REPORT-IN-BRIEF: Throughout the school year the Board of County Commissioners present “Youth Meritorious Awards” to students attending both public and private schools or those being home schooled in Washington County. The following individuals have been selected based on their scholastic achievement, leadership qualities, community service performed or other positive contributions to their school and community. These exceptional youths have consistently worked and distinguished themselves as model students and members of our County. It is my pleasure to present the following youth for recognition today: Justin Grabenstein - Northern Middle School Parent(s) – Kimberlie Grabenstein Nominated by Merrideth Wile Zander Hine - North Hagerstown High School Parent(s) – Kim Hine Nominated by Alexandra Lee Makynzie Golden – Hancock Middle Senior High School Parent(s) – Janelle Golden Nominated by Amber Rubeck Faith Demuth -Clear Spring Middle School Parent(s) – Amy Demuth Nominated by Megan Ruthvin DISCUSSION: N/A FISCAL IMPACT: N/A CONCURRENCES: N/A ALTERNATIVES: N/A ATTACHMENTS: Student Summaries AUDIO/VISUAL NEEDS: N/A Board of County Commissioners of Washington County, Maryland Agenda Report Form Open Session Item SUBJECT: Proclamation for MS Awareness Week PRESENTATION DATE: April 16, 2024 PRESENTATION BY: Board of County Commissioner of Washington County to Michael Tomlin, Member, National Multiple Sclerosis Society – Greater DC-Maryland Chapter RECOMMENDED MOTION: N/A REPORT-IN-BRIEF: Proclamation Presentation WHEREAS, multiple sclerosis (MS) is a neurological disease of the central nervous system affecting nearly one million people in the United States and is a debilitating disease affecting residents and their loved ones in Washington County, Maryland to whom the National Multiple Sclerosis Society – Greater DC-Maryland Chapter provides educational and assistive support; and WHEREAS, multiple sclerosis generally strikes people in the prime of their lives, between ages 20 through 50, with the cause of this often debilitating and erratically progressive disease remaining unknown with no available cure recently; and WHEREAS, the National Multiple Sclerosis Society has been committed for more than 77 years to a world free of MS, heightening public knowledge of the disease and being a driving force of MS research, relentlessly pursuing treatments and striving to find a cure investing more than $1 billion in groundbreaking research; and WHEREAS, Washington County, Maryland recognizes the importance of raising awareness of MS, to assure timely treatment while striving to find the cause of and cure for this disease and expresses its appreciation for the dedication of this goal. NOW THEREFORE, we, the Board of County Commissioners of Washington County, Maryland, do hereby proclaim April 22 – 28, 2024 as MS Awareness Week and encourage all citizens to learn more about multiple sclerosis and what they can do to support individuals with MS and their families. Board of County Commissioners of Washington County, Maryland Agenda Report Form Open Session Item SUBJECT: Presentation by the Washington County Commission for Women PRESENTATION DATE: April 16, 2024 PRESENTATION BY: Beth Harvey, President, Washington County Commission for Women RECOMMENDED MOTION: N/A REPORT-IN-BRIEF: April marks the 37th anniversary of the Washington County Commission for Women (derived from Senate Bill No. 785 and signed by the Governor of Maryland on April 29, 1987). The Washington County Commissioners established the Commission in 1987 in conformance with Maryland laws with the purpose of improving the well-being of women in Washington County. The Commission would like to acknowledge this milestone by introducing one to two young women accomplishing great things. Tulia Bhowmik, a fifth grader at Cascade Elementary School, recently won the “Best of County” Arbor Day Poster Contest promoted by the Washington County Forestry Board. This honor showcased Tulia’s artwork on the state level for judging by First Lady Moore. Pending availability due to school schedule a winner of either Miss Washington County, Sabrina Frost; Miss Washington County Teen, Jillian Zimmerman; or Leticia Detrow, Miss Western Maryland who was the first deaf contestant crowned may also attend for an introduction and recognition. The Commission has continued to promote the role of women, advocating on behalf of women, and celebrating the accomplishments of women by leading sponsorship of TEDxHagerstownWomen for the second year in a row, continuing to support women in recovery by connecting Brooke’s House with financial literacy education and working to build student representation on the Commission. The Commission hopes to share highlights of individuals and the work over the past year with the BOCC. David Hays RECOMMENDATION: Motion to approve a Budget Transfers related to the cost encumbered for additional physicals (Human Resources) and wages, pension, health insurance, workers comp., uniforms and personal protective equipment included in the attached budget transfer. REPORT-IN-BRIEF: The Smithsburg Emergency Medical Services and Williamsport Volunteer Fire and EMS employees transitioned to County employment on March 2, 2024. Connected to this transition were cost associated with employee wages, benefits, uniforms and personal protective equipment (PPE). DISCUSSION: The affected employees have been equipped with all necessary items listed above. The manufacturer declared service life for the PPE is 10 years, outside of extensive wear and tear issues.
