projected for Maugansville.
