PUBLIC INFORMATION MEETING - ROBINWOOD DRIVE BYPASS ALTERNATIVES
The public information meeting to consider the alignment alternatives to
relocate a portion of Robinwood Drive was called to order at 7:00 p.m. at
the AARC facility at Hagerstown Junior College by the President, Gregory I.
Snook, with the following members present: Vice President John S. Shank and
Commissioners Ronald L. Bowers, R. Lee Downey and James R. Wade.
Gary Rohrer, Director of Public Works, reviewed the Robinwood Drive
alignment analysis which was distributed to those in attendance. Mr. Rohrer
indicated that the analysis contains detailed information on the various
alignments which will more fully explain the options. Mr. Rohrer then
provided background information on the proposals and identified the routes
for alignments A-I on the map. He stated that the following study factors
were considered when evaluating each of the alternatives: 1) community
structure, 2) right-of-way acquisition, 3) zoning and land use, 4) traffic
operations, 5) utilities, 6) topography, geology and soils, 7) environmental
features, and 8) project cost.
Terry McGee, Chief Engineer, reviewed the information and findings from the
traffic studies for this area. Mr. McGee stated that average daily traffic
count projections for the years 2005 and 2020 are also included for each of
the alternates. He stated that the routes were evaluated for capacity,
volumes and patters, and operation and safety.
At this time, Commissioner Snook opened the meeting for public comment.
After hearing all comments and questions, Commissioner Snook informed those
in attendance that the Commissioners will be making a decision on this
matter at the May 12, 1998, meeting. The meeting was adjourned at 9:25 p.m.
