HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION
Minutes of the Open Meeting
May 21, 2026
The Hagerstown Regional Airport Advisory Commission (AAC)held a public meeting on Thursday,
May 21, 2026, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room, 18434
Showalter Road, Hagerstown, Maryland.
Commission members present: Austin Colby(Chair), Curtis Berry(Vice Chair), Laurence Gross,
George Meyer, John Cavey, Aaron Vittini, Rob Ferree and ex-Officio County Commissioner Randall
Wagner. County staff members present included Andrew Eshleman(Director of Public Works),Neil
Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Tina Smith
(Airline Station Manager), Giselle Butt(Office Manager) and David Douglas (Administrative
Assistant).
CALL TO ORDER
Austin Colby called the meeting to order on May 21, 2026, at 3:00pm.
CITIZEN'S PARTICIPATION
None. No visitors were in attendance.
APPROVAL OF MINUTES
A motion was made by Mr. Gross and seconded by Mr. Berry to approve the minutes of the April 9,
2026, meeting. The motion passed unanimously.
AIRPORT DIRECTOR'S REPORT
Neil Doran, Airport Director,provided his report including:
➢ Had a nice visit with Governor Moore, Secretary Thomson, Shannetta Griffin, Senator McKay,
Senator Corderman, President Barr, Administrator Gordon, and others that came to the Air
Traffic Control Tower.
➢ New fire truck should be arriving sometime today.
➢ Federal Delegation came out to the museum regarding the concept of aviation workforce and
aerospace campus.
➢ Meeting with Jamison Doors regarding fabric doors for aircraft hangars called Champion. Mr.
Doran met with the local CEO along with Mr. Riford and Mr. Rider.
➢ Wildlife Hazard Assessment report is complete. The report has been in the works for a while due
to a United States Department of Agriculture (USDA)biologist assisting with the report and
putting in observations about birds and animals.
➢ Allegiant cancelled 12 flights in September due to jet fuel prices.

➢ Several projects that are currently or will be underway shortly are Runway 2-20 Repaving and
Lighting, Fence Relocation and Old Firehouse Demo, Taxiway H, and Taxiway T-Hangar Lanes.
AIRPORT OPERATIONS REPORT
Mr. Bolanowski, Airport Operations & Security Manager,provided his report including:
➢ Visit from Trump Force One on April 181h and 19th.
➢ Terminal Expansion project has begun.
➢ Had our Federal Aviation Administration(FAA) inspection. Some minor discrepancies were
found but many issues were fixed during the inspection, and the others are being worked on.
➢ Aircraft Rescue and Firefighting (ARFF)training class is currently going on. This is the first
time Hagerstown Regional Airport(HGR)has teamed up with the Public Safety Training
Center.
➢ Several bid closings coming up later this month and into June. These will need to be
presented to the County Commissioners.
➢ Wildlife Hazard Assessment is complete and now we are working with USDA for the
Management Plan.
➢ Preparing for a busy summer flight schedule and working around the 250th events.
AIRLINE SERVICES UPDATE
Ms. Smith, Airline Station Manager,provided her report including:
➢ Tomorrow starts double flights and we are headed down to Myrtle starting May 22, 2026.
➢ Everyone is working well around the ramp and the changes with the remodeling.
➢ The merger between Allegiant and Sun Country was finalized last week.
➢ Snack bar person has been hired.
➢ Two staff members have resigned- Dawn Bolanowski and Evan Sanders.
COMMISIONER UPDATE
Mr. Wagner, County Commissioner, provided his report including:
➢ Balanced the budget and the commissioners voted to approve it.
➢ Mr. Wagner spoke with Governor Moore at the State Police Academy graduation ceremony.
➢ Mr. Wagner stated that we are in election season.
➢ The County will have their float in a few Memorial Day parades.

BUSINESS DEVELOPMENT UPDATE
Mr. Horowitz was unable to attend the meeting. No update given.
AAC MEMBER UPDATES
➢ Mr. Berry gave member updates including:
o "Cessnas to Oshkosh" formation flight will not be happening this weekend. The flight
will probably be schedule for the following weekend.
➢ Mr. Colby gave member updates including:
o The museum was able to meet with the delegation that visited the Air Traffic Control
Tower regarding Aerospace Workforce Development Campus focusing on STEM
education. Also, how to obtain federal funding for multiple projects around the airport.
o Next month the museum will host for almost three weeks bomber exhibits including
the B-17, B-25, B-29, and the P-51 Gunfighter.
o Military Vehicle show went well and had no apparent issues.
CLOSED SESSION
Motion made at 3:35 pm by Mr. Gross and seconded by Mr. Cavey to enter closed session to
Consider a matter that concerns the proposal for a business or industrial organization to locate,
expand, or remain in the State
Consult with staff, consultants, or other individuals about pending or potential litigation
Present during the closed session were Austin Colby(Chair), Curtis Berry(Vice Chair), Laurence
Gross, George Meyer, John Cavey, Aaron Vittini, Rob Ferree and ex-Officio County Commissioner
Randall Wagner. County staff members present included Andrew Eshleman (Director of Public
Works),Neil Doran (Airport Director), Gene Bolanowski (Airport Operations & Security Manager),
and David Douglas (Administrative Assistant).
In closed session, the commission discussed;
• Consider a matter that concerns the proposal for a business or industrial organization to
locate, expand, or remain in the State
Consult with staff, consultants, or other individuals about pending or potential litigation

RECONVENE IN OPEN SESSION
Motion made at 4:39 pm by Mr. Berry and seconded by Mr. Meyer to re-enter open session. The
motion passed unanimously.
ADJOURNMENT
Motion made to adjourn by Mr. Vittini. Motion was seconded by Mr. Cavey. The meeting was
adjourned at 4:39 p.m.
