INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation presented by President John Barr, followed by the Pledge of Allegiance to the Flag by the
full assemblage.
CALL TO ORDER
President John F. Barr called the regular meeting of the Board of County Commissioners of Washington
County, Maryland, to order at 2:00 p.m. with the following members present: Vice-President Jeffrey
A. Cline, Commissioner Derek Harvey and Commissioner Randy Leatherman. Commissioner Randall
E. Wagner was absent.
CLOSED SESSION
Commissioner Cline, seconded by Commissioner Harvey, moved to convene in closed session at 2:0 I p.m.
The motion passed unanimously ( 4-0).
To consider a matter that concerns the proposal for a business or industrial organization to locate,
expand, or remain in the State ( 4).
Open session discussion would divulge confidential information of the business.
• Discussion of provision of financial incentives to business planning to locate facility
in Washington County.
Present during closed session at various times were Commissioners John F. Barr, Jeffrey A. Cline,
Derek Harvey, and Randy Leatherman; Dawn Marcus, County Clerk; Michelle Gordon, County
Administrator; Zachary J. Kieffer, County Attorney; Rosalinda Pascual, Deputy County Attorney;
Victor Scarpelli, Assistant County Attorney; Linda Spence Financial Programs Administrator,
Business and Economic Development; and Jonathan Horowitz, Director, Business and Economic
Development.
RECONVENE IN OPEN SESSION
Commissioner Cline, seconded by Commissioner Harvey, moved to reconvene in open session at 2: 11
p.m. The motion passed unanimously ( 4-0).
STAFF COMMENTS
Jonathan Horowitz, Director, Business and Economic Development; and Linda Spence, Financial
Programs Administrator, Business and Economic Development; presented the request for approval to
match a (MEDAAF) conditional loan offer by the State of Maryland Department of Commerce to SJ
Incorporated who will be constructing an IV Bag and Capsuling Manufacturing Facility. They will
spend roughly $35,000.000.00 in investment into the prope1ty, and they are anticipated to create over
300 jobs in the next two years. The County will be responsible for a l 0% match which will be
$100,000.00 to the State's $1 ,000,000.00 conditional loan. The request is to approve a Resolution to
accept the conditional loan and to approve the $ I 00,000.00 match from the Hotel Rental Tax Fund.

Commissioner Cline, seconded by Commissioner Harvey, moved to approve the Resolution for
acceptance of the State MEDAAF Conditional Loan and approve the $100,000.00 match as presented.
The motion passed unanimously (4-0)
ADJOURNMENT
Commissioner Cline, seconded by Commissioner Harvey, moved to adjourn at 2: L4 p.m. The motion
passed unanimously ( 4-0).
