Vice-Chair, Julie Sanders, called the meeting of the Washington County Parks &
Recreation Advisory Board to order at 3:18 pm. Guests were Jaime Dick, Director of
Parks & Recreation; Rob Holsinger, Recreation Supervisor; Travis Allen,
Comprehensive Planner; Pam Boyd, Parks Manager; Matthew Burton, Supervisor of
Construction WCPS
Approval of Minutes
Ms. Sanders asked for any additions or corrections to the minutes of March 5, 2026,
Parks & Recreation Advisory Board meeting.
With no corrections or additions, the minutes passed as presented unanimously, 5-0 by
the Board. Mike Tesla made the motion to approve the minutes; Eric Michael seconded
the motion.

Washington County
Jaime Dick, Director of Parks & Recreation, presented the POS request for FY2027.
Park Name: Marty Snook Park
Project Name: Multimodai Trail and Parking
POS Funds Requested: $400,000
Local Funds: $400,000
Other Funds: $700,000 - Greenspace Equity Funds requested, not received
Total Project Cost: $1,550,000
The planned expansion of the park's multi-use trail network represents a meaningful
and much needed improvement. This project will provide a looped pedestrian pathway
that runs parallel to the access road providing a safe pathway for walking, running, and
biking which are activities that consistently rank among the most used and most
requested amenities in the County's Land Preservation, Parks, and Recreation Plan.
The new trail connection will also enhance internal park circulation and reduce
pedestrian and bicyclist safety concerns by creating a dedicated pathway linking key
amenities, while simultaneously improving the park's vehicle parking capacity.
Presently, parking demand is overcapacity with vehicles parking on uneven grass
shoulders and pedestrians walking along a constricted roadway to access the park
amenities.
Mr. Dick presented a site plan outlining existing park pedestrian access locations, park
boundaries, current pathways and proposed pathway improvements. To Note: The
limits of the access road 2-way and 1-way traffic flow and on-street parking to be
determined by Engineering study. He also shared existing photos of Marty Snook Park
and existing trail illustrating parking demands near the football field, parking in
undesignated areas along access road, pedestrian use of the access road with
oncoming traffic, and potential areas for trail expansion/roadway cross-section
adjustments near baseball fields, Marty's Mythical Woods and section near football
fields.
Additionally, Mr. Dick presented a concept plan of the travel lane and parking lane with
the protected bike and pedestrian path. To Note: Where terrain and grading allow, the
paved delineated/gore area will be replaced with a wider landscape verge area. The
traffic study will determine the direction of traffic flow.

Black Rock Golf Course Update
Spring has arrived at the Course, and they have been having good days and numbers.
Mike Tesla mentioned the trash at Kiwanis Park and not having a trash can by the
picnic table in the gazebo and trash being left on the picnic table. Mr. Dick said he
would reach out to the Mark Haddock at the City.
Next Scheduled Meeting
Next scheduled Board meeting will be held on May 7, 2026, at 3:20 pm in the ARCC on
the campus of HCC, Room 220.

New Business
2027 Draft Land Preservation, Parks and Recreation Plan Survey
Travis Allen, Comprehensive Planner for Washington County, provided the Board with a
draft of the Land Preservation, Parks and Recreation Plan survey for the Board to
review. The format of the survey is dictated to a great extent by the overall Plan
guidelines developed by DNR, which look for specific measures for park usage, access,
etc.
Plan Purpose
• Land Preservation, Parks and Recreation Plan (LPPRP) is the County's long-
range plan which governs the public provision of parks, recreation and open
space.
• It sets a long-range vision for the improvement of these resources for public
benefit and is updated every 5 years.
• LPPRP is perquisite for counties to receive POS funding
o Individual projects should be consistent with the overall plan
• County plans inform statewide LPPRP which is prerequisite for state to receive
federal Land and Water Conservation Funds
Survey Purpose
• Survey is required by LPPRP guidelines to help measure user demand, identify
strengths and weaknesses of the current parks and recreation system and inform
the writing of the plan
• Guideline criteria informing survey questions
o Locations and size of parks and recreation facilities, as well as the
amenities available to the public
o Rates of park use and public participation in various types of recreation

With no further discussion, Ms. Sanders asked for a motion to adjourn the meeting.
Tom Hoffman made the motion to adjourn; Eric Michael seconded the motion. The
meeting was adjourned at 3:55 pm.
