Home My WebLink About26.04.09 - Minutes, Hag Regional Airport Hagerstown Regional Airport Advisory Commission Meeting Minutes of April 9, 2026 Page 1 of 4 HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION Minutes of the Open Meeting April 9, 2026 The Hagerstown Regional Airport Advisory Commission (AAC) held a public meeting on Thursday, April 9, 2026, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room, 18434 Showalter Road, Hagerstown, Maryland. Commission members present: Austin Colby (Chair), Curtis Berry (Vice Chair), Laurence Gross, George Meyer(via-telecom), John Cavey,Aaron Vittini and ex-Officio County Commissioner Randall Wagner. County staff members present included Andrew Eshleman(Director of Public Works),Neil Doran(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Jonathan Horowitz (Director, Business Development), Tina Smith(Airline Station Leader), Giselle Butt (Office Manager) and David Douglas (Administrative Assistant). CALL TO ORDER Austin Colby called the meeting to order on April 9, 2026, at 3:01pm. CITIZEN'S PARTICIPATION None. No visitors were in attendance. APPROVAL OF MINUTES A motion was made by Mr. Cavey and seconded by Mr. Gross to approve the minutes of the March 19, 2026 meeting. The motion passed unanimously. AIRPORT DIRECTOR'S REPORT Neil Doran, Airport Director,provided his report including: ➢ Mr. Doran and Mr. Eshleman attended an air service development conference in Las Vegas the week of March 30'h ➢ Mr. Doran will be in California the week of April 131h at another conference meeting with Landline, Breeze, Avelo, Sky West, and American Airlines. ➢ Mr. Doran was reviewing state budget documents and discovered a presentation the Maryland Aviation Administration(MAA)was making to the state legislature showing the decrease in passengers from 27 million in 2024 to 24.6 million today. Also discovered in the report was the cost per enplanement and out of the 98 non-crew based operations, Hagerstown Regional Airport (HGR) currently has the 18'h lowest cost for Allegiant. ➢ HGR will not be applying for Small Community Air Service Development grant(SCASD) this year. ➢ Some airline employees are getting push back qualified. Hagerstown Regional Airport Advisory Commission Meeting Minutes of April 9, 2026 Page 2 of 4 ➢ New hires at the airport are Tamely Beaver, Joshua Hull and Jordan Leach. ➢ Rate hearing for the T-Hangars rent increase of 3% is on April 281h ➢ Airport's budget hearing was on March 241h ➢ Mr. Doran updated the new Transportation Secretary on airport priorities. ➢ The highway signs will not be able to be updated with HGR's logo. ➢ The firetruck from Dallas/Fort Worth should be here end of April or early May. ➢ Appraisals for Nick's Airport Inn and Civil Air Patrol are under review. ➢ Pennsylvania's application was accepted to the Electric Vertical Take Off and Landing. Integration Pilot Program(EIPP). It was a multi-state collaborate which included Maryland and Hagerstown is one of 28 site participants. AIRPORT OPERATIONS REPORT Mr. Bolanowski, Airport Operations & Security Manager, provided his report including: ➢ Airport badging process continues with several companies already completing the process. ➢ March 24th Digging and Rigging placed the new HVAC unit on the Royal Aircraft/Mountain Air Cargo building. ➢ Meeting with ADCI regarding the 30% design review for Taxiway H and the T-Hangar taxiways. This project is scheduled to begin late summer or fall. ➢ Airport tours with Charles County and the Cub Scouts. ➢ Working with Tetra Tech to advance our Airport Emergency Plan. A stake holder meeting is scheduled for April 29th ➢ Mr. Bolanowski was happy to see the turnout for the groundbreaking ceremony. ➢ This morning Mr. Bolanowski attended Sierra Nevada Corporation(SNC) first quarter safety briefing. ➢ Terminal construction is scheduled to begin on April 13th ➢ Full-scale drill planning: o Meeting with Washington County Office of Emergency Management(OEM) on April 16th. o A follow-up meeting with the Maryland Department of Emergency Management (MDEM) on April 20th regarding status of the planning process. AIRLINE SERVICES UPDATE Ms. Smith, Airline Station Leader,provided her report including: ➢ Last week Ms. Smith and two of her staff members received training on the push-back equipment in Allentown. ➢ Using the ramp is going fair to good. Hagerstown Regional Airport Advisory Commission Meeting Minutes of April 9, 2026 Page 3 of 4 ➢ Department of Transportation(DOT) and Allegiant have rolled out revised wheelchair training. Every employee that may interact with a passenger in a wheelchair has been through the training. ➢ Still have one position open for the snack bar. COMMISIONER UPDATE Mr. Wagner, County Commissioner, provided his report including: ➢ Mr. Wagner wanted to thank everyone for a very nice groundbreaking event. ➢ Still working on budgets and filling various County staffing positions. ➢ Neil Parrot was confirmed yesterday and will fill in for Mr. Harvey until November. BUSINESS DEVELOPMENT UPDATE Mr. Horowitz, Director of Business Development, provided the following updates: ➢ Expecting an earnest deposit on the Buccee's project. ➢ TA Travel Centers has shown interest in the Cushwa Farm property at the southwest corner of the intersection of I-81 and I-70. ➢ A Tesla charging location is going in on 63 South by Royal Farms. ➢ Ms. Dwyer in Business Development is working on bringing a Maintenance Repair Operations (MRO) to the vacant property on the tarmac. ➢ Johnathan Engineering, who bought Electromet Corporation,will be moving into the Western Maryland Parkway building. They make Faraday cages-electromagnetic pulse protection equipment. AAC MEMBER UPDATES ➢ Mr. Berry gave member updates including: o Agreed with Mr. Colby that Young Eagles flights will begin in two weeks. Young Eagles is a flight program through the experimental aircraft association that gives free flights to kids between the ages of 8-17. Young Eagles flights have been happening for a few years. o "Cessnas to Oshkosh"is formation flight training that flies Cessnas to Oshkosh every year. o Civil Air Patrol National Flight Academy- Two ground school weekends: the first weekend is April 18th and the second weekend is in May, and the flight portion is the last week of June into the first week of July. Everyone did an excellent job. ➢ Mr. Colby gave member updates including: o First Breach is working to bring in a new partner to the business to set up robotic manufacturing of the aircraft in Hagerstown. Also, to create different classes of drones from low-cost disposables to high-cost Intelligent Surveillance Reconnaissance (ISR). CLOSED SESSION Motion made at 3:52 pm by Mr. Gross and seconded by Mr. Cavey to enter closed session to consult with staff, consultants, or other individuals about pending or potential litigation. The motion passed unanimously. Present during the closed session were Austin Colby(Chair), Curtis Berry(Vice Chair), Laurence Gross, George Meyer(via-telecom), John Cavey, Aaron Vittini and ex-Officio County Commissioner Randall Wagner. County staff members present included Andrew Eshleman (Director of Public Works),Neil Doran (Airport Director), Gene Bolanowski (Airport Operations & Security Manager), and David Douglas (Administrative Assistant). In closed session, the commission discussed; ➢ Updates on pending or potential litigation RECONVENE IN OPEN SESSION Motion made at 4:31 pm by Mr. Vittini and seconded by Mr. Gross to re-enter open session. The motion passed unanimously. ADJOURNMENT Motion made to adjourn by Mr. Gross. Motion was seconded by Mr. Cavey.
