SCHOOL CONSTRUCTION FUNDING - VISIT FROM GOVERNOR GLENDENING
The Commissioners met with Governor Parris Glendening at Clear Spring
Elementary School at 8:30 a.m. Governor Glendening announced that the State
has agreed to provide $4.1 million in school construction funds to
Washington County for FY 1999. He also said that Clear Spring Elementary
School will receive $4 million for renovations in FY 2000.
The Regular Meeting of the Board of County Commissioners of Washington
County, Maryland, was called to order at 10:00 a.m. by the President,
Gregory I. Snook, with the following members present: Vice President John S.
.
Shank, and Commissioners Ronald L. Bowers, R. Lee Downey, and James R. Wade
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge
of Allegiance to the Flag by the full assemblage.
PROCLAMATION - SOIL & WATER STEWARDSHIP WEEK
Commissioner Snook presented a proclamation to John Shank, II, Chairman of
the Board of Directors of the Soil Conservation District, proclaiming the
week of April 26 - May 3, 1998, as Soil and Water Stewardship Week in
Washington County in appreciation for those individuals and agencies who
work to protect our natural resources.
PUBLIC HEARING - AGRICULTURAL LAND PRESERVATION DISTRICTS
The Commissioners convened a public hearing to consider applications AD-98-
01, AD-98-02, AD-98-03, AD-98-04, AD-98-05, and AD-98-06 for the
establishment of Agricultural Land Preservation Districts. Eric Seifarth,
Associate Planner - Agriculture, reviewed the applications. He stated that
they have been approved by the Agricultural Land Preservation Advisory Board
and that the Planning Commission has found the applications to be consistent
with the Comprehensive Plan. No one was present to speak in favor of or in
opposition to the applications.
Motion made by Commissioner Wade, seconded by Downey, to approve application
AD-98-01, submitted by Lynn & Paula Kendle; AD-98-02, submitted by Lynn &
Paula Kendle; AD-98-03, submitted by Lynn and Rita Strite; AD-98-04,
submitted by John and Karen Martin; AD-98-05, submitted by John R. Martin;
and AD-98-06, submitted by John & Beth Shank, for establishment of
Agricultural Land Preservation Districts as presented. Motion carried with
Commissioners Wade, Downey, Bowers, and Snook voting AYE and Commissioner
Shank ABSTAINING.
NOMINATIONS - NATIONAL REGISTER OF HISTORIC PLACES
Stephen Goodrich, Senior Planner, met with the Commissioners to present
three applications for nomination to the National Register of Historic
Places. Mr. Goodrich reviewed the applications for the Beaver Creek School,
Wilson School, and Lantz-Ziegler House. He stated that Washington County,
as a Certified Local Government, can recommend properties for nomination.
He then reviewed the criteria for eligibility to the National Register. The
Commissioners discussed each of the applications.
Motion made by Commissioner Bowers, seconded by Shank, to submit the
applications for the Beaver Creek School, Wilson School, and Lantz-Ziegler
House to the Maryland Historical Trust for nomination to the National
Register of Historic Places. Unanimously approved.
Commissioner Bowers asked the staff to assure that the boundary issues have
been resolved at the Beaver Creek School before the pavilion is rebuilt.
(Commissioner Wade was excused from the meeting at 10:20 a.m.)
CITIZENS PARTICIPATION
Earl Wolfe, representing the Hagerstown Goodwill Industries Board, invited
the Commissioners to attend a luncheon on May 6 to celebrate National
Goodwill Week and to hear the presentation of Fred Grandy, President of
Goodwill Industries.
David Grier appeared before the Commissioners to discuss the problems he has
experienced with stormwater run-off on his property on Jefferson Boulevard.
He explained to the Commissioners how the flooding adversely impacts his
business and noted that he has had to close several times due to the flooded
