A Special Meeting of the Board of County Commissioners of Washington County was
called to order at 9:00 a.m. by the President, Gregory I. Snook, with the
following members present: Vice President John S. Shank, and Commissioners
Ronald L. Bowers, R. Lee Downey, and James R. Wade.
WORKSHOP SESSION - MEETING WITH PLANNING COMMISSION
The Commissioners met with Planning Commission members Bert Iseminger, Bernard
Moser, Robert Ernst, Paula Lampton, and Donald Spickler, to discuss the
County's goals and philosophies with regard to future planning. Commissioner
Snook informed the Planning Commission of the goals adopted by the
Commissioners for 1996. The goals include restructuring Water and Sewer
Department finances, reorganizing the Economic Development Commission,
developing a plan for fire and rescue restructuring, finalizing plans for
Newgate Industrial Park, adopting a long-range Transportation Plan, and
formalizing the long-range Capital Improvement Plan. Commissioner Snook then
reviewed the County's long-range goals for community development, public
safety, and economic development. Robert Arch, Director of Planning &
Community Development, presented the Planning Commission's work program for
1995-1996 and provided information on the status of each project. The
Commissioners then reviewed the work plan with the Planning Commission members.
(Commissioner Wade was excused from the Meeting at 11:45 a.m.)
DESIGNATION OF APPLICANT'S AGENT - FEMA
Motion made by Commissioner Shank, seconded by Bowers, to approve the
Designation of Applicant's Agent form designating Ronald Karn, Chief of Fire &
Rescue Communications, as Washington County's agent for FEMA Disaster Relief
information and reports. Unanimously approved.
BUDGET REVIEW WORKSHOP
Rodney Shoop, County Administrator, and Debra Bastian, Director of Finance,
reviewed the County budgets and the preliminary cuts that they have made during
the review process.
CONVENE IN CLOSED SESSION
Motion made by Commissioner Shank, seconded by Downey, to convene in Closed
Session at 12:18 p.m., to consider personnel matters, in accordance with
Section 10-508 of the State Government Article of the Annotated Code of
Maryland. Unanimously approved.
RECONVENE IN REGULAR SESSION
Motion made by Commissioner Shank, seconded by Downey, to reconvene in Regular
Session at 1:50 p.m. Unanimously approved.
In Closed Session the Commissioners discussed four (4) personnel matters.
ADJOURNMENT
Motion made by Commissioner Downey, seconded by Bowers, to adjourn at 1:50 p.m.
Unanimously approved.
