The Regular Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Ronald L. Bowers with the following
members present: Vice President Richard E. Roulette, and Commissioners R. Lee
Downey, Linda C. Irvin and Martin L. Snook.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Captain Carroll Keller of the Sheriff's Department,
followed by the Pledge of Allegiance to the Flag by the full Assemblage.
DISTRIBUTION OF l986 ANNUAL REPORT
Barbara Wetzel, Community Coordinator, distributed the County's l986 Annual Report
to the Commissioners and pointed out several new features which are included in
this year's report. Barry Teach, County Administrator, complimented Ms. Wetzel for
her fine work on the Annual Report.
APPROVAL OF OPTION AGREEMENT
Motion made by Commissioner Roulette, seconded by Irvin to approve of the Option
Agreements to convey in fee simple 400 sq. ft. of land for improvements to the
CHIEF Business Park Access Road owned by John L. Morris for the sum of $400 and an
additional $200 in damages. Unanimously approved.
C & P TELEPHONE EXPENDITURES
Walter Bell, Vince Brocato, and Dan Michaelis, C & P Representatives, appeared
before the Commissioners to inform them of planned improvements to update equipment
and services for the entire State of Maryland by C & P Telephone. Mr. Brocato
stated that approximately $l0 million will be spent in Washington County for
equipment replacement which will allow customers to receive services such as call
forwarding and call waiting, speed dialing and equal access, and that a total of
$387 million will be spent for improvements in the State.
BID AWARD - DOUBS WOODS ARTS PAVILION
Motion made by Commissioner Roulette, seconded by Snook to award the bid for the
Doubs Woods Arts Pavilion to Milcar Construction Corporation who submitted the low
bid of $36,390, which includes a $l000 bid bond. Unanimously approved.
APPROVAL OF MINUTES - FEBRUARY 9, 10, and 17, 1987
Motion made by Commissioner Irvin, Seconded by Downey to approve of the Minutes of
the Meetings of February 9, l0 and l7, l987, as submitted. Unanimously approved.
SALE OF EXCESS STATE PROPERTY
County Administrator, Barry Teach, informed the Commisioners that the State of
Maryland is selling 3.57 acres in the southwest corner of Routes 58 and 8l and that
the State would like to know if the County is interested in purchasing this
property. The Commissioners took this matter under advisement at this time.
TRANSFER OF FUNDS - SHERIFF'S DEPARTMENT
Motion made by Commissioner Snook, seconded by Roulette to approve of the transfer
of $3500 from Gasoline in the Judicial Budget (10-450-010) to Telephone, Patrol
Division (40-430-000). Unanimously approved.
HEALTH DEPARTMENT - ORDINANCE TO ESTABLISH FEES FOR CERTAIN SERVICES
PROVIDED BY
THE HEALTH DEPARTMENT
After due consideration of the matters and facts adduced at the public hearing held
on February l0, l987, the written correspondence received within the ten (l0) day
period following the hearing and the comments by the Health Department regarding
the amendments proposed by the Commissioners, a MOTION was made by Commissioner
Snook, seconded by Roulette to approve the Ordinance to Establish Fees for Certain
Services provided by the Health Department as advertised with the following
amendments: Septic system certification for lending institutions - $l0; water
samples from an existing well - $l0, with a maximum charge of $30 per year for
three tests per calendar year; and a fee of $40 will be charged for percolation
tests with a fee of $25 charged for additional lots in the same subdivision being
tested at the same time. Unanimously approved. The Ordinance to Establish Fees
for Certain Services at the Health Department is subject to approval by the
Secretary of the Department of Health & Mental Hygiene.
SUPPORT OF STATE SENATE BILL 404
Motion made by Commissioner Roulette, seconded by Irvin to support State Senate
Bill 404 and request that Washington County be added to the Bill which would remove
payments which prisoners receive working for the County as being eligible for the
purposes of Workers Compensation coverage. Unanimously approved.
