HAGERSTOWN REGIONAL AIRPORT ADVISORY COMMISSION
Minutes of the Open Meeting
September 11, 2025
The Hagerstown Regional Airport Advisory Commission (AAC)held a public meeting on Thursday,
September 11, 2025, at 3:00 p.m. at the Hagerstown Regional Airport Terminal Conference Room,
18434 Showalter Road, Hagerstown, Maryland.
Commission members present: Austin Colby (Chair), Curtis Berry(Vice Chair), Laurence Gross,
George Meyer, Sam Cool,Aaron Vittini and ex-Officio County Commissioner Randall Wagner.
County staff members present included Andrew Eshleman(Director of Public Works),Neil Doran
(Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Machelle Dwyer
(Business Leader, Business Development) and David Douglas (Administrative Assistant).
CALL TO ORDER
Austin Colby called the meeting to order on September 11, 2025, at 3:02 pm.
CITIZEN'S PARTICIPATION
None. No visitors were in attendance.
APPROVAL OF MINUTES
A motion was made by Mr. Cool and seconded by Mr. Gross to approve the minutes of the August
21, 2025, meeting. The motion passed unanimously.
COMMISIONER UPDATE
Mr. Wagner, County Commissioner, provided his report including the ceremonies being held today in
honor of 9/11. The county received extra money from revenues due from the state and investments in
the amount of$20 million dollars. Because of this revenue the Board of County Commissioners of
Washington County(BOCC) approved an investment of$1.5 million in a new firetruck and
ambulance and an investment of$1 million in agriculture preservation for Washington County.
BUSINESS DEVELOPMENT UPDATE
Mr. Horowitz, Director of Business Development, was unable to attend the meeting. In his absence,
Ms. Dwyer, Business Leader,Business Development, attended and had no current updates.
AAC MEMBER UPDATES
Mr. Colby spoke about the Fairchild Aircraft 100th Anniversary Homecoming celebration being held
this weekend from September 12th -14th at the Hagerstown Aviation Museum(HAM). HAM is
estimating 10,000 or more in attendance over the three-day event. On September 22"d, HAM will
acquire for permanent display a retired Fairchild A-10 aircraft.

AIRLINE SERVICES UPDATE
Ms. Smith was unable to attend the meeting. No update given.
AIRPORT OPERATIONS REPORT
Mr. Bolanowski, Airport Operations & Security Manager,provided his report including:
➢ An update on CAP summer flight academy
➢ Planning is ongoing for the Aviation Education and Career Expo being held on November 7th
The Golden Knights Parachute Demo team is doing a"drop in" during the event.
➢ HangarFest will be held on September 20th at the Rider Jet Center(RJC)
➢ The airport's annual TSA inspection has been ongoing, and no issues have been reported
AIRPORT DIRECTOR'S REPORT
Neil Doran,Airport Director,provided his report including that Maryland's Comptroller, Brooke
Lierman,will be visiting Hagerstown Regional Airport on September 13th and will tour the Air
Traffic Control Tower and Rider Jet Center. Tim Sieber, a Volaire consultant, and Mr. Doran
presented the Air Carrier Incentives Plan to Greg Snook, President and CEO of the Washington
County Industrial Foundation (CHIEF), and Mike Ross, President of the Franklin County Area
Development Corporation (FCADC). Mr. Ross was impressed by the presentation and has arranged
for Mr. Sieber to present the plan at a joint board meeting of the Chambersburg Chamber and
Franklin County Area Development Corporation on October Wh. Mr. Doran met with Siera Nevada
Corporation(SNC)regarding their preference for additional room between their facilities and the
public access areas for security purposes. They are looking for more security in the form of guard
shacks and security fence enclosures. They are also looking for additional parking, hangar and
storage spaces. HGR is working with CLEAR for a possible Pre-Check Enrollment Pilot event at the
airport. Mr. Doran congratulated Mr. Bolanowski and Mr. Leach for celebrating 10 years with
Washington County.
AIR CARRIER INCENTIVES PLAN
Mr. Doran presented to the commission the proposed new Air Carrier Incentives Plan. The proposal
includes incentives for new and expanded airline services, as well as ground transportation providers
who meet the eligible requirements. HGR also intends to apply for the Small Community Air Service
Development(SCASD) grant again this year. The Airport Advisory Commission(AAC) fully
supports Mr. Doran to present the Air Carrier Incentives Plan to the BOCC. Motion was made by Mr.
Cool and seconded by Mr. Gross. The motion passed unanimously.

CLOSED SESSION
Motion made at 3:53 pm by Mr. Cool and seconded by Mr. Berry to enter closed session to discuss
the appointment, employment, assignment,promotion, discipline, demotion, compensation, removal,
resignation, or performance evaluation of appointees, employees, or officials over whom this public
body has jurisdiction; any other personnel matter that affects one or more specific individuals.
The motion passed unanimously.
In the closed session, the Commission discussed and reached a consensus to:
Rank and recommend to the Board of County Commissioners of Washington County
the applicants to fill the vacant seat and to serve on the Airport Advisory Commission
Present during the closed session were Austin Colby(Chair), Curtis Berry(Vice Chair), Laurence
Gross, George Meyer, Sam Cool, Aaron Vittini and ex-Officio County Commissioner Randall
Wagner. County staff members present included Andrew Eshleman(Director of Public Works),Neil
Doran (Airport Director), Gene Bolanowski (Airport Operations & Security Manager), Machelle
Dwyer(Business Leader, Business Development) and David Douglas (Administrative Assistant).
RECONVENE IN OPEN SESSION
Motion made at 3:58 pm by Mr. Cool and seconded by Mr. Gross to reenter open session. The motion
passed unanimously. Motion made by Mr. Berry and seconded by Mr. Meyer for the commission to
vote to recommend to the BOCC John Cavey to serve on the AAC. The motion passed unanimously.
ADJOURNMENT
Motion made to adjourn by Mr. Meyer. Motion was seconded by Mr. Gross. The meeting was
adjourned at 3:59 p.m.
