A Special Meeting of the Board of County Commissioners was called to order at 2:00
p.m. by the President, Ronald L. Bowers, with the following members present: Vice
President Richard E. Roulette, and Commissioners R. Lee Downey, Linda C. Irvin and
Martin L. Snook.
SITE FOR PROPOSED WASTEWATER TREATMENT PLANT
The Commissioners met with members of the Washington County Delegation to the
General Assembly, members of the Washington County Sanitary Commission, and
Williamsport Mayor, John Slayman, and the Town Council for the purpose of
discussing a site for the proposed new wastewater treatment facility which will be
necessary for future industrial and residential growth of Washington County.
Robert Holsinger, President of the Washington County Sanitary Commission, reported
that the Halfway Treatment Plant is currently treating 1.2 million gallons and the
capacity which can be treated at this plant is 1.6 million gallons. He explained
that for future industrial growth in the County, a new treatment plant must be
constructed to deal with the amount of wastewater that this new development would
generate. Lynn Palmer, Assistant Director for the Sanitary District, explained
that the proposed site was chosen because the route which the water would travel
would not require the added cost of constructing a pumping station but would have
the gravity flow required for this system. He also stated that of three studies
done in the last 15 years, all have recommended the site which the Sanitary
Commission is proposing on the Conocheague Creek north of Williamsport.. At
present, no capacity size or time frame has been determined for this proposed
project.
Williamsport Councilmen Joseph Widmyer and Michael Harsh expressed concern as to
whether there would be an odor problem for Williamsport residents. Mr. Palmer
stated that he did not feel that this would be a problem since the new facility
would use an aerobic process to treat the waste and there are usually no problems
using this method.
A discussion period followed, after which time it was decided to create a study
group consisting of representatives from the Sanitary Commisison, the Washington
County Delegation to the General Assembly, the County Commissioners and the Town of
Williamsport to further discuss this matter and determine the site for the proposed
treatment plant which would be best for all County residents. It was also
requested that the Town of Williamsport bring their written concerns to the County
Commissioners for their review and consideration.

Motion made by Commissioner Roulette, seconded by Snook to adjourn the meeting at
3:l0 p.m. Unanimously approved.
