INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation presented by President John F. Barr, followed by the Pledge of Allegiance to the Flag by
the full assemblage.
CALL TO ORDER
President John F. Barr called the regular meeting of the Board of County Commissioners of Washington
County, Maryland, to order at 9:00 a.m. with the following members present: Vice-President Jeffrey
A. Cline, Commissioner Randal A. Leatherman, Commissioner Neil C. Parrott and Commissioner
Randall E. Wagner.
APPROVAL OF MINUTES
Commissioner Leatherman, seconded by Commissioner Wagner, moved to approve the minutes of
June 9, 2026. The motion passed unanimously (5 -0).
COMMISSIONERS' REPORTS AND COMMENTS
Commissioner Wagner commented on the Washington County 250th event and he thanked staff for
organizing the event.
Commissioner Leatherman commented on the Washington County 250th event and he thanked staff for
organizing the event. He attended the Sleep in Heavenly Peace build a bed event at Hagerstown
Community College. Commissioner Leatherman commented on the upcoming Ag Expo on Sharpsburg
Pike, and he shared information on Agriculture in Washington County.
Commissioner Parrott commented on the Washington County 250th event and he thanked staff for
organizing the event. He shared information on the rescheduled drone show to be held in September.
Commissioner Parrott commented on the 250th celebrations in Washington DC. He looks forward to
celebrating Washington County's 250th birthday.
Commissioner Cline commented on the Washington County 250th event and he thanked staff for
organizing the event. He thanked the Highway's Depa1tment employees who responded during the
storm event on the foutth of July. Commissioner Cline commented on attending the AG Expo and
their events. He attended the Battle of Funkstown reenactment, and he thanked John Phillips and his
team for making the event possible. Commissioner Cline commented on National Ice Cream Day and
how the ice cream trail is benefitting local ice cream businesses. He attended the MUD Volleyball
benefit for the Community Free Clinic. Commissioner Cline attended the Sleep in Heavenly Peace
build a bed event at the college. He recognized the first responders and Dr. Klauber for being there at
the event. Commissioner Cline attended the Boonsboro Economic Development Networking event.
He shared that he stayed home on Saturday to watch Jack Myers sing the National Anthem at the
Baltimore Orioles Game at Camden Yards. Commissioner Cline commented on a photo of the recruits
at the Public Safety Training Center showing the first time all three recruit classes; paramedic, fire and
law enforcement were trained at the same time. He attended two of the Time Capsule opening events.
He shared the passing of Pastor Richard Hembrock. Commissioner Cline recognized Kelsey Keadle
for her daughter finishing third in the baby parade event at the Ag Expo.

Commissioner Barr recognized Ernie Giancolla with Sleep in Heavenly Peace creating beds for
children in need. He thanked Lowes for their contributions to the program. Commissioner Barr
recognized the Fulton family for sponsoring the Ag Expo and he shared information on the expo. He
thanked the County Commissioners for preserving and protecting over 50,000 acres and the agricultural
heritage. Commissioner Barr commented on the Washington County 250th event and he thanked staff
for organizing the event. He is looking forward to the rescheduled drone show on September 26, 2026.
STAFF COMMENTS
Michelle Gordon, County Administrator attended the Maryland Municipal League Dinner. She
commented on the Washington County 250th event and thanked staff for organizing the event. Ms.
Gordon shared information on the rescheduled Drone Show on September 26, 2026. She shared that
the event has already been funded and she thanked the Board of County Commissioners for giving the
event back to the community. She encouraged everyone to attend the Ag Expo. She congratulated her
son for winning the truck pull at the Ag Expo.
Michelle Gordon, County Administrator, recapped the County's statement regarding the proposed
I.C.E. Processing Facility in the County and corrected false information that has been circulating on line.
Michelle Gordon, County Administrator, recited the findings of Open Meetings Act opinion 20-212,
June 26, 2026.
1. YOUTH MERITORIOUS AW ARD
Richard Lesh, Grant Manager, Grant Management and Washington County Board of County
Commissioners presented throughout the school year the Board of County Commissioners present
"Youth Meritorious Awards" to students attending both public and private schools or those being home
schooled in Washington County. The following individual was selected based on his scholastic
achievement, leadership qualities, community service performed or other positive contributions to her
community. The Board of County Commissioners presented the Youth Meritorious Award to Haeleigh
Shoop of Clear Spring Middle School.
2. PUBLIC HEARING -APPLICATION FOR WATER AND SEWER PLAN AMENDMENT
WS-25-004
President Barr convened a Public Hearing at 9:30 a.m. to obtain public comment for the application for
Water and Sewer Amendment Plan WS 25-004
The County Clerk administered the Oath of Testimony.
Travis Allen, Senior Planner, Planning and Zoning, presented the purpose of this public hearing is to
take public comment on the water and sewer plan amendment application. The Commissioners have
the option to either approve or deny the request after the public hearing closes or deliberate on the issue
at a later date. Application has been made by 2003 Mason Dixon LLC, owner of land located at 17939
Mason Dixon Road, Hagerstown, to amend the Washington County Water and Sewer Plan. The
purpose of the amendment is to change the priority classification for water and sewer service from W-
5/S-5 Planned Service to W-3/S-3 Programmed Service; and to recognize the public water distribution
system and public wastewater system of Antrim Township Municipal Authority in Pennsylvania to
provide these services to eligible prope11ies in Washington County, Maryland. The Planning
Commission held a public input meeting on April 6, 2026, for the purpose of taking public comment
on the request. No comments, either written or verbal, have been received concerning this application.

The Planning Commission recommended approval of the request at their regular meeting on May 4,
2026.

Commissioner Wagner, seconded by Commissioner Cline, moved to approve the application for Water
and Sewer Amendment Plan WS 25-004 as presented. The motion passed unanimously (5-0).
3. PUBLIC HEARING: APPLICATION FOR ZONING MAP AMENDMENT RZ-26-002
President Barr convened a Public Hearing at 9:48 a.m. to obtain public comment for the application for
Zoning Map Amendment RZ-26-002.
The County Clerk administered the Oath of Testimony.
Kyla Shingleton, Comprehensive Planner, Planning and Zoning, presented the purpose of this public
hearing is to take public comment on the rezoning application. The Commissioners have the option to
either approve or deny the request after the public hearing closes or deliberate on the issue at a later
date. The applicant, Cascade Properties LLC, is proposing a text amendment to amend paits of Article
19C of the Washington County Zoning Ordinance. The applicant proposes adding and deleting specific
types of principally permitted manufacturing and industrial uses to Section I 9C.2 in order to attract
uses once compatible with the prope1ty. The new uses are similar to those permitted in the light
industrial districts of the county. In addition to commercial and manufacturing uses, new retail sales
and services are being proposed to foster a town-like environment on the property. These uses fit with
the retail sales and services already permitted in the district. In Section I 9C.3 the proposed amendments
allow for the addition and deletion of some limited special exception uses that are consistent with
former uses on the prope1ty, thus making reuse of existing structures more feasible. The amendments
to Section l 9C.6 are being proposed to update the residential lot size, width and setback requirements
to those of a high-density district. Along with new setbacks, new design criteria has been proposed in
Section 19C.7 to ensure consistency within the district while allowing for development that best fits
the character of the SEO. All proposed amendments are specifically listed/stricken in the application
packet. This item was presented to the Washington County Planning Commission at a Public
Information meeting held during their regular meeting on May 4, 2026. At their regular meeting on

June 1, 2026, members unanimously recommended in favor of the proposed map amendment. No
public comments have been received in favor or opposition of this proposal.

Commissioner Parrott, seconded by Commissioner Wagner moved to approve the application for
Zoning Map Amendment RZ-26-002 with the exception that l 9C.3 should remain as it currently is.
The motion passed unanimously (5-0).
4. PUBLIC HEARING: APPLICATION FOR ZONING MAP AMENDMENT RZ-26-003
President Barr convened a Public Hearing at 10:04 a.m. to obtain public comment for the Application
for Zoning Map Amendment RZ-26-003.
The County Clerk administered the Oath of Testimony.
Kyla Shingleton, Comprehensive Planner, Planning and Zoning, presented the purpose of this public
hearing is to take public comment on the rezoning application. The Commissioners have the option to
either approve or deny the request after the public hearing closes or deliberate on the issue at a later
date. Application is being made to rezone two properties to Highway Interchange from Residential
Multifamily. The applicant, Michael Godinez, is seeking a map amendment for the properties at 18132
and 18128 Maugans Ave. The applicant wishes to change the current zoning from Residential,
Multifamily to Highway Interchange. The applicant has applied under both "change in neighborhood"
and "mistake in current zoning". This item was presented to the Washington County Planning
Commission at a Public Information Meeting held during their regular meeting on May 4, 2026. At
their regular meeting on June 1, 2026, members unanimously recommended in favor of the proposed
map amendment under the reasoning of "Change". Several public comments have been received in
favor of this proposal. No public comments have been received in opposition of this proposal..

5. HISTORIC DISTRICT COMMISSION THROUGH THE DEPARTMENT OF PLANNING
AND ZONING MARYLAND HISTORICAL TRUST NON-CAPITAL GRANT
APPLICATION -APPROVAL TO SUBMIT APPLICATION AND ACCEPT FUNDING AS
AWARDED
Carsten Ahrens, Senior Grant Manager, Grant Management; and Meghan Jenkins, GIS
Coordinator/Historic District Commission Staff, Planning and Zoning, presented the request for a
motion to approve submission of application and accept funding as awarded for the Maryland Historic
Trust (MHT) Non-Capital Grant. The Historic District Commission through the Department of
Planning and Zoning would like to update existing surveys of historic resources in our County as
charged by the Board of County Commissioners. Staff seeks to apply for the MHT Non-Capital Grant
in supp01t of these efforts. The required cash match of$6,500.00 is already budgeted by the Department
of Planning and Zoning and $3,796.0 in-kind match of staff time to administer the project is requested.
Total of$10,296.00 to meet the 1: 1 match required for a total project cost of$20,592.00. She corrected
that they are looking to receive a one to one cash match and not the in-kind

6. MEMORANDUM OF UNDERSTANDINGS {"MOU") BETWEEN THE TOWNS OF
FUNKSTOWN AND SMITHSBURG AND THE BOARD OF COUNTY COMMISSIONERS
OF WASHING TON COUNTY {"BOCC") FOR ALLOWING APPLICATION OF COUNTY
HISTORIC PROPERTY TAX CREDITS
Meghan Jenkins, GIS Coordinator/Historic Preservation Planning, Planning and Zoning, presented the
request for a motion to approve the MO Us between the Towns of Smithsburg and Funkstown and the
BOCC. The Towns of Smithsburg and Funkstown have requested to participate in the County Historic
Structures Tax Credit Ordinance as qualifying municipalities through delegation to the County Historic
District Commission of permit review authority through individual recorded MOUs. This delegation is
expressly permitted by County ordinance.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve the Memorandum
of Understanding between of the Town of Funkstown and the Board of County Commissioners as
presented. The motion passed unanimously (5-0).

of Understanding between the Town of Smithsburg and the Board of County Commissioners as
presented. The motion passed unanimously (5-0).
7. PERMISSION TO APPLY FOR AND ACCEPT MEDCO BUSINESS READY SITES
PROGRAM AT HGR
Jonathan Horowitz, Director, Business and Economic Development, presented the request for a motion
to approve the application to grant program and acceptance of in-kind funds up to $ I 0,000.00 if
awarded for the Business Ready Sites Program at the Hagerstown Regional Airport .. Site readiness is
a direct pathway to economic competitiveness. The Maryland Economic Development Corporation
(MEDCO) hosts a grant program titled The Maryland Business Ready Sites Program (MBRSP). The
program aims to enhance Maryland's industrial and commercial infrastructure by identifying and
improving potential development sites across the state. The program provides financial suppo1t to
public and private sector applicants for the purpose of site characterization and site improvements, with
the goal of making properties more attractive for business relocation, expansion, and investment. There
is no fiscal impact to the County.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to apply for and
accept Maryland Business Ready Sites Grant Program Site Characterization Grant as presented. The
motion passed unanimously (5-0).
8. INTERGOVERNMENTAL COOPERATIVE PURCHASE {INTG-26-0339) ONE (1) NEW
2026 CATERPILLER 285 XE COMPACT TRACK LOADER AND FOUR (4) NEW AMI
ROTARY SWEEPERS {HS0932) FOR THE WASHINGTON COUNTY HIGHWAY
DEPARTMENT
Brandi Kentner, Director, Procurement; and Zane Rowe, Deputy Director, Highway Department,
presented the request for a motion to authorize by Resolution, for the Washington County Highway
Department to purchase One ( l) New 2026 Caterpillar 285 XE Compact Track Loader, and four ( 4)
New AMI Rotary Sweepers, HS0932 from Carter Machinery Company, Inc., of Baltimore, MD, for a
total purchase price of $2 l 5,754.00 for the Track Loader and $71,876.00 for the Sweepers and to utilize
a competitively bid cooperative contract No. 020223-CA T that was awarded by Sourcewell.

9. INTERGOVERNMENTAL COOPERATIVE PURCHASE {INTG-26-0340) SEVEN (7)
BENGAL BOOM MOWERS MODEL RTS0D-SW FOR THE WASHINGTON COUNTY
HIGHWAY DEPARTMENT
Brandi Kentner, Director, Procurement; and Zane Rowe, Deputy Director, Highway Department,
presented the request for a motion to authorize by Resolution, for the Washington County Highway
Department to purchase seven (7) Bengal Boom Mowers Model RT50D-SW from Stephenson
Equipment, Inc., of Hagerstown, MD, for the total amount of $141,342.46 and to utilize a competitively
bid cooperative contract No. 032525-AGI that was awarded by Sourcewell.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to authorize by
Resolution, the purchase seven (7) Bengal Boom Mowers Model RT50D-SW from Stephenson
Equipment, Inc., as presented. The motion passed unanimously (5-0).
10. INTERGOVERNMENTAL COOPERATIVE PURCHASE {INTG-26-0341) FOUR (4)
PAVIJET MINI PAVER ATTACHMENTS MODEL MG7 SUPER (SIDE DISCHARGE
W/SCREED) FOR THEW ASHINGTON COUNTY HIGHWAY DEPARTMENT

presented the request for a motion to authorize by Resolution, for the Washington County Highway
Department to purchase four (4) Pavijet Mini Paver Attachments Model MG7 SUPER side discharge
w/screed from AG-Industrial, Inc., ofNew Holland, PA, for a total purchase price of$221,821.00 and
to utilize a competitively bid cooperative contract No. 4400028058 that was awarded by Costars.

Resolution, the purchase four (4) Pavijet Mini Paver Attachments Model MG7 SUPER side discharge
w/screed from AG-Industrial, Inc., as presented. The motion passed unanimously (5-0).
11. SOLE SOURCE PROCUREMENT AWARD (PUR-1833) FOR PEER RECOVERY
SPECIALIST
Brandi Kentner, Director, Procurement; and Meaghan Willis, Program Director, Day Reporting Center,
presented the request for a motion to approve a sole-source award to Recover and Rise, LLC in the
amount of $64,500.00 for Peer Recovery Specialist services at the Day Reporting Center, as approved
under the Governor's Office of Crime Prevention and Policy's Day Reporting Center Expansion grant,
for the period of July I, 2026, through June 30, 2027.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve a sole-source
award to Recover and Rise, LLC for Peer Recovery Specialist services as presented. The motion passed
unanimously (5-0).
12. SOLE SOURCE PROCUREMENT AWARD (PUR-1834) FOR MENTAL HEALTH CASE
MANAGEMENT PROGRAM ADULTS AND OLDER ADULTS
Brandi Kentner, Director, Procurement; and Meaghan Willis, Program Director, Day Reporting Center,
presented the request for a motion to approve a sole source award to Potomac Community Services in
the amount of $71,983.00 for Mental Health Case Management Program, Adults and Older Adults,
aligning with Maryland's Department of Health, Behavioral Health Administration, targeted case
manager approved by Maryland's Depatiment of Health on June 15, 2026, for a period of May 28,
2026, through May 27, 2027.

Commissioner Parrott, seconded by Commissioner Wagner, moved to approve a sole source award to
Potomac Community Services Mental Health Case Management Program, Adults and Older Adults as
presented. The motion passed unanimously (5-0).
13. CONTRACT AWARD (PUR-1789) COUNTY OFFICE BUILDING AND CIRCUIT
COURTHOUSE ELEV ATOR REPLACEMENT
Brandi Kentner, Director, Procurement; and Andrew Eshleman, Director, Public Works, presented the
request for a motion to award the contract for the County Office Building and Circuit Courthouse
Elevator Replacement to the responsive, responsible firm Callas Contractors LLC, of Hagerstown, MD,
with the lowest total bid amount of$l,586,l00.00.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to award the
contract for the County Office Building and Circuit Courthouse Elevator Replacement to Callas
Contractors LLC, as presented. The motion passed unanimously ( 4-0-1 ). Commissioner Barr
abstained.
14. INTERGOVERNMENTAL COOPERATIVE PURCHASE (INTG-26-0338) ONE (1) NEW
2026 CHEVROLET SIL VERADO 2500HD CREW CAB 4X4 WORK TRUCK FOR THE
DEPARTMENT OF WATER QUALITY
Brandi Kentner, Director, Procurement; David Mason, Interim Director, Environmental Management;
John Swauger, Stormwater Management Coordinator, Water Quality, presented the request for a
motion to authorize by Resolution, for the Depatiment of Stormwater Watershed Services to purchase
one (I) New 2026 Chevrolet Silverado 2500HD Crew Cab 4x4 Work Truck from Greencastle
Chevrolet of Greencastle, PA for the total amount of $54,530.15 and to utilize another jurisdiction's
contract (No. 025-E25-649) that was awarded by Costars.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to authorize by
Resolution the purchase of one (I) New 2026 Chevrolet Silverado 2500HD Crew Cab 4x4 Work Truck
from Greencastle Chevrolet as presented. The motion passed unanimously (5-0).
15. RESCIND OF AWARD AND REQUEST FOR READVERTISEMENT (PUR-1800) -
HAULING OF SCRAP TIRES AT THE FORTY WEST LANDFILL FOR RECYCLING
Brandi Kentner, Director, Procurement; and David Mason, Interim Director, Environmental
Management, presented the request for a motion to rescind without prejudice the awarded contract for
the Hauling of Scrap Tires at the Forty West Landfill for Recycling from Panda Trucks of Hagerstown,
MD, and to seek permission to readvertise for the subject services. We are requesting rescission of this
contract due to the vendor not providing several requirements of the contract.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to rescind without
prejudice the awarded contract for the Hauling of Scrap Tires at the Forty West Landfill for Recycling
from Panda Trucks and to readvertise as presented. The motion passed unanimously (5-0).
16. BID RENEWAL RE-EVALUATION (PUR-1742) ELECTRONICS RECYCLING
Carin Bakner, Buyer, Procurement, and David Mason, Interim Director, Environmental Management,
presented the request for a motion to renew the contract for Electronics Recycling with EACR, Inc. of
Lakewood, NJ, based on its letter dated May 20, 2026, requesting an increase for Fiscal Year 2027 as
outlined below. The vendor is requesting this increase due to increases in diesel fuel and supply costs.
On June 30, 2026, the Board requested more information regarding this requested increase from the
vendor.

Commissioner Parrott, seconded by Commissioner Wagner, moved to approve to renew the contract
for Electronics Recycling with EACR, Inc. as presented. The motion passed unanimously (5-0).
17. INTERGOVERNMENTAL COOPERATIVE PURCHASE {INTG-26-0342) ONE (1) NEW
2027 MACK MD7 DUMP TRUCK FOR THE DEPARTMENT OF WATER QUALITY
Carin Balmer, Buyer, Procurement; and David Mason, Interim Director, Environmental Management,
presented the request for a motion to authorize by Resolution, for the Depa11ment of Environmental
Management to purchase one (I) New 2027 Mack MD7 Dump Truck for the Depa1tment of Water
Quality from Baltimore Truck Center, Inc. of Hagerstown, MD for the total amount of $147,686.25,
utilizing a competitively bid cooperative contract that was awarded by Sourcewell Contract No.
032824-MAK.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve to authorize by
Resolution the purchase of one ( l) New 2027 Mack MD7 Dump Truck from Baltimore Truck Center,
Inc. as presented. The motion passed unanimously (5-0).
18. BID AWARD RESCIND AND AWARD (PUR-1807) GROUND MAINTENANCE
CHEMICALS FOR VARIOUS COUNTY DEPARTMENTS
Carin Bakner, Buyer, Procurement; and Brian Bowers, Assistant Superintendent, Black Rock Golf
Course, presented the request for a motion to rescind without prejudice the awarded contract for Item
No. 8 only from Landscape Supply, LLC and award this Item to the responsive, responsible company,
Opterra Solutions, Inc. with the next lowest bid that meets the specification, as indicated on the Bid
Tabulation Summary. The County received notification from Landscape Supply, LLC on July 6, 2026,
that their bid price for Item No. 8 on their original submission was incorrect. The vendor stated that
they cannot hold that price and will have to forfeit this award to the next low bidder.
Commissioner Parrott, seconded by Commissioner Leatherman, moved to approve to rescind without
prejudice the awarded contract for Item No. 8 only from Landscape Supply, LLC and award this Item
to the responsive, responsible company, Opte1rn Solutions, Inc. as presented. The motion passed
unanimously (5-0).
19. CONTRACT AW ARD (ENG-26-02) MS4 IMPERVIOUS ACRE CREDITS
Scott Hobbs, Director, Engineering; Dave Mason, Interim Director, Environmental Management; and
John Swauger, Stormwater Management Manager, Environmental Management, presented the request
for a motion to award design-build contracts for the MS4 Impervious Acres Credits project for ENG-
26-02 to the responsive, responsible proposer Ecotone, LLC of Cockeysville, Maryland in the amount
of $1,999,999.06, and to the responsive, responsible proposer, Keystone Streams of Annapolis,
Maryland in the amount of$1,801,878.00. The project involves a stream restoration project and a tree
plantings project. These best management practices are cost-effective measures to fulfill the Municipal
Separate Storm Sewer System MS4 permit requirements for water quality regarding stormwater
management projects.

Commissioner Wagner, seconded by Commissioner Parrott, moved to approve to award design-build
contracts for the MS4 Impervious Acres Credits project to Ecotone, LLC, and Keystone Streams as
presented. The motion passed unanimously (5-0).
20. WASHING TON COUNTY DETENTION CENTER -MOOR GRANT
Carsten Ahrens, Senior Grant Manager, Grant Management, presented the request for a motion to
approve acceptance of funding awarded in the amount of $425,430.00 from the Maryland Opioid
Overdose Response. The funding request submitted was $369,939.00 but the award exceeded the ask
by $55,491.00. In the March 3, 2026, the BOCC moved to approve applying for and receiving funds
in the amount of $369,939.00. The actual amount awarded was $425,430.00.
Commissioner Cline, seconded by Commissioner Wagner, moved to approve acceptance of funding
awarded in the amount of $425,430.00 from the Maryland Opioid Overdose Response as presented.
The motion passed unanimously (5-0).
21. AGRICULTURE-FACES OF FARMING PRESENTATION
Kelsey Keadle, Business Specialist-Agriculture, Business and Economic Development, and presented
"Faces of Farming" is an agricultural-focused video marketing campaign that will showcase two local
Washington County farms every month, for one year. The "Faces of Farming" marketing videos will
be showcased on the County's website, as well as Facebook and other social media platforms, and will
target a new industry and highlight a local farmer from that specific agricultural industry. Additionally,
the Faces of Farming marketing campaign will be utilized in Washington County Public Schools as an
agricultural education element focused on kindergarten to Fifth grade students to connect Washington
County youth directly with local farms. This month's video showcased the Creek Family's Palmyra
Farm and Ruth's Market. She provided updates on the Ag Expo Fair.
22. AREA AGENCY ON AGING ADVISORY COUNCIL REAPPOINTMENT AND
APPOINTMENT
Dawn L. Marcus, County Clerk, presented the request for a motion to reappoint Gloria Burke, to serve
a second, three-year term from July l, 2026, through June 30, 2029, and to appoint Valerie Walters to
serve a first, full, three-year term, from July l, 2026, through June 30, 2029. This is not a paid board.
Commissioner Parrott, seconded by Commissioner Wagner, moved to approve the reappointments of
Gloria Burke and appointment of Valerie Walters as presented. The motion passed unanimously (5-0).
23. HISTORIC DISTRICT COMMISSION APPOINTMENT
Dawn L. Marcus, County Clerk, presented the request for a motion to appoint Tom Freeman, to serve
a first, full, three-year term from August 1, 2026, through July 31, 2029. This is not a paid board.
Commissioner Wagner, seconded by Commissioner Leatherman, moved to approve the appointment
of Tom Freeman as presented. The motion passed unanimously (5-0).
24. LOCAL MANAGEMENT BOARD APPOINTMENTS
Dawn L. Marcus, County Clerk, presented the request for a motion to appoint David Shuster, and Phil
Scolaro to serve first, full, three-year terms from July 1, 2026, through June 30, 2029, as Community
Representatives. This is not a paid board.

of David Shuster, and Phil Scolaro as presented. The motion passed unanimously (5-0).
