Joint Public Hearing of the Board of County Commissioners of waKington County
and the Washington County Planning Commission was convened in Court Room No. 1 at
7:00 n.ta. to hear testimony regarding Rezoning Cases RZ-94-07 and RZ-94-08.
Presiding at the hearing were County Commissioners' President Gregory I. Snook and
Planning Commission Chairman, Bertrand Iseminger. Also present at the hearing
were County Commissioners John S. Shank, R. Lee Downey, Ronald L. Bowers, and
James R. Wade, along with Planning Commission members Robert Ernst, Paula Lampton,
Bernard Moser, and Andrew Bowen. Staff Reports were presented by Timothy Lung and
James Brittain, Associate Planners. After presentations and testimony for the
cases were heard, it was announced that the record will remain open for ten (10)-
days to allow additional testimony to be submitted in writing. The hearing was
adjourned at 8:35 p.m.-

The Regular Meeting of the Board of County Commissioners of Washington County was '
called -to order at -8:36 a.m_ by the President -Gregory I. Snook, with the
following members present: Vice President John S. Shank, and Commissioners Ronald
L. -Bowers, R. Lee Downey, and James R. Wade.
INVOCATION AND PLEDGE -OF ALLEGIANCE
The Invocation was delivered by Commissioner Snook, followed by the Pledge of
lagiarce to the Flag by the full assemblage. '
PRESENTATION OF RETIREMENT PLAQUES -
Alan Davis, Director of Personnel, presented the following retirees with engraved
pewter plaques and stands in recognition of their years of service with the
County: Glen Shawyer, 20 -years of service with the Parks Department; R. Lee
Printz, 20 years of service with the Parks Department; and Wayne McAllister, 14
years of service with the Sheriff's Department. The Commissioners thanked each
of the retirees for their dedicated service to the County government. Sheriff
Mades introduced Martin VanEvans, who will replace Lt. McAllister as Warden at the
ashington County Detention Center. - -- --- u.-__
BOARD COMISSION REPORTS
Commissioner -Shank reported on the Agricultural Education Center Committee
meeting-; Commissioner Bowers reported on the Governor's inaugural events;
Commissioner Downey reported on the Jt. Drug s Alcohol Abuse Advisory Council
meeting; and Commissioner Snook provided an upaate on the trip to New York last

y Ellen Waltemire, Director of the Cooperative Extension Service, introduced

sued. Richard Spoonire, Nutrient Management Consultant, and Donald Schwartz,

Commissioners convened the public hearing at 9:34 a.m. to hear comments

Motion made by Commissioner Bowers, seconded by Downey, to approve the proposed!
expansion of the Pen Mar/Highfield/Cascade Service area for CDBG Grant CD -21-931
to include the Kemps Mill, Leonard/Bower Avenue, and Cedar Lawn areas for
water/sewer connection fees. Unanimously approved.
REQUEST TO SUBMIT GRANT APPLICATIONS - HOUSING PRESERVATION GRANT AND COMMUNITY
HOUSING RESOURCE BOARD
Motion made by Commissioner Wade, seconded by Bowers, to submit an application to
the Department of Rural Economic and Community Development for grant funds for the
Housing Preservation Grant (HPG) program for Fiscal Year 1995-96 as presented.
Unanimously approved.
The Commissioners also reviewed the Community Housing Resource Board (CHRB) grant_j
application which was approved for submittal on August 2, 1994, to the Maryland)
Small Cities CDBG for development of a handicapped accessible housing registry.
Patricia McMillian, Director of CHRB, discussed the application and answered
questions from the Commissioners. -"- -
PUBLIC BEARING.- ADA UPDATE FOR TRANSPORTATION - FY 1995
The Commissioners convened the public hearing at 10:00 a.m. in order to hear
comments regarding the ADA Update for Transportation for FY 1995. Keith Godwin,)
Manager of the County Commuter, reviewed the 1994-96 plan timetable, progress)
report, and the Ride -Assist Program. Mr. Godwin stated that the County must be
in compliance by 1997, and that State funding has been limited in helping toi
purchase the necessary equipment to meet the goals. Commissioner Snook opened the
meeting for public comments. Donald Aliensworth spoke in -favor of the plan.)
There was no one present to speak in opposition. The hearing was closed at 10:05)

Motion made by Commissioner Shank, seconded by Wade, to approve the ADA
Paratransit Update Plan for transportation as prepared by the Washington_ County
Transportation Commission and required by 49 CFR 37.139 (j) and finds it in
compliance with the Transportation Plan developed under 49 CFR, part 613 and 23
CFR part 450. Unanimously approved.
ACCIDENT & HEALTH COVERAGE - REQUEST BY VOLUNTEER FIRE & RESCUE ASSOCIATION
Alan Davis, Director of Personnel, and Annajean Bitner, Insurance/Safety
Coordinator, met with the Commissioners to discuss the Volunteer Fire & Rescue
Association's request that the County pay for the supplemental accident and health
coverage policy which the Association pays for at this time. Mr. Davis submitted
a memorandum stating that the County's budget for Fire & Rescue Association
insurance will have a deficit this year and will not be able to absorb the cost
of the additional premium of the accident and health policy. Mr. Davis stated
that if the Board wishes to provide this policy, the cost will have to come from
some other source. The Commissioners discussed the possibility of bidding the
policy with the option of paying the premium in installments which would be
divided between fiscal years. The Commissioners asked Mr. Davis to obtain more
information on this matter.

e Commissioners met with the staff of the Washington County Health Department
d the Advisory Commission to the Board of Health at 12:15 p.m. at the Health
partment. After lunch, Dr. Neill, County Health Officer, reviewed the Health
partment's mission statement and its priorities and activities, and the

The Commissioners also discussed the Program Open Space (POS) Program. Mayor)
Wachter stated that he feels this funding should be used for development of parks
rather than acquisition. Commissioners Snook and Shank explained the POS system
and new legislation being introduced. Mayor Wachter also indicated that they
would like someone from the Town of Iiancock to be appointed to the Recreation and
Parks Board when a vacancy occurs.
Mayor Wachter asked the Commissioners for their support to designate Hancock as
an Enterprise Zone. The Commissioners stated that they would take this under
consideration.
Mayor Wachter also informed the Commissioners that they are attempting to reduce
the amount of heavy truck_ traffic through Hancock and presented an update on the
Rails to Trails program. Mr. Close also informed them that the Cycle Across
Maryland_group will be stopping for the night in Hancock this summer.
