The Regular Meeting of the Board of County Commissioners of Washington
County, Maryland, was called to order at 9:00 a.m. by President Gregory I.
Snook with the following members present: Vice President John S. Shank, and
.
Commissioner R. Lee Downey
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
APPROVAL OF MINUTES - SEPTEMBER 8, 1998
Motion made by Commissioner Downey, seconded by Shank, to approve the
minutes of September 8, 1998, as submitted. Unanimously approved.
CONTRACT AWARD - #2 HEATING FUEL
Motion made by Commissioner Shank, seconded by Downey, to piggyback the
Board of Educations bids for #2 Heating Fuel and award the contract to
Southern States for tank wagon loads at the price of $.5035 per gallon
delivered and to award the contract to Petroleum Trades for transport loads
in the amount at the price of $.3999 the per gallon delivered. Unanimously
approved.
Commissioner Bowers arrived at 9:11 a.m.
CONTRACT AWARDS - INTERAGENCY FAMILY PRESERVATION PROGRAM AND RETURN &
DIVERSION PROGRAM - LOCAL MANAGEMENT BOARD
Motion made by Commissioner Bowers, seconded by Shank, to award the contract
for the Interagency Family Preservation Program to the Washington County
Department of Social Services which submitted the sole proposal of $5,620
per family unit to perform the subject services, contingent upon the
Department of Social Services submitting a copy of the year-end financial
report which it submits to the State; and to award the contract for the
Return & Diversion Program to the Washington County Association for Retarded
Citizens which submitted the sole proposal of $509.01 per month to perform
the subject services. Both contracts are for a nine-month period with two
one-year options for renewal with funding to be provided by the Governors
Office for Children, Youth and Families through the Local Management Board
(LMB). Unanimously approved.
COMMISSIONERS REPORTS AND COMMENTS
Commissioner Downey reported on the Advisory Board of Health meeting and the
Planning Commission meeting. He also expressed concerns on the Department
of Transportations proposal to install a roundabout at the intersection of
Maryland Routes 40 and 63. Commissioner Downey stated that he attended the
open house held at the Fire & Rescue Communications Department. He reported
on the Run Jane Run fund raiser sponsored by CASA. Commissioner Bowers
commented on the recent Grand Jury report and asked that Sheriff Mades be
scheduled on the agenda to provide an update on the number of deputies hired
to date at the Detention Center. He also asked that an entrance problem on
Hampton Road be reviewed. Commissioner Shank reported on the Agricultural
Education Center Board meeting. Commissioner Snook informed the
Commissioners that the Arts Council and the Commission for Women will
sponsor a Women in Art exhibition on October 24. He also requested
information on the impact that the activities held in County parks have on
the community.
BURNSIDE BRIDGE ROAD - SLOPE FAILURE
Gary Rohrer, Director of Public Works, met with the Commissioners to inform
them of an embankment failure along Burnside Bridge Road due to stream
erosion from several severe storms. Mr. Rohrer outlined three possible
options which could be used to correct this problem. He stated that the
least costly option would be to shift the road away from the stream channel
if an easement can be obtained to allow them to excavate the embankment.
Mr. Rohrer estimated that this work would cost $70,000 and asked the
Commissioners to approve the transfer of funds to allow the Engineering
Department to proceed.
Motion made by Commissioner Bowers, seconded by Shank, to approve the
transfer of $70,000 from surplus funds from closed-out projects to allow the
Engineering Department to proceed with the recommended option to correct the
embankment failure on Burnside Bridge Road. Unanimously approved.
JOINT VETERANS COUNCIL MEMORIAL - MARTY SNOOK PARK
James Specter and Ray Linebaugh, representatives of the Joint Veterans

Council, met with the Commissioners to provide an update on the memorial
wall to be constructed at Marty Snook Park. Mr. Linebaugh informed the
Commissioners that students of the International Masonry Institute are
working on the wall at this time. He stated that they feel the project
should be completed in time for the 1999 Memorial Day ceremony. Mr.
Linebaugh outlined the project and distributed the drawings for review. Mr.
Sprecher also expressed his appreciation to the Commissioners and the County
Administrator for their support in helping to locate a site for construction
of a veterans home in the County.
CDBG-ED GRANT AGREEMENT - TRUSERVE PROJECT
Motion made by Commissioner Shank, seconded by Downey, to approve the
Conditional Grant Agreement with the Maryland Department of Housing and
Community Development in the amount of $1,510,000 which will be applied by
Washington County and the Tri-County Council to the cost of purchasing 70
acres of land for the TruServ Project. Unanimously approved.
CITIZENS PARTICIPATION
Jeannine Humphreys suggested that the County consider holding a special
environmental week recognition ceremony.
BID AWARD - SITE PREPARATION & ROAD CONSTRUCTION - AGRICULTURAL EDUCATION
CENTER COMPLEX
Motion made by Commissioner Shank, seconded by Bowers, to award the contract
for site preparation and road construction at the Agricultural Education
Center Museum and Office Complex to P&W Excavating, Inc., which submitted
the low bid of $102,475. Unanimously approved.
COUNTY ADMINISTRATORS COMMENTS
Rodney Shoop, County Administrator, reminded the Commissioners of the
meeting of the Western Maryland Board of County Commissioners which will be
held in Allegany County on October 2. Mr. Shoop provided an update on the
search for a site for construction of a veterans home. He also reminded the
Commissioners that the County picnic will be held on Saturday, September 19.
Commissioner Bowers provided information on the Mack Trucks Rodeo which will
also be held on September 19.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Shank, seconded by Downey, to convene in closed
session at 10:49 a.m. to consult with counsel to obtain legal advice and to
consider proposals for businesses or industrial organizations to locate,
expand, or remain in the State, in accordance with Section 10-508 of the
State Government Article of the Annotated Code of Maryland. Unanimously
approved.
RECONVENE IN OPEN SESSION
Motion made by Commissioner Downey, seconded by Bowers, to reconvene in open
session at 11:52 a.m. Unanimously approved.
In closed session the Commissioners discussed one (1) item concerning a
proposal for a business or industrial organization to locate, expand, or
remain in the State and consulted with counsel to obtain legal advice on a
matter regarding a possible transfer of property.
ADJOURNMENT - LUNCHEON & TOUR OF HAGERSTOWN COMMUNITY COLLEGE PROJECT
Motion made by Commissioner Bowers, seconded by Downey, to adjourn at 11:52
a.m. in order to attend a luncheon and tour at Hagerstown Community College.
Unanimously approved.
