Myers, Jr. WWW.WASHCO-MD.NET Open Session Item SUBJECT: Community Organization Funding - Service Priority Areas for Fiscal Year 2020 PRESENTATION DATE: September 11, 2018 PRESENTATION BY: Susan Buchanan, Director, Office of Grant Management RECOMMENDED MOTION: Move to approve the Community Organization Funding Service Priority Areas and their respective available funding amounts as presented (or amended). REPORT-IN-BRIEF: The Community Organization Funding Committee is preparing for the fiscal year 2020 application and review process. As agreed upon, the Board of County Commissioners shall annually determine and approve the service priority areas eligible to receive funding consideration. The Board shall also set or approve the total available funding that should be dedicated to each established service priority area. DISCUSSION: Historically the Board has funded six (6) service priority areas which are: Arts & Culture, Domestic Violence, Families and Children, Recreation, Seniors and Other. These service priority areas have encompassed and included all applications received and have not excluded an organization from making application for funding. For the purposes of the Committees fiscal year 2020 considerations, Washington County’s Chief Financial Officer has indicated $1,700,000 is available for distribution. This total is subject to adjustment as the fiscal year 2020 budget is discussed. It is the recommendation of the County’s CFO and Director of the Office of Grant Management that the amount of funding made available for each respective service priority be set as indicated below: Service Priority Area Funding Available Percent of Available Funds Arts & Culture $227,810 13.4% Domestic Violence $306,900 18.0% Families & Children $255,380 15.0% Recreation $27,000 1.6% Seniors $873,110 51.4% Board of County Commissioners of Washington County, Maryland Agenda Report Form Other $9,800 0.6% Total $1,700,000 100% As agreed upon by the Board, the Committee does have the latitude to move ten (10) percent of the approved amounts from one service priority to another, but every year the amount of funding available for a specific service priority area will return to the approved base figure as set by the Board. FISCAL IMPACT: The fiscal impact of Community Organization Funding is dependent upon funding decisions made by the Board during the annual budgetary process. Any decisions made as a result of this discussion will have no immediate fiscal impact. CONCURRENCES: Sara Greaves, Chief Financial Officer, Washington County, Maryland ALTERNATIVES: The Board may amend service priorities and funding amounts as deemed appropriate ATTACHMENTS: N/A AUDIO/VISUAL TO BE USED: N/A Open Session Item SUBJECT: Apple - Legal Authority PRESENTATION DATE: September 11, 2018 PRESENTATION BY: Danielle Weaver, Director, Public Relations & Marketing, and Kendall McPeak, Assistant County Attorney RECOMMENDED MOTION: Move to approve delegation of Legal Authority to Public Relations & Marketing Director Danielle Weaver to sign current and subsequent versions of Apple Developer Program legal agreements. REPORT-IN-BRIEF: The County’s Agritourism Mobile Application needs updated. For security and proprietary reasons, Apple requires mobile application owners to be enrolled participants in the Apple Developer Programs. The County’s participation in the Apple Developer Programs requires a legally authorized agent to be identified to Apple for purposes of owning and maintaining mobile applications with Apple. The County’s Agritourism Mobile Application cannot be updated until Apple’s requirements are satisfied. DISCUSSION: The Public Relations and Marketing Department contracts with Hub City Mobile for maintenance of the County’s Agritourism Mobile Application. When it was developed, this Application was launched and advertised by Hub City Mobile pursuant to Apple’s terms, conditions, and permissions in place at that time. Apple’s terms, conditions, and permissions have since changed. This Application needs updated. Also, a new County-wide mobile application is presently under development. Under Apple’s current terms, conditions, and permissions, Apple requires application owners to launch and advertise applications under their own names. The Board of County Commissioners may give notice to Apple of its delegated legal authority to an agent who can sign current and subsequent versions of Apple Developer Program legal agreements that will govern the County’s relationship with Apple regarding the update and continued maintenance of the County’s Agritourism Mobile Application, the launch and maintenance of a new County-wide mobile application, and the administration of other future mobile applications, if any. In summary, in order to update the Agritourism Mobile Application or to develop any new iOS applications, the County must submit them under a dedicated Apple Developer account for Washington County Government. The Board’s delegation of legal authority as requested herein will facilitate the needed update to the Agritourism Mobile Application and the development and launch of new mobile applications owned by the County. Any delegated legal authority granted as requested would be exercised only upon review and approval of applicable legal agreements and documents by the County Attorney’s Office. FISCAL IMPACT: None CONCURRENCES: N/A ALTERNATIVES: Retain legal authority for the execution of current and subsequent versions of Apple Developer Programs legal agreements.
