Joint Session: Board of County Commissioners and the City of Hagerstown
R.C. Willson Water Treatment Plant, 10802 Waterworks Road, Williamsport, Maryland 21795
MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE
A moment of silence was observed, followed by the Pledge of Allegiance to the Flag by the full
assemblage.
CALL TO ORDER
President John F. Barr called the joint session meeting of the Board of County Commissioners of
Washington County, Maryland, to order at 8:35 a.m. with the following members present: Vice-
President Jeffrey A. Cline, Commissioner Derek Harvey, Commissioner Wayne K. Keefer, and
Commissioner Randall E. Wagner. Also present were John M. Martirano, County Administrator; Dave
McMillian, Reporter, Herald Mail; Zachary J. Kieffer, Assistant County Attorney; Kirk C. Downey,
County Attorney; Michelle Gordon, Chief Financial Officer; Mark Bradshaw, Director, Environmental
Management; Jill Baker, Director, Planning Department; Hagerstown Councilmember Shelly McIntire;
Councilmember Kristin Aleshire; Councilmember Robert Bruchey; Councilmember Matthew
Schindler; Janet Lung, Executive Assistant, City of Hagerstown; Joni Spickler, City Clerk; Scott
Nicewarner, City Administrator; Michelle Hepburn, Chief Financial Officer; Matthew Carr, Water
Production Superintendent; Jonathan Horowitz, Director, Department of Business and Economic
Development; Doug Reaser, Economic Development Manager, City of Hagerstown; Jill Thompson,
City Community and Economic Development; Kathleen Maher, Director of Planning and Code
Administration, City of Hagerstown; and City of Hagerstown Mayor Tekesha Martinez.
JOINT PRESENTATION BY COUNTY AND CITY STAFF
Informational presentations were made by both City of Hagerstown and Washington County staff
regarding the prior status of the Wastewater System, the status of said system today, and potential future
expansions. City staff provided a tour of the facility.
ADJOURNMENT
Commissioner Wagner, seconded by Commissioner Harvey , moved to adjourn at 10 : 15 a.m. The
motion passed unanimously.
