Diversity & Inclusion Committee Meeting
Meeting Minutes
Commissioners Administrative Building – Room 1301
100 West Washington Street, Hagerstown, MD 21740

Monday, April 13, 2026, 7:00 p.m.
I. Call to Order - The meeting was called to order at 7:10 pm.
II. Attending: Terence Ngwa (Chair), Angela Yamashita (Vice Chair), Jeanine
Salifou (Secretary), Eric Schwartz, Allenia Washington (quorum reached) and
Councilwoman Tiara Burnett (City of Hagerstown),
Absent: Vacant County Commissioner (ex officio, Washington County Board of
Commissioners), and Darrell Evans (ex officio, WCPS Board of Education)
Guest Attendance: There were no guest attendees.
III. Agenda approved (Eric motioned and Angela seconded)
IV. Review, approval, and adoption of March minutes with corrections (Eric motioned
and Allenia seconded)
V. Introduction of Guests/Public Comments –
There were no guest attendees.
VI. Liaison Reports
● WCPS – Darrel Evans (absent)
● City of Hagerstown – Councilwoman Tiara Burnett
● Joined in with the ACLU Amicus Brief to support the Attorney
General to put the ICE Detention Center on Hold for 8-10 months
due to the sewage structure (via the Governor's Office)
● The Ruth Ann V. Monroe Summer Basketball League will return to
Wheadon Park on Sundays beginning on 7/12. Volunteers and /or
sponsors for teams/uniforms links will be on the website
● Juneteenth Doleman Museum weekend June 18-20 at Wheadon
Park

● Vacant County Commissioner (absent)
VII. Old Business
● Review and recommend D&I Committee applications for vacancies
● Looking at professional background, values alignment, and values
proposition
● Review the applications and use the a ranking method
● Update- Creation of youth member position
● “Excellence in Diversity” award – Attitudes of America award, next steps
● Allenia did artwork
● Draft 2025 D&I Committee Report for adoption
● Waiting for Dawn and Michelle to schedule us for the report
VIII. New Business
● County Commissioner candidate forum?
● Are we still having our separate one, maybe at HCC (via Eric)?
● Terence will clear with the Office of the Attorney for compliance.
● Invite everyone to take a questionnaire to send out to the
candidates regarding DEI.
● Budget
● Per Terence, discuss via email how we can use our budget
