Meeting Minutes

Monday, March 9, 2026, 7:00 p.m.
I. Call to Order - The meeting was called to order at 7:02 pm.
II. Attending: Terence Ngwa (Chair), Angela Yamashita (Vice Chair), Jeanine
Salifou (Secretary), Eric Schwartz, and Allenia Washington (quorum reached)
Absent: Councilwoman Tiara Burnett (City of Hagerstown), Vacant County
Commissioner (ex officio, Washington County Board of Commissioners), and
Darrell Evans (ex officio, WCPS Board of Education)
Guest Attendance: Pastor Les McIntosh with Impact Ministries- Hagerstown
Campus
III. Agenda approved (Angela motioned, Allenia seconded)
IV. Review, approval, and adoption of February minutes (Angela motioned to
approve February minutes with corrections, Eric seconded)
V. Introduction of Guests/Public Comments –
Pastor MacIntosh joined the meeting at 7:39. Opened the comments at 7:56
Who will be our new liaison with the County Commissioner? My heart and
passion bleed with diversity and inclusion.
VI. Liaison Reports
● WCPS – Darrel Evans (absent)
● City of Hagerstown – Councilwoman Tiara Burnett (absent)
● Vacant County Commissioner (absent)

VII. Old Business
● NAACP Black Market update
● Allenina and Angela attended. It went well and had numerous visitors. The
tablecloth does not indicate the Washington County logo. The pens and
notepads worked. Have an informational card or QR code to promote our
meetings. The majority of the attendees are against the ICE Detention
Center. Good selection of vendors. Candidates running for office attended.
● Terence wants to invite all of the candidates for County Commissioners
who are running to attend our meeting. Angela suggested a public forum
just for them. Eric suggested the library as a venue on a Saturday
afternoon. We may have to have security. Angela will see if we can
co-sponsor with HARC.
● Update – D&I Committee vacancies
● Terence discussed that we have two vacancies. Fatima has resigned. And
a vacancy for a youth member. We have five applications. Read the
comments regarding the vacancy announcement.
● Creation of a youth member position
● “Excellence in Diversity” award – Attitudes of America award, next steps
● Allenia and Jeanine will put together verbiage. Terence will share the
report Fatima/Zunny worked on.
● Draft 2025 D&I Committee Report for adoption. Terence will see if we can
do this at the April meeting.
● Public Comments for ICE Detention Center
● Called to action from the NAACP. This is polarizing if we need to stay
diverse and inclusive.
VIII. New Business
● Have a new retreat once the new members come in.
IX. The meeting adjourned at 8:05 p.m.
