Diversity & Inclusion Committee Meeting
Meeting Minutes
Commissioners Administrative Building – Room 1301

Monday, May 11, 2026, 7:00 p.m.
I. Call to Order - The meeting was called to order at 7:02 pm.
II. Attending: Terence Ngwa (Chair), Angela Yamashita (Vice Chair), Jeanine
Salifou (Secretary), Eric Schwartz, Allenia Washington (quorum reached) and
Councilwoman Tiara Burnett (City of Hagerstown),
Absent: Vacant County Commissioner (ex officio, Washington County Board of
Commissioners), and Darrell Evans (ex officio, WCPS Board of Education)
Guest Attendance: There were no guest attendees.
III. Agenda approved (Eric motioned and Allenia seconded)
IV. Review, approval, and adoption of March minutes with corrections (Eric motioned
and Allenia seconded)
V. Introduction of Guests/Public Comments –
There were no guest attendees.
VI. Liaison Reports
● WCPS – Darrel Evans (absent)
● City of Hagerstown – Councilwoman Tiara Burnett
● Councilwoman Burnett had nothing to report.
● Vacant County Commissioner (absent)
Closing of Public Session (Angela motioned and Allenia seconded)
Executive session with Rosalinda Pascual with the Deputy County Attorney for legal
advice
Request for emails for the time period mentioned.

VII. Old Business
● Update- Creation of youth member position
Dawn is checking with Rosi since this requires a bylaw change Wait until after November 2026 ● “Excellence in Diversity” award – Attitudes of America award update

● Draft 2025 D&I Committee Report update Sent email to Request to be scheduled, no response ● County Commissioner candidate forum? Eric got prices from HCC regarding hosting the forum $1,000 for
room rental for a June event
Rosi is checking to see if we can use a County facility Angela suggested maybe using the Fletcher library ● Budget Need to request what our budget balance is. Needs to be spent
before June 30th.
