REPORT-IN-BRIEF:
WHEREAS, young people will be the stewards of our communities, nation and world in critical
times, and the present and future well-being of our society requires an involved, caring citizenry
with good character, and;
WHEREAS, concerns about the character training of children has taken on a new sense of urgency
as violence by and against youth threatens the physical and psychological well-being of the nation,
and;
WHEREAS, more than ever, children need strong constructive guidance from their families and
their communities, including schools, youth organizations, religious institutions and civic groups,
and;
WHEREAS, the character of a nation is only a strong as the character of its individual citizens, and
the community benefits when young people learn that good character counts in personal
relationships, in schools and in the workplace, and;
WHEREAS, character development is first and foremost, an obligation of families, through efforts
by faith communities, schools, and youth, civic and human service organizations also play an
important role in supporting family efforts by fostering and promoting good character. Every adult
has the responsibility to promote the development of good character.
NOW THEREFORE, we the Board of County Commissioners of Washington County, Maryland, do
hereby recognize October 2020 as “CHARACTER COUNTS! Month” and encourage our citizens,
schools, business and government to support Washington County’s “CHARACTER COUNTS!”
program.

advance of this meeting and asked to attend the Board of County Commissioners meeting
scheduled for October 13, 2020. Presentation of outdoor metal plaque and certificate will be
presented by County Commissioners.

SUBJECT: Resolution for Northpoint Development

RECOMMENDATION: Approve the Resolution for endorsement of the State of Maryland’s
$2,000,000 Maryland Economic Development Assistance Authority Fund (MEDAAF) bridge loan to the
Board of County Commissioners.
REPORT-IN-BRIEF: The State of Maryland Department of Commerce, under the Maryland Economic
Development Assistance Authority (MEDAAF), has agreed to a conditional bridge loan to the Board of
County Commissioners in the amount of $2,000,000. The assistance is to be used for eligible project
costs related to roadway improvements and reconstruction of Wesel Boulevard in support of a larger
development plan undertaken by Northpoint Development, which includes construction of four buildings
and the creation of an estimated 1,500 permanent full-time jobs.
In accordance with Sections 5-301 through 5-349 of the Economic Development Article of the Annotated
Code of Maryland, the County is required to endorse the making of the MEDAAF Loan for the Project.
DISCUSSION: The current conditions of Wesel Boulevard are not adequate for the scope of the
Northpoint Development project, and Wesel Boulevard will need significant improvements. On February
25, 2020, the Board of County Commissioners approved a private-public partnership agreement between
and among Northpoint Development, the City of Hagerstown, and the County for funding of the roadway
infrastructure improvements necessary, totaling $6,000,000 in associated costs. The proposed Resolution
represents the County’s portion of that partnership.

RECITALS
The DEPARTMENT OF COMMERCE of the State of Maryland (the
“Department”), under the MARYLAND ECONOMIC DEVELOPMENT ASSISTANCE
AUTHORITY FUND (“MEDAAF”), has agreed to provide assistance to the BOARD OF
COUNTY COMMISSIONERS OF WASHINGTON COUNTY, MARYLAND (the
“County”), in the form of a bridge loan in the amount of $2,000,000 from the MEDAAF
(the “MEDAAF Loan”).
The proceeds of the MEDAAF Loan will be used by the County for eligible project
costs related to roadway improvements and reconstruction of Wesel Boulevard (the
“Project”) in support of a larger development plan undertaken by NorthPoint
Development (the “Company”) which includes construction of four buildings and
creation of an estimated 1,500 permanent full-time jobs.
In accordance with Sections 5-301 through 5-349 of the Economic Development
Article of the Annotated Code of Maryland, the County is required to endorse the making
of the MEDAAF Loan for the Project.
The County has determined and expressly finds that it is in the best interest of the
citizens of Washington County to endorse the making of the MEDAAF Loan for the
Project.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Washington County, Maryland, that:
1. The County hereby fully endorses the making of the MEDAAF Loan for the
Project.
2. This Resolution shall be effective upon its adoption in accordance with
applicable law.

SUBJECT: Investment Committee – Appointment of Commissioner

RECOMMENDATION: To appoint a commissioner representative for the Investment Committee
as stated in the Investment policy Statement.
REPORT-IN-BRIEF: The Investment Policy Statement, IPS, sets forth guidelines and objectives
for the Pension, OPEB, and LOSAP funds.
DISCUSSION: As per the policy, the Investment Committee shall consist of the County
Administrator, the Director of Human Resources, the Chief Financial Officer as Chairperson, the
Director of Finance, one County Commissioner appointed who will be appointed by the Board of
County Commissioners to serve a four-year term. The Investment Committee (with the assistance of
the Investment Services Consultant) shall assist in the development of policies and guidelines
regarding the Funds’ investments. These policies and guidelines shall include (but are not restricted
to) establishment of:
• Investment Objectives, Investment Policy, Investment Guidelines, and Review Procedures.
• Standards for measuring, monitoring, evaluating and comparing investment performance of
the Funds.
• Procedures for authorization, reporting, control, review and general governance to ensure
that the Funds’ investment policies and guidelines are reviewed on a regular basis.
The Investment Committee shall examine this IPS periodically (and not less frequently than
annually) and monitor implementation of the IPS with a frequency deemed appropriate by the
Investment Committee.
The Chairperson of the Investment Committee shall have the authority to sign and execute any third-
party investment manager agreements necessary to invest the Funds’ assets in a manner consistent
with this IPS. A minimum of two members of the Investment Committee, including the Chairperson,
shall be designated as authorized signers, on any such agreements.
Neither the Investment Committee nor the individual members of the Investment Committee shall be
responsible for the investment and other decisions made by service providers, fiduciaries or others
acting in connection with the Plan or Fund. Rather, the Investment Committee members serve in a
representative capacity on behalf of the County and shall (to the maximum extent permitted by
applicable law) have no liability whatsoever for their service as such.

SUBJECT: Bid Award (PUR-1401) Public Safety Training Center

RECOMMENDED MOTION: Move to award the bid to responsible, responsive bidder, Lobar
Construction Management, Inc. a/k/a Lobar, Inc. of Dillsburg, Pennsylvania with the lowest amount of
Base Bid $6,980,000.00 and Alternate No. GC-1 (additional classrooms) in the amount of $878,000.00
for the Total Sum of $7,858,000; move to approve the submission of FY21 Maryland Capital Bond Bill
application, accept awarded funds, and approve execution of grant documents upon receipt from the
Maryland Department of General Services; move to approve a budget transfer to the project to cover the
costs of Alternate No. GC-1 and other project costs associated with the work.
REPORT-IN-BRIEF: The project was advertised in the local newspaper, State of Maryland’s “e-
Maryland Marketplace Advantage website, and on the County’s website. Seventy-eight (78)
persons/companies registered/downloaded the bid document on-line. Eleven (11) bids were received and
opened on Friday, September 18, 2020 as detailed on the attached Bid Tabulation Matrix. The bids have
been evaluated and the low bid is in order. The engineer’s estimate for this work is $7,000,000 for the
base bid and $1,000,000 for Alternate No. GC-1.
DISCUSSION: The Public Safety Training Center at 9238 Sharpsburg Pike is a proposed multi-phase
project that will be utilized by police, fire, and emergency services personnel serving in and around
Washington County. The first phase was recently completed and involved site work. Phase II involves
construction of a training building with offices, classrooms, kitchen, weight room, and locker rooms.
Alternate No. GC-1 includes providing additional classrooms. The Building project is a four hundred fifty
(450) consecutive calendar day contract with an anticipated Notice to Proceed in November 2020, and
completion date in the spring 2022. Bid documents include liquidated damages in the amount of five
hundred ($500) dollars per calendar day for work beyond the completion date.
The County has received an application packet for a Capital Bond Bill grant and the grant funding
allocated in FY’21 is $500,000. Once the application is submitted and accepted, the State will provide a
grant agreement for the County to review and execute. The County received FY’20 grant funding for this
project.
A request is being made to transfer funds into the project so that additional classrooms can be
scheduled/completed prior to the original timeline. Realized savings in the form of bond funding from
another recently completed capital improvement project will cover the additional request. A resolution to
authorize the use of these bond savings is anticipated to come before the Board later this fiscal year.
Commissioner approval through the budget adjustment form is the first step for the reallocation.
FISCAL IMPACT: This is a Capital Improvement Plan Project (BLD093) with a current available
budget of $7,270,274. Realized cost savings from the Colonel Henry K. Douglas Drive Extended project
(RDI067) in the amount of $1,253,369 would be transferred to the project to cover the total expenses.
Total expenses are estimated at $8,458,000; including $7,858,000 for the proposed bid award (base bid
plus Alternate No. GC-1), $200,000 for inspection/testing, $200,000 for utilities, $100,000 for
furniture/equipment, and $100,000 for contingencies.

RECOMMENDED MOTION: Move to award the Airport Hangar 21 Vestibule contract to the
lowest responsive, responsible bidder, Hawkeye Construction, LLC of Cockeysville, Maryland in the
amount of $124,900 and approve a budget adjustment in the amount of $100,000 to cover the cost of
the project.
REPORT-IN-BRIEF: The project was advertised in the Herald Mail, on the County’s website, and
on the State of Maryland’s website, “e-Maryland Marketplace Advantage (eMMA).” Nine (9) bids
were received and opened on Wednesday, September 30, 2020, as listed below:

The bids were evaluated, and the low bid is in order. The engineer’s estimate for the work was
$125,000.
DISCUSSION: The project involves construction of an entry vestibule and stairs to the north side of
Hangar 21 to provide public access to the first and second floor. The stairs will provide safe public
access to second floor offices to expand Royal Aircraft and provide other potential businesses office
space. The work includes construction of an addition on a concrete and block foundation with metal
walls and roof, steel stairs and railings, doors, windows, and electrical, mechanical, and fire alarm
modifications. The project is a 180 consecutive calendar day contract with an anticipated Notice to
Proceed in November 2020 and a completion date in the spring of 2021. The bid documents include
Liquidated Damages in the amount of $500.00 per calendar day for work beyond the completion date.
FISCAL IMPACT: The project will utilize funds from the Hangar 21 Stairs account (BLD099) in the
Capital Improvement Plan, receive a contribution from the tenant of the building (Royal Aircraft) for
$5,000, and utilize airport reserve funds to cover the construction bid award, inspection/testing, and
contingencies. There are available funds from the previous local match that is no longer needed from
the Runway Rehabilitation Project that was 100% federally funded this year. The funds will be
transferred from airport reserves to the project (BLD099). See the attached budget adjustment.

RECOMMENDED MOTION: Move to award the Benevola Newcomer Road / Stream Restoration
contract to the lowest responsive, responsible bidder, Greenridge Contractors, Inc. of Williamsport,
Maryland in the amount of $283,551.70.
REPORT-IN-BRIEF: The project was advertised in the Herald Mail, on the County’s website, and
on the State of Maryland’s website, “e-Maryland Marketplace Advantage (eMMA).” Fourteen (14)
bids were received and opened on Wednesday, September 23, 2020, as listed below:

The bids were evaluated, and the low bid is in order. The engineer’s estimate for the work was
$300,000.
DISCUSSION: The project involves the stabilization of approximately 100 linear feet of stream
including installation of imbricated riprap, j-hook, and plantings as well as road widening in the area
of the work. The project is a 275 consecutive calendar day contract with an anticipated Notice to
Proceed in November 2020 and a completion date in the summer of 2021. The bid documents include
Liquidated Damages in the amount of $250.00 per calendar day for work beyond the completion date.
FISCAL IMPACT: The project will utilize available funds from the Stormwater Retrofits account
(DNG039) in the Capital Improvement Plan (CIP).
CONCURRENCES: N/A
ALTERNATIVES: This is the most cost effective and practical alternative. The stream has caused
significant erosion and stabilization is necessary to protect property and improve water quality in the
Antietam Creek watershed.

RECOMMENDED MOTION: Move to approve the submission of a grant application to the FY21
Strategic Demolition Grant program requesting $345,359.70 and to accept funding as awarded; and
approval to execute a Subrecipient agreement between the County and MEDCO upon award.
REPORT-IN-BRIEF: MEDCO has requested that the County submit an application requesting
$345,359.70 from the FY21 Strategic Demolition Grant program to reduce the organization’s
development costs associated the construction of the C&O Canal Historic Park Headquarters on the
former Miller Lumber property in Williamsport, MD. As the owner of the property, the County must
be the applicant for the grant.
DISCUSSION: In January of 2019, the County purchased the former Miller Lumber property located
at 122-142 W. Potomac Street, Williamsport, MD using grant funds provided by the Strategic
Demolition Grant program. The County then entered into a ground lease agreement with MEDCO
which is improving the property for use and long term lease with the National Park Service for the
relocation of the C&O Canal National Historic Park headquarters.
In addition, the County agreed to pursue grant funding offered through the Department of Housing and
Community Development’s Strategic Demolition Grant program on behalf of MEDCO for necessary
demolition of structures located on the County owned portion of the site.
If the grant application is successful and funds are awarded, the County will enter into a Subrecipient
Agreement with MEDCO.
FISCAL IMPACT: There is no fiscal impact to the County, awarded funds will be transferred to
MEDCO. There is a 25% matching requirement associated with the grant, but MEDCO’s significant
investment in the project will satisfy that requirement.

Chief Officers Committee
The general purpose of the Fire Operations Committee is to:
●Serve as a principal advisory body to the Washington County Volunteer Fire-Rescue
Association, to the Washington County Division of Emergency Services, and to the individual
county volunteer organizations for subjects related to fire suppression and rescue operations.
●Recommend and coordinate fire and rescue plans, procedures, and standards for uniform
service delivery to the citizens of Washington County.
●Ensure the effective use of existing and future fire-related facilities, services, manpower, and
apparatus within the framework of the overall Washington County fire and rescue services
organization.
●Represent the interests of Washington County Fire and Rescue organizations in regional, state,
interstate, and national fire services planning and programs.
●Establish workgroups to support, maintain, and enhance emergency services programs.
●In Cooperation with the Washington County Fire and Rescue Association, Safety and Health
Committee shall be responsible for the development of recommendations for the fire and
rescue system's safety and health program.

SUBJECT: LP 15 Monitor/Defibrillator Replacement

RECOMMENDATION: Motion to authorize the Division of Emergency Services to purchase
(2) replacement Life-Pak 15 Cardiac Monitor/Defibrillators, taking advantage of a 50% discount due
to discontinued parts availability for this specific model.
REPORT-IN-BRIEF: The Division of Emergency Services currently owns (8) Life-Pak 15
Cardiac Monitor/Defibrillators that are carried on various emergency response apparatus throughout
its fleet. Of the (8) monitor/defibrillators, (4) are now subject to a manufacturer notification of a
discontinued replacement part. Should a failure of this part occur for the two that exceed the 8-year
mark, the monitor would be inoperable and unrepairable requiring immediate replacement through
purchasing a new monitor at full cost.
DISCUSSION: The cardiac monitor/defibrillators are utilized to assist in the assessment of
cardiac patients and the delivery of critical, lifesaving interventions such as defibrillation,
cardioversion and pacing of patients suffering from life threatening cardiac events. The life
expectancy of the Life-Pak 15 units is 8 years, at which point the units would be scheduled for
replacement under the Division’s Operating Budgets.
Of the (4) Life-Pak Monitor/Defibrillators impacted by this issue, (2) of those are reaching their end
of life in 2021 and would be scheduled for replacement in the upcoming budget. Due to the
discontinuation of parts for these devices, the manufacturer is offering a trade in of 50% the cost of a
replacement device.

SUBJECT: Calendar Year 2020 – Employee Vacation Carryover Modification

RECOMMENDATION: Motion to allow carryover of 330 hours as of pay ending 06/25/21.
Vacation accrual carryover will remain at 250 hours for December 31, 2021.
REPORT-IN-BRIEF: A motion was passed on 9/29/20 to allow accrued vacation hours to be
carried over into calendar year 2021 and to extend the carryover of 250 hours from December
31, 2020 to June 30, 2021 to allow employees additional time to use their accruals. A
modification to that motion is being presented today.
DISCUSSION: In order to fairly implement a June 30, 2021 accrual carryover, the carryover
hours should be increased to account for the accruals from the period 01/01/2021-06/30/2021.
Effectively, the largest accrual would represent 80 hours (based on an annual 4 week accrual).
Based on system limitations, staff is recommending the carryover cutoff date mirror a pay ending
date, so that complete and accurate information is used when adjusting the accrual. Staff is
suggesting the closest pay ending date to the originally intended date of 06/30/2021 which is pay
ending 06/25/2021. This would mean, at 6/25/2021, any employee whose vacation accruals
exceed 330 hours will have their accruals manually adjusted. They will not see this modification
