Washington Street, Room 1601 Hagerstown, MD 21740 Minutes of Gaming Commission July 9, 2025 Members Present: Matt Schnebly — Chair, Mike Hansen — Vice Chair, Selena Wilkes, Dawn Wintermoyer, Marilee Kerns, Paul Crampton, Jr. and Michael Stanford Members Absent: None Staff present: Maria Kramer — Director, Carsten Ahrens — Sr. Grant Manager, and Julie Mackereth I. Opening — Welcome Matt Schnebly - Chair called the meeting to order at 8:30 a.m. He welcomed everyone. II. Citizens Participation None scheduled III. Approval of Minutes: June 12, 2025 A motion was made by Marilee Kerns; seconded by Selena Wilkes to approve June 12, 2025, minutes as written motion approved IV. Financial Report Director Kramer reviewed the FY2025 Gaming Fund financial report that was included in each commissioner's packet. She reported that 78 organizations submitted 89 funding requests, totaling $3,232,196.09. The total amount of Gaming Funds available for FY2025 allocations was $2,347,408.89. By statute, half of this amount is distributed to the Fire & Rescue Association, leaving $1,173,704.45 available for general allocations. Director's Comments Director Kramer thanked Mike Hansen for serving his second term on the Gaming Commission and expressed appreciation for the time, thoughtfulness and dedication shown by all the commissioners. She also encouraged anyone who knows of someone who may be interested in serving on the Gaming Commission to reach out to her. VI. Old Business None VII. New Business Conduct 2025 Gaming Fund Allocation Workshop 8:41 a.m. Matt Schnebly — Chair requested a motion to enter closed session; Marilee Kerns motioned; Dawn Wintermoyer seconded, motion approved 12:57 p.m. Matt Schnebly — Chair requested a motion to reconvene in open session; Mike Hansen motioned: Dawn Wintermoyer seconded, motion approved Michael Stanford, Marilee Kerns and Paul Crampton, Jr. abstained from voting on allocations for organizations with which they have ties. Matt Schnebly — Chair asked for a motion to accept the Gaming Fund allocations as awarded by the Gaming Commissioners, Paul Crampton, Jr., motioned: seconded by Marilee Kerns, unanimous vote: motion approved VIII. Commissioner's Comments — Expressions of thanks and appreciation were shared throughout the room by both the staff and the Gaming Commissioners. XI. Adjournment A motion to adjourn was made by Paul Crampton, Jr.; seconded by Mike Hansen for adjournment, so moved, meeting adjourned at 1:05 p.m. Meeting Reminder: July 29, 2025 — The Gaming Fund award allocations will be presented to the Board of County Commissioners (BCC).
