Open Session Item SUBJECT: Presentation of Alzheimer's and Brain Awareness Month Proclamation PRESENTATION DATE: June 10, 2025 PRESENTATION BY: Rebekah Blum, Dementia Friendly America Washington County RECOMMENDED MOTION: N/A REPORT-IN-BRIEF: Proclamation Presentation WHEREAS, worldwide, more than 55 million people are living with Alzheimer’s or other types of dementia. Dementia is a term given to a group of symptoms from certain diseases which affect the brain. Alzheimer’s disease is the most common cause of dementia; and WHEREAS, a diagnosis of Alzheimer’s is often devastating to the person concerned. The symptoms are progressive and on an unknown time scale, which can be hard for people with Alzheimer’s to accept. Advanced symptoms usually mean that a person is unable to look after themselves without assistance; and WHEREAS, raising awareness can encourage early diagnosis, advance medical research, and improve the quality of life for those living with the condition. This month serves as an opportunity to educate the public on available resources and to recognize the efforts of organizations, caregivers, and professionals dedicated to Alzheimer’s care and advocacy. NOW THEREFORE, we, the Board of County Commissioners of Washington County, Maryland, hereby recognize June as “Alzheimer’s and Brain Awareness Month”, and encourage all citizens to learn more about Alzheimer’s and what they can do to support individuals with Alzheimer’s and their families. Board of County Commissioners of Washington County, Maryland Agenda Report Form Open Session Item SUBJECT: Contract Award (PUR-1739) – Stop Loss Insurance Coverage PRESENTATION DATE: June 10, 2025 PRESENTATION BY: Brandi Kentner, CPPO, Purchasing Director, Chip Rose, Director of Human Resources, and a representative from the County’s consultant, CBIZ Benefits & Insurance Services, Inc. RECOMMENDED MOTION: Motion to award a contract for Stop Loss Insurance to the responsive, responsible proposer, Highmark of Pittsburgh, PA. REPORT-IN-BRIEF: Stop-loss policies are insurance that protects the plan from significant claim costs associated with individual members (specific) or for the entire group (aggregate). Currently, the Board of County Commissioners of Washington County, Maryland, has a stop-loss policy with Highmark that limits the medical and prescription drug plan costs to a maximum of $175,000 per member per year. Direct notice of the Request for Proposal (RFP) was e-mailed to twenty-four (24) potential providers of the insurance. Proposals were received before the deadline on May 19, 2025, from six (6) companies that are providers of Stop Loss Insurance. DISCUSSION: N/A FISCAL IMPACT: Funds are available in the FY’26 health insurance budget. CONCURRENCES: N/A ALTERNATIVES: N/A ATTACHMENTS: N/A AUDIO/VISUAL NEEDS: N/A Agenda Report Form PUBLIC PACKET Open Session Item SUBJECT: Bid Results/Award Update – Natural Gas Supply Service to Washington County Government and Washington County Volunteer Fire & Rescue Association of MD, Inc. PRESENTATION DATE: June 10, 2025 PRESENTATION BY : Brandi Kentner, CPPO, Director of Purchasing, and Andrew Eshleman , Director – Division of Public Works RECOMMENDED MOTION: Move to concur and enter into the record the results of the contract award made on May 14, 2025 to WGL Energy Services, Inc. of Vienna, Va of the bid (WCPS Bid #2025-41) for Natural Gas Supply Services at the following rate: Base Bid Price – Guaranteed Fixed Price to the Bunner Tip for 60 months of service tentatively beginning July 1, 2025 at $0.5431 Per/Therm. REPORT-IN-BRIEF: On March 25, 2025, the Board approved entering into a cooperative purchasing effort with the Washington County Public Schools (WCPS). The appointed Primary Representative and a Secondary Representative (Alternate) act on behalf of the Board to enter into a contract immediately following the bid opening for natural gas supply services. The objective of the co-op was to allow one organization (WCPS-lead jurisdiction) to issue a solicitation for natural gas supply services, the specifications of which would represent the needs of both participating organizations; the natural gas requirements of the Washington County Volunteer Fire & Rescue Companies were also included. Each participant would then make their own individual award to the successful bidder. This objective had the effect of lowering administrative costs by the participating organizations, avoiding duplication of effort, obtaining better prices through economies of scale, and allowing for the exchange of information and expertise. Bids were received from a sole pre-qualified supplier on May 14, 20 25. The bid evaluation committee discussed the bid. Following the bid pricing deadline on May 1 4, 2025, the representatives of WCPS and Washington County Government (acting for itself and on behalf of the Washington County Volunteer Fire & Rescue Association of MD, Inc.) agreed to award the contract as recommended above. The bid also included a 12-month period bid of $0.5714/Therm, a 24-month period bid of $0.5682/Therm, a 36-month period bid of $0.5622/Therm, a 48-month period bid of $0.5529/Therm and a 60-month period bid of $0.5431Therm. The 60-month price option was chosen over the shorter periods based upon the market trend and price consistency, and recommendations by the energy consultant, CQI Associates, Inc. FISCAL IMPACT: Savings over standard offer rates for natural gas. Recent standard offer rates paid by Washington County range between $0.8698-$0.9347/Therm versus this bid of $0.5431/Therm for a consistent 60-month period. Funds in the total amount of $430,600 are presently budgeted in individual FY26 departmental budget for natural gas. The prior contract supply rate was $0.3734/Therm. Board of County Commissioners of Washington County, Maryland Agenda Report Form --- Open Session Item SUBJECT: Bid Award (PUR-1736) - Grounds Maintenance Chemicals for Various County Departments PRESENTATION DATE: June 10, 2025 PRESENTATION BY: Carin Bakner, Buyer, Purchasing Department, and George Sweitzer, Superintendent, Black Rock Golf Course RECOMMENDED MOTION: Move to award the contract to the responsive, responsible companies with the lowest bids that meet the specifications for each chemical item (as indicated on the Bid Tabulation Summary). Tie bids were received for Item Nos. 2 and 24; therefore, it is required that the chemicals be awarded based on drawing lots in public, pursuant to Section 2.9 of the Washington County Procurement Policy Manual. REPORT-IN-BRIEF: The County accepted bids on May 21, 20 25. The Invitation to Bid (ITB) was advertised on the State of Maryland’s (eMMA) “eMaryland Marketplace Advantage” website, on the County’s website, and in the local newspaper. Thirty-four (34 ) persons/companies registered/downloaded the bid document online. Six (6) bids were received. This contract provides the needed chemicals for the Black Rock Golf Course, County Highway Department, and Department of Water Quality; the City of Hagerstown may utilize the contract. The contract term is one (1) year tentatively commencing July 1, 2025, and ending June 30, 2026. DISCUSSION: N/A FISCAL IMPACT: Funds are budgeted for the chemicals in various operating accounts.
