of our funding is going into outreach in
Washington County. This includes putting a mobile
club unit into neighborhoods in the county who
cannot get to one of our clubs because of
transportation limitations.

What’s Next?
Through the generous donation of an additional 1.25 acres from the
Blaine Family, the BGCWC has an opportunity to replace the existing
building with a state of the art 32,000 square foot club.

services to the project.
What’s Next?
The project has raised just over $2.3 million through the generous
support of the Fletcher Foundation, Callas Foundation, Bowman
Family Foundation and our board of directors. We also have $2 million
reserved for us in Governor Hogan’s capital budget.
What’s Next?
With this project, we’ll have the chance to bring redevelopment to a
crumbling neighborhood and serve up to 250 community youth.

RECOMMENDED MOTION: Approve the budget transfer.
REPORT-IN-BRIEF: Water Quality requests ap proval to transfer funds from Contingency Utility
Admin (ADM003) to the Pump Station U pgrades Various Location (LIN034) in the amount of
$47,000.00
DISCUSSION: When Cedar Spring Pump Station was constructed in 2006, tempora1y above ground
power was ran to the station. The understanding was once Halfway Boulevard was extended and
utilities installed, the pump station would connect to permanent power and the temporaty power would
be removed. Since Halfway Boulevard hasn't been extended, the tempormy power is still in place.
A new economic development project is proposed to be constructed where the tempora1y power is
located so it must be removed and relocated to accommodate construction. First Energy has
determined the cost to be $46,669.72 to complete this work
FISCAL IMP ACT: Without the budget transfer, we will be unable to relocate the tempora1y power
to the Cedar Spring Pump Station.

Additional Notes/Info: MDOT SHA acquired the subject property in 1980 as part of a project to build
a bridge over the Norfolk & Western railroad tracks to eliminate a dangerous railroad crossing. US
Route 11 was later relocated onto Burhans Blvd and the roadway adjacent to the subject properties was
conveyed to The City of Hagerstown in 1988. MDOT SHA has no further need to maintain the guardrail
or slope on the property given that the adjoining roads were conveyed. The adjoining owner proposes to

RECOMMENDED MOTION: Motion to renew the contract with BAI Group, LLC for a one (1) year
period commencing March 13, 2022 at the same terms and conditions with the exception of a rate increase
of 2.4% for construction inspection and engineering services based on its letter of request dated January
17, 2022 as follows:

REPORT-IN-BRIEF: The services under this contract consist of providing inspection services for
landfill related construction projects located throughout the County. The projects involve the construction
of sanitary landfill floor construction, landfill capping, leachate collection systems, leachate storage tanks,
sediment basins, leachate collection pump station construction, earthwork, landscaping, building
construction inspection, mechanical and electrical systems, monitoring wells and other related tasks. This
is a requirements contract; inspectors are utilized on an as-needed basis with no guarantee of minimum or
maximum number of hours. The duration of the contract is for a period of one (1) year that began March
13, 2019 with an option by the County to renew for up to four (4) additional consecutive one (1) year
periods.

SUBJECT: Rejection/Extension/Rebid – Contract (PUR-1453) – Uniform for Judicial and Patrol
Deputies.

RECOMMENDED MOTION: Move to take action, in the best interest of the County and to
request that the bid renewal for the contract PUR-1453 Uniform for Judicial and Patrol Deputies
with Howard Uniform Company, of Baltimore, MD based on its letter dated February 2, 2022
requesting an increase rate of 7.75% be denied due to the increase being considered excessive.
Also, in the best interest of the County we ask for approval to extend the contract with Howard
Uniform for an additional ninety (90) days under the same terms, conditions and pricing to re-
advertise to solicit new pricing.
REPORT-IN-BRIEF: On January 28, 2020, the Board originally awarded a contract for the
Uniforms for Judicial and Patrol Deputies, based on the bid submitted January 7, 2020 by Howard
Uniform Company. The contract term is for one (1) year with five (5) additional one-year renewal
options. This would be the second of the five (5) one-year renewal options. The County reserves
the right to accept or reject any request for renewal by the Bidder and any increase in cost.
County personnel have had discussions with the vendor to reduce the requested increases, but those
discussions have been unsuccessful. Modest inflation was expected for contract pricing; however,
the renewal request has exceeded this amount. Rejection of the renewal would result in advertising
to solicit new pricing of the services which does not guarantee a lower price but would provide the
opportunity of securing one.

Thank you for the business that we have received under PUR-1453 (Uniform for Judicial &
Patrol Deputies). We are interested in renewing this contract for another year and per our
conversation and in light of your budget situation, we have gone back and revised our increase
down to 7.75% on all items instead of the 7.75%-10% increase request. As you know from the
economic environment, inflation is affecting everyone and we are only passing along increases
we are receiving from our suppliers. Documentation from our suppliers is attached for your
reference.
Please let us know if you need anything else from our side and we do appreciate your business
and hope we can renew our contract based on this increase request.

SUBJECT: Sole Source Procurement (PUR-1535) – Laerdal – Sim Capture System

RECOMMENDED MOTION: Move to authorize a Sole Source procurement of a Sim Capture
System to integrate with the existing Laerdal medical equipment in the amount of $27,358.50 for
the first year of service; and $ 24,152 for years 2 through 5; for the total sum of $51,527.32 from
Laerdal Medical Corporation of Wappingers Falls, NY and contingent upon the approval of the
Agreement by the County Attorney.
REPORT-IN-BRIEF: The Purchasing Department received a request for the Sim Capture
System, the Department of Emergency Services wishes to apply Sections 1-106.2(a)(1) & (2) of
the Code of Local Public Laws of Washington County, Maryland, to the procurement requested.
These sections state that a sole source procurement is authorized and permissible when: (1) Only
one source exists that meets the County’s requirements and (2) The compatibility of equipment,
accessories, or replacement parts is the paramount consideration.
With the construction of the Public Safety Training Center on Sharpsburg Pike, the purchase of an
integration package compatible with existing equipment is necessary; this turnkey solution is being
installed to the Laerdal mannequins and equipment in which the County already owns. The system
is supplied by Laerdal and is known as SimCapture System.
This request requires the approval of four of the five Commissioners in order to proceed with a
sole source procurement. If approved, the following remaining steps of the process will occur as
outlined by the law: 1) Not more than ten (10) days after the execution and approval of a contract
under this section, the procurement agency shall publish notice of the award in a newspaper of
general circulation in the County and 2) An appropriate record of the sole source procurement shall
be maintained as required.
DISCUSSION:
FISCAL IMPACT: Funds are available in the Division of Emergency Services Capital
Improvement Plan (CIP) account 600600-30-11430-VEH009.

SUBJECT: Sole Source Procurement - (PUR-1532) Body Worn Cameras

RECOMMENDATION: Move to authorize, a Sole Source Procurement for the approval of the Axon
Management System subscription that includes thirty-three (33) additional body worn cameras, licensing,
evidence storage for the Patrol Division at the Sheriff’s Office from Axon Enterprise, Inc. of Scottsdale,
AZ at contracted prices totaling $58,956 for a one (1) year period based on contract pricing and to utilize
a contract that was awarded by the State of MD DoIT (solicitation #060B249002).
REPORT-IN-BRIEF: October 2019, this Board approved the subscription fee of $38,280 for fifty-eight
(58) body cameras from Axon Management System. The State of Maryland passed a law requiring that all
patrol officers had to wear a body camera, the department had to request the additional of thirty-three (33)
cameras, which increased the subscription cost for the additional cameras.
The Purchasing Department received a request from the Sheriff’s Office Patrol Division regarding the
procurement of the additional thirty-three (33) body cameras. The Sheriff’s Office wishes to apply Sections
1-106.2(a)(1) & (2) of the Code of Local Public Laws of Washington County, Maryland, to the procurement
requested. These sections state that a sole source procurement is authorized and permissible when: (1)
Only one source exists that meets the County’s requirements and (2) The compatibility of equipment,
accessories, or replacement parts is the paramount consideration.
DISCUSSION: The Axon body-worn camera will improve officer safety and efficiency with real-time
situational awareness. Officers can capture the truth in every situation. With video evidence being at the
heart of the record, law enforcement can get to the truth faster where citizens file complaints against
officers. The department can quickly explore associated evidence in one integrated system, giving
detectives and officers access to new insights and actionable facts. The contract subscription period is five
(5) years with a cost in the amount of $253,428, which the department will have to budget for years 4 and
5 to continue the program. Subscription cost are as follows:

REPORT-IN-BRIEF: The Division of Emergency Services is requesting approval to submit an
application for funding in the amount of $35,825.90 to the MD 911 Board, and accept funding as
awarded.
DISCUSSION: This funding is for a software package that is a required upgrade to the current
911 phone system and is necessary to move forward with the ESInet project that has already
been approved by the Commissioners and the MD 911 Board.

RECOMMENDED MOTION: I move to approve funding in the amount of $60,000 to
replace Field Services Van # 14.
REPORT-IN-BRIEF: HSWC is requesting funding to replace Field Services Van # 14 .
DISCUSSION: One Field Service van used to enforce our county ordinances has
broken down in the last six months. Repair estimates were between$ 3,000 and $6,000 and
simply did not make sense given the age and mileage on the vehicles. A second vehicle has been
recommended by the County Highway Department to be replaced due to the high milage. The
upkeep and repairs are beyond the value of the vehicle.
FISCAL IMPACT: The total cost to replace the vehicle is $60,000

RECOMMENDED MOTION: To change the current 5 day stray hold (Section 39 (a) for
felines only to match Maryland State Law (10-617)
REPORT-IN-BRIEF: The current 5 day hold for felines is detrimental to the
overall health and live release rate of the felines in our care.
DISCUSSION: Studies have shown that the longer the cats are in our care, the
higher risk they are of illness due to stress. Once a cat becomes ill, it extends their stay even
longer, often weeks. In 2021 of the 1, 912 cats that came in a strays, only 2.8% were reclaimed
by their owners. Over the past 5 years, of the 8,566 stray cats that came to HSWC, only 2% were
reclaimed. HSWC makes every effort to reunite pets with their owners. We post the animals in
the Herald Mail, post them on social media, scan for microchips and track lost reports that are
filed with our office.
Every year we struggle to find room to keep the continual influx of cats coming into the shelter.
Reducing the current 5 day hold to 3 will help tremendously to expedite getting the cats into new
homes sooner, thus freeing space for other strays to come into the shelter and greatly reducing
illness and stress among the population.

Under the general guidance of the Deputy Director, perform difficult technical and administrative work in the
analysis, evaluation, installation and maintenance of computer systems, local area networks, and associate
peripherals according to established policy.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

General duties and responsibilities:
1. Reviews system requirements and specifications; contacts appropriate hardware and software vendors
for pricing; prepares purchase documents; orders products from vendors; verifies receipt of ordered
products; processes packing slips and updates inventory accordingly.
2. Researches long-range needs and recommends improvements and modifications to computer systems
and network infrastructure.
3. Trains County staff to use computer systems.
4. Assists and coordinates vendor or third-party assistance in the event of a major system malfunction,
including hardware, software, network, or operational system failures.
5. Maintain technical knowledge/proficiency by attending/participating in appropriate educational classes,
training and seminars.
6. Performs related tasks as required.
Desktop & Workstation Administration& support related duties and responsibilities assignment:
1. Configures, tests, delivers, and installs new computer hardware which includes desktops, laptops,
monitors, printers, servers, etc.
2. Repairs and upgrades computer hardware which includes desktops, servers, printers, etc.; assists in
network cable and miscellaneous hardware installation.
3. Configures, tests, delivers, and installs software products on user’s computers and servers.
4. Troubleshoots software problems including workstation and server operating systems, general and
specialized applications.
5. Reviews, tests, and installs vendor supplied software patches and fixes to user’s computers, servers,
and other hardware.
Network Administration & Support related duties and responsibilities assignment:
1. Responsible for installing, coordinating, supporting, maintaining, and troubleshooting local and wide
area network (LAN/WAN) infrastructure.
2. Responsible for determining, establishing, and coordinating the appropriate levels of access and
privileges for system administrators, operators, and users.
3. Assists in the installation, configuration, coordination, and administration of 802.11 and broadband
wireless networks, supervisory control and data acquisition (SCADA) systems, network security
systems, and Internet security appliances and services (firewalls, anti-spam\virus, intrusion
detection\prevention, security certificates, and virtual private networks).
4. Coordinates vendor or third-party assistance in the event of a major system malfunction, including
hardware, software, network, or operational system failures.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the capabilities and limitations of computer hardware and software; thorough
knowledge of LAN/WAN technology, TCP/IP data protocols and network access methods and techniques;
thorough knowledge of directory services, security principles and methods; ability to operate state-of-the-art
computers; ability to analyze and identify problems and develop logical conclusions and effective solutions;
ability to understand and utilize hardware/software documentation; general knowledge of the principles of
computer systems, procedures analysis and design; ability to effectively manage projects, ability to
communicate effectively both orally and in writing; ability to prepare written and oral presentations; ability to
prepare technical documentation; ability to establish and maintain effective working relationships with peers,
associates and the general public.
EDUCATION AND EXPERIENCE:
1. Bachelors’ Degree (BA/BS) from an accredited college or university in Computer Science or Information
Technology.
2. Six (6) years of experience in performing technical support activities, computer and hardware repair,
network and software troubleshooting, network hardware operations and configuration, TCP/IP
communication protocols, firewall\security administration and end user support.
A comparable amount of training and experience may be substituted for the minimum qualifications.
PHYSICAL REQUIREMENTS:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force
frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing,
stooping, kneeling, crouching, reaching, pushing, pulling, lifting, fingering, grasping, and repetitive motions;
vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing
is required to perceive information at normal spoken word levels; visual acuity is required for preparing and
analyzing written or computer data, visual inspection involving small defects and/or small parts, determining
the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not
subject to adverse environmental conditions.
