HomeMy WebLinkAbout221206 OPEN MinutesBoard of County Commissioners of Washington County, Maryland Open Session Minutes Decem her 6, 2022 INVOCATION AND PLEDGE OF ALLEGIANCE Commissioner Barr offered the invocation; fo llowed by the Pledge of Allegiance to the Flag by the full assemblage. Commissioner Barr shared his condolences to the family of Zachary Reid, Clear Spring. CALL TO ORDER President Jeffrey A. Cline called the regular meeting of the Board of County Commissioners of Washington County, Maryland, to order at 1:00 p.m. at 100 West Washington Street, Hagerstown, Maryland, with the following members present; Commissioner Wayne K. Keefer; Commissioner John F. Barr; Commissioner Derek Harvey; and Commissioner Randall E. Wagner. APPROVAL OF MINUTES Commissioner Keefer, seconded by Commissioner Wagner, moved to approve the minutes of November 15, 2022. The motion passed 3-0-2 (Commissioners Harvey and Barr abstained). CLOSED SESSION Commissioner Wagner, seconded by Commissioner Keefer, moved to convene in closed session at 1 :02 p.m. to discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals; in accordance with Sections 3-305(b) (1) of the General Provisions Article of the Annotated Code of Maryland. The motion passed unanimously. In closed session, the Commissioners discussed corporate officer designations. Present during closed session were Commissioners Jeffrey A. Cline; Wayne K. Keefer; Derek Harvey; John F. Barr; and Randall E. Wagner; also, present were John M. Martirano, County Administrator; Kirk C. Downey, County Attorney, and Krista L. Hart, County Clerk. RECONVENE IN OPEN SESSION Commissioner Wagner, seconded by Commissioner Keefer, moved to return to open session at 1 :05 p.m. The Commissioners recessed at 1 :06 p.m. and returned to the meeting at 1 :30 p.m. PRESIDENT, BOARD OF COUNTY COMMISSIONERS, WASHINGTON COUNTY, MD Commissioner Cline, seconded by Commissioner Wagner, moved to appoint John F. Barr as President of the Board of County Commissioners, Washington County, Mary land for the 2022 -2026 term. The motion passed 4-0-1 (Commissioner Barr abstained). VICE PRESIDENT, BOARD OF COUNTY COMMISSIONERS, WASHINGTON COUNTY, MD Commissioner Barr, seconded by Commissioner Wagner, moved to appoint Jeffrey A. Cline as Vice President of the Board of County Commissioners, Washington County, Mary land for the 2022 -2026 term. The motion passed 4-0-1 (Commissioner Cline abstained). COMMISSIONER COMMENTS AND REPORTS Page 2 of 2 OPEN Session, December 6, 2022 Commissioner Wayne Keefer thanked his family, staff, and the community for the support throughout the recent election. Commissioner Derek Harvey thanked all those involved his transition into the position of County Commissioner. He congratulated John Barr and Jeff Cline for their positions of President and Vice President, respectively. Commissioner Randy Wagner thanked all involved in the Swearing-In event. Additionally, he congratulated Sheriff Doug Mullendore, who officially retires December 15th. Vice President Jeff Cline also thanked those involved in the Swearing In; he thanked Krista Hart and all staff. Additionally, he thanked Kevin Tucker and Honorable Brett Wilson for their role in the successful event. President John Barr also thanked everyone for the Swearing-In event; he further thanked the community for their support. Again, he asked to keep the Fire and Rescue Association in Clear Spring in our thoughts for the recent passing of Chief Reid. County Administrator John Martirano thanked all those involved in the Swearing In event. Additionally, he welcomed the return of John Barr and welcomed Derek Harvey. County Attorney Kirk Downey echoed Mr. Martirano's comments, wishing the new Board of County Commissioners much success. POTENTIAL LEGISLATIVE ITEMS Kirk Downey presented the potential legislative initiatives to the Board for finalization for the delegation. Commissioner Cline moved to approve all items as presented. He withdrew the motion for additional discussion. Commissioner Cline, seconded by Commissioner Keefer, moved to approve the items, as presented. The motion passed unanimously.
