Minutes of Gaming Commission
Meeting held virtually via Zoom.
February 12, 2026
Members Present via Zoom: Matt Schnebly - Chair, Marilee Kerns - Vice Chair, Dawn Wintermoyer,

I. Opening — Welcome
Matt Schnebly -Chair called the meeting to order at 3:01 p.m. and welcomed everyone.
II. Approval of Minutes: October 15, 2025
A motion was made by Paul Crampton, Jr.; seconded by Marilee Kerns — Vice Chair to
approve October 15, 2025, minutes as written; motion approved.
Ill. Financial Report and Director's Comments — Maria Kramer
To date, gaming revenue is on target. We are currently $1,326.66 (11%) below where we
were at this time last year. On January 6, 2026, the first disbursement was made to the Fire
and Rescue Association in the amount of $526,871.91.
There is significant new business to discuss.

V. New Business:
Open Meetings Act
The Committee discussed public participation procedures in accordance with Open Meetings
Act. Previously, agenda items listed this portion of the meeting as "Citizens Participation."
As the Committee's meetings are subject to the Open Meetings Act, meetings will remain
open to the public except when discussion is qualified as permitted by law. If discussion
pertains to funding workshop allocations or sensitive issues, the Committee will enter closed
session in accordance with the Open Meetings Act.
The County webpage will list all scheduled meetings. Individuals interested in attending are
asked to request the Zoom link in advance. If an individual is unable to participate via Zoom
and wishes to attend in person, the agenda will indicate whether the Committee anticipates
entering closed session. If the Committee goes into closed session, members of the public will
not be permitted to participate during that portion of the meeting, in accordance with the Open
Meetings Act.
Humane Society Returned Funds
The Humane Society was unable to expend $1,850 of its FY25 awarded funding due to the
loss of its veterinarian. The unspent funds were returned and will be added to the total funding
amount available for allocation at the June funding workshop.
Review and approval of FY2026 Gaming Fund Application and Documents
A rubric scoring sheet has been added to the application. The rubric will be included for
organizations to review so they can see how their applications are scored based on
completeness. In addition, applicants will be required to submit a budget narrative detailing
any additional funding sources and the amounts requested.
Reaffirm Application Distribution and Meeting dates:

❖ Thursday, May 14, 2026 — Application Distribution
❖ Tuesday, June 9, 2026, 8:30 a.m. — 5 p.m. Funding Hearing (in person)
❖ Tuesday, June 30, 2026, 8:30 a.m. — 3 p.m. Funding Workshop (in person)
❖ August TBD — Report to County Commissioners

VII. Adjournment
A motion to adjourn was made by Michael Standord; seconded by Dawn Wintermoyer for
adjournment: so, moved, meeting adjourned at 3:29 p.m.
