The Regular Meeting of the Board of County Commissioners of Washington County,
Maryland, was called to order at 8:30 a.m. by the President, Gregory I. Snook,
with the following members present: Vice President John S. Shank, and
Commissioners Ronald L. Bowers, R. Lee Downey, and James R. Wade.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge of
Allegiance to the Flag by the full assemblage.
PROCLAMATION - DISABLED AMERICAN VETERANS - FORGET-ME-NOT MONTH
Commissioner Snook presented a proclamation to Carl Brumage proclaiming the
month of September 1997 as Disabled American Veterans Forget-Me-Not Month in
Washington County and encouraging all citizens to join in their support of
those who gave of themselves to protect and preserve our way of life.
COMMISSIONERS REPORTS AND COMMENTS
Commissioner Downey reported that the Maryland Association of Counties has
formed a task force to research zoning issues. Commissioner Snook stated that
he has had complaints about the location of the speakers at the Junior
Football League field at Marty Snook Park and asked that the Recreation and
Parks Department try to rectify the problem.
COUNTY ADMINISTRATORS COMMENTS
Rodney Shoop, County Administrator, reminded the Commissioners that the Air
Show will be held at the Washington County Regional Airport on September 6 and
7 and provided information on the scheduled exhibits and activities.
Commissioner Snook asked that information be provided to the Commissioners
regarding the tourism-related impacts of the Air Show and the 135th
Commemorative Reenactment of the Battle of Antietam.
FOLLOW-UP TO PRESENTATION MADE BY KCI TECHNOLOGIES, INC.
Gary Rohrer, Director of Public Works, and Robert Arch, Director of Planning
and Community Development, met with the Commissioners to obtain any additional
comments or thoughts they may have on the presentation made by KCI
Technologies, Inc. on the road alignment for the Hopewell Road area and
Newgate Industrial Park. Mr. Rohrer reviewed the three road alignments that
KCI suggested for the Newgate Industrial Park. He stated that the staff is
comfortable with the recommendation made by KCI. Mr. Arch stated that they
are still waiting for comments from the public and neighboring property owners
regarding the study. The Commissioners discussed the proposed alignments and
the schedule for possible construction of the main and internal roadways. Mr.
Arch indicated that the State government chooses the projects for funding by
the Metropolitan Planning Organization (MPO) and urged the Commissioners to
approach the members of the Washington County Delegation to the General
Assembly to ask for their support for funding for this project. Mr. Rohrer
indicated that staff will try to develop a plan to equitably assess developers
for construction of the internal roadways. Commissioner Bowers suggested
formulating a road access fee to assess developers for connecting to the main
roadway. The staff agreed to research this and give three to five options
which could be included in the Adequate Public Facilities Ordinance.
UPDATE ON 135TH COMMEMORATIVE REENACTMENT OF THE BATTLE OF ANTIETAM
Dennis Frye, Executive Director of the Association for the Preservation of
Civil War Sites (APCWS), and Robert Arch met with the Commissioners to provide
an update on the 135th Commemorative Reenactment of the Battle of Antietam
which will take place September 12-14. Mr. Frye displayed a site map showing
the layout of the area and the location of the activities as well as vendor
and camping areas. He outlined the traffic control measures and road closures

which are planned for the event. Commissioner Downey suggested that the
Committee consider notifying the property owners in the adjoining development
of the times scheduled for the reenactment of the battles. The Commissioners
thanked them for the update.
ECONOMIC DEVELOPMENT COMMISSION - REVIEW OF ORDINANCE
Beth Evans, Assistant County Attorney, reviewed the revisions made to the
Ordinance establishing an Economic Development Commission, which was heard at
public hearing on August 19, 1997. The Commissioners asked Ms. Evans to check
with MEDCO and the PenMar Development Corporation to obtain information on the
provisions in their bylaws pertaining to financial disclosure and conflicts of
interest.
CONTRACT AWARD/RENEWALS - FUELS AND MOTOR/INDUSTRIAL OILS
Motion made by Commissioner Shank, seconded by Bowers, to approve the
following contracts: #2 Heating Oil - to piggyback the Board of Educations
bids for #2 Heating Fuel and award the contract to Southern States for tank
wagon loads at the per gallon delivered price of $.6240 and to award the
contract to Petroleum Trades for transport loads in the amount at the per
gallon delivered price of $.5689; Gasoline (Transport Loads) to renew the
contract for gasoline, transport load, with Petroleum Traders Corporation as
originally awarded by the Board on October 29, 1996, with an option to renew
for an additional one (1) year period; Gasoline (Tank Wagon Loads) and Diesel
Fuel/Kerosene (Tankwagon and Transport Loads) - to renew the contract for
gasoline, tankwagon load, with A.C.&T. Co., Inc. as originally awarded on
October 29, 1996, with an option to renew for an additional one (1) year
period; Motor & Industrial Oils - to renew the contract for motor and
industrial oils with Ewing Oil Company as originally awarded on October 29,
1996, with an option to renew for an additional one (1) year period.
Unanimously approved.
BID AWARD - ROOF REPLACEMENT - DETENTION CENTER
Motion made by Commissioner Wade, seconded by Shank, to award the contract for
roof replacement at the Washington County Detention Center to Hite Associates
which submitted the low total lump sum bid of $73,400, with a unit price of
$.70 per board foot for as-needed insulation replacement. Unanimously
approved.
CITIZENS PARTICIPATION
James F. Noland requested that the County do additional work to the drainage
system in front of his property on Londontowne Drive. The Commissioners
indicated that they would have the appropriate County staff look into his
request.
COUNTY ADMINISTRATORS COMMENTS (CONTINUED)
Mr. Shoop asked the Commissioners to inform him on any agenda topics they wish
to have discussed at the joint meeting with the Greater Hagerstown Committee.
He informed the Commissioners that Housing Authority member Ray Kelley does
not wish to be reappointed when his term expires and recommended to the
Commissioners that they not fill this vacancy until a decision is made
regarding the proposed consolidation with the Hagerstown Housing Authority.
Mr. Shoop stated that the attorney for the Gaming Commission has filed a writ
of execution against an entity affiliated with Todd Amusements for the monies
owed in fines.
MAINTENANCE WORKERS - MARTIN LUTHER KING CENTER
Alan Davis, Director of Human Resources, explained that the ownership of
Martin Luther King Building will soon be transferred to another entity and

this will result in the layoff of two part-time County maintenance workers.
He requested that the $15,000 remaining in this salary line item in the fiscal
year 1998 budget be transferred to the Western Maryland Child Care Resource
Center with the understanding that these two individuals will continue in a
part-time capacity.
Motion made by Commissioner Wade, seconded by Bowers, to approve the
recommendation to transfer the $15,000 remaining in the designated salary line
item for fiscal year 1998 from the Martin Luther King Center budget to the
Western Maryland Child Care Resource Center to fund the positions of two part-
time maintenance workers. Unanimously approved.
BUS OPERATORS - COUNTY COMMUTER
Motion made by Commissioner Wade, seconded by Downey, to approve advertising
to fill the existing vacancies of two full-time bus operators at the County
Commuter at the rate of $9.09 per hour. Unanimously approved.
Commissioner Wade requested that the Transportation Department evaluate the
bus routes for ridership.
MAINTENANCE EQUIPMENT OPERATOR III POSITIONS - ROADS DEPARTMENT
Motion made by Commissioner Wade, seconded by Bowers, to authorize posting
internally for two Maintenance Equipment Operator III positions at the Roads
Department which were budgeted but are currently vacant. Unanimously
approved.
COMPENSATION AND CLASSIFICATION POLICY (PR-18)
Motion made by Commissioner Downey, seconded by Bowers to approve the
Compensation and Classification Program Policy PR-18 as presented on August
26, 1997, establishing guidelines for administration of Washington Countys
compensation and classification system. Unanimously approved.
RECESS - LUNCH
The Commissioners recessed for lunch at 11:25 a.m.
AFTERNOON SESSION
The Afternoon Session was called to order at 1:00 p.m. by the President,
Gregory I. Snook, with the following members present: Vice President John
Shank, and Commissioners Ronald L. Bowers, R. Lee Downey, and James R. Wade.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Bowers, seconded by Wade, to convene in at 1:01
p.m. to consider personnel matters, to consult with counsel to obtain legal
advice, and to consider matters that concern proposals for businesses or
industrial organizations to locate, expand, or remain in the State, in
accordance with Section 10-508 of the State Government Article of the
Annotated Code of Maryland. Unanimously approved.
Commissioner Bowers was excused from the Meeting at 2:00 p.m.
RECONVENE IN OPEN SESSION
Motion made by Commissioner Shank, seconded by Wade, to reconvene in open
session at 4:23 p.m. Unanimously approved.
In the Commissioners considered six (6) personnel issues, consulted with
legal counsel to obtain legal advice on two (2) issues, and considered three
(3) issues related to the location, expansion or retention of businesses or
industrial organizations.

PERSONNEL AND EMPLOYMENT DECISIONS
Motion made by Commissioner Wade, seconded by Downey, to approve the following
personnel actions: Collection/Distribution Operator Trainee - to promote
Michael Vance to the position of Collection/Distribution Operator Trainee at
the Water & Sewer Department to fill an existing vacancy at the rate of $9.39
per hour; Assistant Section Supervisor - Roads Department - to hire Ricky Derr
as an Assistant Section Supervisor, Grade 10, at the Roads Department to fill
an existing vacancy; Family Services Coordinator - to hire James Manuel as
Family Services Coordinator, a grant-funded position through the Local
Management Board, at the rate of $27,700; and to authorize the advertising of
a vacant Office Associate III position . Unanimously approved.
LETTER OF INTENT - HAGERSTOWN HOUSING AUTHORITY
Motion made by Commissioner Shank, seconded by Wade, to send a letter to the
Hagerstown Housing Authority Board of Directors expressing the intent of the
County Commissioners to enter into an agreement to consolidate the Washington
County Housing Authority with the Hagerstown Housing Authority. Unanimously
approved.
