HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION
Minutes of the Open Meeting
July 9, 2026
The Hagerstown Regional Airport Advisory Commission (AAC)held a public meeting on Thursday,
July 9, 2026, at 3:00 p.m. at the Hagerstown Regional Airport(HGR) Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members present: Austin Colby(Chair), Laurence Gross, George Meyer, Aaron Vittini,
Rob Ferree. County staff members present included Andrew Eshleman(Director of Public Works),
Neil Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Giselle
Butt(Office Manager) and David Douglas (Administrative Assistant).
CALL TO ORDER
Austin Colby called the meeting to order on July 9, 2026, at 3:02pm.
CITIZEN'S PARTICIPATION
None. No visitors were in attendance.
APPROVAL OF MINUTES
A motion was made by Mr. Ferree and seconded by Mr. Meyer to approve the minutes of the May
21, 2026, meeting. The motion passed unanimously.
AIRPORT DIRECTOR'S REPORT
Neil Doran, Airport Director,provided his report including:
➢ Mr. Doran attended two different conferences and met with American, Landline and Breeze.
➢ AmeriGo Car Rental lease began on 7/1, and they should start business operations soon.
➢ Work is being done on the website, and a photographer has been out taking pictures at different
times of the day capturing varies actives at the airport.
➢ Ramp layout has been updated.
➢ Allegiant has restored 9 flights between August and November.
➢ The third firetruck is on property and has been brought into service.
➢ Still working to fill various positions at the airport.
➢ In partnership with Washington County Industrial Foundation(CHIEF) and the George Edwards
Fund an application was submitted for$1.0 million with an additional $300,000.00 match from
CHIEF to be used to improve the fuel farm.

AIRPORT OPERATIONS REPORT
Mr. Bolanowski, Airport Operations & Security Manager, provided his report including:
➢ Airport Emergency Plan rewrite has been completed with the assistance of an outside
consultant
➢ On June 6th there was a power failure at the airport. This caused one Allegiant flight
cancellation.
➢ Airport badging efforts are continuing. Badging for all the HGR staff is complete.
➢ Visit from Trump Force One on June 19th—21 st
➢ The application for the deer permit is ready to be submitted.
➢ Transportation Security Administration(TSA)has reinstated the Law Enforcement Officer
(LEO)reimbursement program.
➢ Mr. Bolanowski will be meeting with the [Maryland] Air National Guard on July 15th to
review their Emergency Plans.
➢ Mr. Bolanowski will be in Winchester for a tabletop exercise on July 20th
➢ Maryland Aviation Administration(MAA) inspection is on August 13th
➢ Full scale drill is on October P.
➢ Aviation Career Expo at the Rider Jet Center is on November 6th
AIRLINE SERVICES UPDATE
Ms. Smith, Airline Station Manager, was unable to attend the meeting. No update given.
COMMISIONER UPDATE
Mr. Wagner, County Commissioner, was unable to attend the meeting. No update given.
BUSINESS DEVELOPMENT UPDATE
Mr. Horowitz, Director, Business Development, was unable to attend the meeting.No update given.
AAC MEMBER UPDATES
➢ Mr. Colby gave member updates including:
o The museum hosted for almost two and half weeks bomber exhibits including the B-
17, B-25 and the B-29.The bombers were also in the hangars for maintenance.
o Signage for the museum is upon I-81.
o Planning is starting for Wings and Wheels.

CLOSED SESSION
Motion made at 3:42 pm by Mr. Gross and seconded by Mr. Vittini to enter closed session to
consider a matter that concerns the proposal for a business or industrial organization to locate,
expand, or remain in the State
Consult with staff, consultants, or other individuals about pending or potential litigation
Present during the closed session were Austin Colby(Chair), Laurence Gross, George Meyer, Aaron
Vittini, Rob Ferree. County staff members present included Andrew Eshleman(Director of Public
Works),Neil Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager),
and David Douglas (Administrative Assistant).
In closed session, the commission discussed;
• Considering a matter that concerns the proposal for a business or industrial organization to
locate, expand, or remain in the State
Consult with staff, consultants, or other individuals about pending or potential litigation
RECONVENE IN OPEN SESSION
Motion made at 3:57 pm by Mr. Gross and seconded by Mr. Vittini to re-enter open session. The
motion passed unanimously.
ADJOURNMENT
Motion made to adjourn by Mr. Vittini. Motion was seconded by Mr. Meyer. The meeting was
adjourned at 3:57 p.m.
