Funding Hearing
June 9, 2026
Members Present: Matt Schnebly - Chair, Marilee Kerns - Vice Chair, Dawn Wintermoyer,
Selena Wilkes, Paul Crampton, Jr. and Michael Stanford

Opening — Welcome
Matt Schnebly, Chair, called the meeting to order at 8:30 a.m. and welcomed
everyone.
II. Citizens Participation
The funding hearings began at 9:00 a.m. Representatives from organizations that
have applied for gaming funding will appear before the Gaming Commissioners
to present their funding requests. Organizations have signed up for designated
time slots in which to make their presentations.
III. Approval of Minutes: February 12, 2026
A motion was made by Marilee Kerns; seconded by Selena Wilkes to approve
February 12, 2026, minutes as written; motion approved
IV. Financial Report
Director Kramer informed the Commissioners that, as of May 2026, the Gaming
Fund had increased by 2.97%, or $59,748.22, compared to the same time last
year. She advised that because the allocation workshop is scheduled for June 30,
2026, the last day of FY2026, the final and accurate funding amount may not be
known until after July 1, 2026. As a result, funding allocations and disbursements

may need to be based on the closest available estimate. Discussion at the
allocation workshop will include the possibility of increasing or decreasing
funding allocations once the final funding amount is determined.
Director Kramer further noted that an email vote may be necessary if adjustments
to the allocations are required after the final funding amount is received from the
Charitable Gaming Manager.
V. Director's Comments
Director Kramer thanked the Gaming Commissioners for taking the time to
review the gaming applications and to attend the gaming funding hearings.
She reported that 74 organizations submitted funding applications, with some
organizations submitting multiple requests. Of those applicants, 64 organizations
registered to present their requests at the funding hearing.
She reviewed the appointment terms of the Commissioners and noted that
Matt Schnebly and Marilee Kerns are serving their final terms, which will expire
in September 2026. Maria also shared that she has been working for several
months to obtain an appointee from the Delegation —Club Association to fill the
vacant position left by a member whose term expired on September 30, 2025.

VII. New Business
Conduct 2026 Gaming Fund Hearings
• Conduct of Hearings: The in -person 2026 Gaming Fund Hearings
commenced at 9:00 a.m. Each organization was allotted 5 minutes to present
their funding request and respond to any questions from the Gaming
Commissioners.
• Break and Conclusion: The Commissioners took a scheduled 40 — minute
lunch break and the hearings concluded at 3:55 p.m.
• Application Overview:
o A total of 74 organizations submitted 89 requests for gaming
funding.
o The total amount requested by eligible applicants is $3,025,627.41
• Participation in Hearings:
o 64 organizations signed up to participate in the hearings.
o 1 canceled, 1 had an emergency, and 6 were no-shows.
o Ultimately, 56 organizations attended and presented.

A motion to adjourn was made by Paul Crampton, Jr.; seconded by Marilee Kerns
Adjournment; so, moved: meeting adjourned at 4:00 p.m.
