The Regular Meeting of the Board of County Commissioners of Washington
County, Maryland, was called to order at 8:30 a.m. by the Vice President,
John S. Shank, with the following members present: Commissioners R. Lee
Downey and James R. Wade.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Shank, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
INTRODUCTION OF NEW LOCAL MANAGEMENT BOARD EMPLOYEES
Kristin Grosh, Coordinator for the Office for Children, Youth, and Families,
introduced Marcia Mackley, Project Coordinator, and Clark Catlett, Fiscal
Specialist, who are new employees of the Local Management Board (LMB).
COMMISSIONERS REPORTS AND COMMENTS
Commissioner Downey reported on the Local Management Board meeting.
Commissioner Shank stated that he participated in the Sharpsburg Memorial
Day parade.
APPOINTMENT TO PLANNING COMMISSION
Motion made by Commissioner Wade, seconded by Downey, to appoint
Commissioner R. Lee Downey to replace Commissioner James Wade to serve as
the ex-officio member on the Washington County Planning Commission.
Unanimously approved.
COUNTY ADMINISTRATORS COMMENTS
Rodney Shoop, County Administrator, informed the Commissioners that the May
distribution of the income tax came in $610,000 over projections. The
Commissioners discussed vacation schedules and decided to hold a morning
meeting on June 2.
BUDGET TRANSFERS - PAINTING & REPAIRS TO THREE COUNTY BRIDGES
Motion made by Commissioner Downey, seconded by Wade, to approve the
following budget transfers: $30,000 from the Monroe Road Bridge project,
$40,000 from the Cedar Ridge Road Bridge project, $20,000 from the East Oak
Ridge Road Bridge project, and $75,000 from the Charles Mill Road bridge
project, to provide the additional $165,000 needed for the painting and
repair contracts for the Kemps Mill Road bridge, Millers Church Road bridge,
and Beaver Creek Church Road bridge. Unanimously approved.
BID AWARD & SOLE SOURCE PROCUREMENT - SOFTWARE FOR DETENTION CENTER
Motion made by Commissioner Wade, seconded by Downey, to award the contract
for the purchase of the JAILS software from Keystone Information Systems
for the Detention Center at the cost of $145,750 for training and
installation, as a sole source procurement under Section 1-106.2(a)(1) of
the Code of the Public Local Laws of Washington County. Motion carried with
Commissioners Wade, Downey and Shank voting AYE. Commissioner Snook was
contacted by telephone and also voted AYE.
BID AWARD - RENTAL UNIFORM SERVICES - VARIOUS DEPARTMENTS
Motion made by Commissioner Wade, seconded by Downey, to award the contract
for rental uniform service for the Transportation Department, Building
Maintenance, Recreation & Parks, Airport, Water & Sewer Department, Black
Rock Golf Course, and Solid Waste Department to Rental Uniform Service which
submitted the low total base bid of $45,407.96 for a one-year period with
the option to renew for up to two additional consecutive one-year periods.
Unanimously approved.
REVIEW BIDS FOR AGRICULTURAL EDUCATION CENTER
Gary Rohrer, Director of Public Works, met with the Commissioners to review
the bids received for construction of the farm museum and administrative
office building at the Agricultural Education Center. Mr. Rohrer stated
that deduct alternates were included for the wing portions of the museum and
the contract could be awarded on either the total bid price or the bid price
excluding the alternates. He informed the Commissioners that six bids were
received. Excel Construction was the apparent low bidder at $2.538 million
for the total bid with no deduct alternates. If the deduct alternates are
deleted, Waynesboro Construction Company would be the low bidder at $2.404
million. Mr. Rohrer reviewed the floor plan and architects rendering of
the building. He also reviewed the square footage for each of the agencies
which will have office space in the building. Commissioner Wade expressed
concerns about the square footage allotted for the agricultural technology
center included in the facility.

Debra Bastian, Director of Finance, provided projections on operating costs,
construction costs, and debt service costs. She stated that she has
apportioned the costs for the museum, the pre-existing facility, and debt
service. Ms. Bastian informed the Commissioners that, after subtracting the
tentative revenues, the net cost of operating the existing facility is
$17,500, office space costs are $93,500, and the museum is estimated to be
$89,000. She stated that these costs include debt service. Ms. Bastian
noted that financing would have to be secured through a private bond issue
because the project exceeds the I.R.S. regulation limiting private and
federal use to 10%. The Commissioners asked that Ms. Bastian refine the
cost estimates and present them at the meeting next week. Commissioner Shank
reminded them that there are matching funds for the museum. Commissioner
Wade indicated that the project may have to be scaled back to reduce the
construction and operating costs.
