HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION
Minutes of the Open Meeting
February 12, 2026
The Hagerstown Regional Airport Advisory Commission (AAC)held a public meeting on Thursday,
February 12, 2026, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members present: Austin Colby (Chair), Curtis Berry(Vice Chair), Laurence Gross,
George Meyer, Sam Cool, John Cavey,Aaron Vittini and ex-Officio County Commissioner Randall
Wagner. County staff members present included Neil Doran(Airport Director), Gene Bolanowski
(Airport Operations & Security Manager), Jonathan Horowitz (Director, Business Development),
Tina Smith(Airline Station Leader), Giselle Butt(Office Manager) and David Douglas
(Administrative Assistant).
CALL TO ORDER
Austin Colby called the meeting to order on February 12, 2026, at 3:02 pm.
CITIZEN'S PARTICIPATION
None. No visitors were in attendance.
APPROVAL OF MINUTES
A motion was made by Mr. Cool and seconded by Mr. Gross to approve the minutes of the January 8,
2026, meeting. The motion passed unanimously.
AIRPORT DIRECTOR'S REPORT
Neil Doran, Airport Director,provided his report including:
➢ Mr. Doran attended two events in Annapolis: Washington County Day on January 27th and
Aviation Day on February 11th
➢ Mr. Doran had a great call with Landline and received the pricing and proposed schedule.
➢ Secretary of Commerce Harry Coker signed a letter of support that will be sent to Avelo
Airlines supporting a Crew Base idea at Hagerstown Regional Airport(HGR)
➢ Mr. Doran attended National Transportation Safety Board(NTSB)training in DC on
January 151h
➢ Preconstruction meeting for the Terminal Expansion project was held on January 20th. A
Terminal Groundbreaking event is scheduled for April 7th at 12:30pm.

➢ Discussion with Senator Corderman and other State officials regarding State Highway signs
not allowing HGR or Salisbury Regional Airport(SBY)to use their logos or airport
symbols on signs
➢ HGR purchased an Air Start unit and are working to rehabilitate the unit.
➢ The first home on the list of residual properties to be demolished is complete. The second
house on the list is getting prepped for demolition.
➢ Carpet cleaning was completed for the Transportation Security Administration(TSA)
breakroom and the airport's administrative offices.
➢ Air Rescue and Fire Fighting (ARFF) firetruck needs: One truck is needing a new
transmission which may cost an estimated$65,000.00 and a third truck is needed for
redundancy and to support Sierra Nevada Corporation (SNC) standbys. HGR has several
options to bid on for used trucks.
)0, HGR has been set up a vendor with AIR Card for deicing services.
➢ Mr. Doran wanted to express his appreciation and praise for a job well done to our snow
team. They did a great job responding to the recent snow event. They kept flights from
canceling and the airport open.
➢ A comprehensive commercial inspection of the Plane Care Property is being scheduled
➢ Mr. Doran attended the State of the County on February 3ra
➢ HGR has been approved to receive a$1.5 million grant to advance the tower design from
30%to 100%.
OPERATIONS REPORT
Mr. Bolanowski, Airport Operations & Security Manager,provided his report including:
➢ Preliminary meeting with the Maryland Department of Emergency Management(MDEM)to
discuss the Tri-annual full-scale exercise drill that is scheduled this year at HGR. MDEM is
agreeing to help HGR with planning efforts.
➢ Meeting with TSA Cyber Outreach team and the County's IT team.
➢ A planned VIP movement on January 24`h was cancelled due to weather.
➢ Mr. Bolanowski wanted to praise the snow team for all their efforts and long hours during the
snow event on January 24th and 25 h.
AIRLINE SERVICES UPDATE
Ms. Smith,Airline Station Leader,provided her report including:
➢ Ms. Smith's staff will receive training on the ground security equipment and push back
equipment.
➢ Ms. Smith's staff will be part of the planning for the full-scale exercise drill this year at HGR.

➢ There was a TSA auditor inspection today and the inspection went well.
COMMISIONER UPDATE
Mr. Wagner, County Commissioner,provided his report including:
➢ Mr. Wagner wanted to thank the staff for their efforts with the snow event
➢ Mr. Wagner will bring the needs of the airport to the Board of County Commissioners.
➢ Randy Leatherman was officially appointed today as a County Commissioner.
BUSINESS DEVELOPMENT UPDATE
Mr. Horowitz, Director of Business Development, provided the following updates:
➢ Mr. Horowitz reports there is no available warehouse space in Washington County.
➢ Mr. Horowitz had a meeting at Pittsburgh Institute of Aeronautics (PIA)to meet their new
director and to discuss compiling a list of who is hiring most of their graduates.
➢ Mr. Horowitz gave a presentation to the Governor's Sub-Cabinet meeting on Economic
Competitiveness on January 26tn
➢ The Goodwill property on Pennsylvania Avenue is for sale
➢ Tri County Counsel of Western Maryland engaged Montrose Environmentalist as a consultant
to assist with an application for an Environmental Protection Agency (EPA) Brownfields
Assessment Coalition Grant. If approved,this site characterization grant will assist in the
ground cleanup of contaminated properties.
AAC MEMBER UPDATES
➢ Mr. Gross praised the Highway Department and the airport staff for their response to the snow
event.
➢ The Fairchild A-10 aircraft being exhibited at Hagerstown Aviation Museum(HAM)has
been demilitarized.
➢ The Young Eagle flight schedule has been updated on HAM's 2026 event calendar.
➢ HAM will participate in the Fourth Annual Frederick Festival of Flight being held October
3ra
➢ HAM is moving forward with the executive hangar acquisition.
➢ In mid-to-late June HAM will be bringing in the B-17 and the B-29, and both aircraft will be
doing their 100-hours inspections at HAM.
➢ In May HAM will hold the Military Vehicle show.

CLOSED SESSION
Motion made at 4:02 pm by Mr. Gross and seconded by Mr. Cool to enter closed session to discuss
the appointment, employment, assignment,promotion, discipline, demotion, compensation, removal,
resignation, or performance evaluation of appointees, employees, or officials over whom this public
body has jurisdiction; any other personnel matter that affects one or more specific individuals. The
motion passed unanimously.
Present during the closed session were Austin Colby(Chair), Curtis Berry(Vice Chair), Laurence
Gross, George Meyer, Sam Cool, John Cavey, Aaron Vittini and ex-Officio County Commissioner
Randall Wagner. County staff members present included Neil Doran(Airport Director), Gene
Bolanowski(Airport Operations & Security Manager) and David Douglas (Administrative Assistant).
RECONVENE IN OPEN SESSION
Motion made at 4:14 pm by Mr. Cool and seconded by Mr. Berry to reenter open session. The motion
passed unanimously. Motion made by Mr. Gross and seconded by Mr. Berry for the commission to
vote to recommend to the BOCC Rob Ferree to serve on the AAC. The motion passed unanimously
ADJOURNMENT
Motion made to adjourn by Mr. Cool. Motion was seconded by Mr. Meyer. The meeting was
adjourned at 4:15 p.m.
