Monday, July 14, 2025 @ 7:00 p.m.
I. Quorum and Call to Order in Open Session called to order at 7:02 p.m. II. Board Attendance: Terence Ngwa (Chair), Angela Yamashita (Vice-Chair), Jeanine
Salifou (Secretary), ZSun-nee Miller-Matema, Fatima Sakarya, Eric Schwartz, and Allenia Washington Ex officio Attendance: Darrell Evans (Board of Education)
Guest/Public Attendance: Ethan Lowell Absent: Tiara Burnett (Hagerstown Councilwoman) and County Commissioner Derek Harvey III. Approval of agenda (Eric/Angela)
IV. Review, approval, and adoption of May Minutes: (Fatima/Allenia) ● There was no quorum for the June meeting.
V. Introduction of Guests/Public Comments *Public Comments are limited to 2 minutes per person* ● Ethan Lowell -The shooting that occurred downtown that allegedly
involved black 4 teenagers is allegedly gang-related and drug-related. It was brought up to the City Council. African-American kids walk to school in the neighborhood. The NAACAP is asking for children to be bused. ● Terence said we were invited to the Boys and Girls Club to engage with the Youth regarding the crime area.
VI. Liaison/Ex-Officios Reports
● Darell Evans reported that the school year is finished. Some more teachers were hired. Some paraprofessionals' jobs were cut from the budget. There is a shortage of bus drivers, and can’t find enough of them.
VII. Old Business
● Hancock Farmers Market ● Fatima reached out for us to have a table. Attendance has been low. Two dates in August. Have availability on August 2nd and 9th for four hours
● Boonsboro Farmers Market
● Terence said every Tuesday is busy and diverse. They have coffee from all over the world. Diversity in ethnic foods that they are selling. Fatima will follow up ● Black Owned Business Community Mixer
● Terence attended their very formal event in May.
● Pride Event ● Fatima and Allenia attended. A lot of people did not know we are a committee. They understood what we are able to do and not do. A lot of people passed the voting station. We are not going anywhere

need to be open to this population ● Committee Budget/Purchase of committee swag/giveaway items ● We are in a new fiscal year. We want a virtual meeting platform (separate Zoom account) when the weather is inclement. Zoom
link has to be in the agenda and available for the public. We will
continue to meet in the summer because of the multiple events. Terence needs to give the cost of the Zoom payment to vote on it being spent
● Formulation of an “Excellence in Diversity” award – Attitudes of America
award ● Provide an electronic document about the award criteria
VIII. New Business (Executive Session)
● Fatima will provide verbiage for this section
● Discussion of Doleman Black Heritage Museum email/social media misunderstanding ● Money is not being spent well ● Risk analysis in attending an event
